City of Two Rivers Goals

Where staff time and public resources

will be focused.

This week, the Two Rivers City Council reviewed the City’s 2026 goals, setting priorities for where staff time and financial resources will be focused in the year ahead. These goals emphasize responsible financial management, housing and redevelopment progress, neighborhood investment, and continued improvements to quality of life in Two Rivers as we plan for the future.

2026 Budget-in-Brief

Clear information to support informed community conversations.

For the first time, the City of Two Rivers has created a clear, easy-to-read snapshot of the 2026 budget to help residents better understand where City dollars come from, where they go, and the priorities ahead.

This is part of our ongoing commitment to resident engagement, communication, and building trust in local government.

What's Next for the Neshotah Beach Concessions Stand Building?

Clear answers to common questions in the community.

The City of Two Rivers is exploring practical, cost-conscious improvements to the Neshotah Beach concession area. We are focused on ADA accessibility, functionality, and enhancing the beach experience for residents and visitors.

We’ve put together a clear, easy-to-read FAQ to explain what’s being considered, what’s not, and how this project could be funded.

Time to Renew Your Dog's License

Avoid the late fee... your dog already costs you enough in treats!

Friendly reminder to all dog owners in Two Rivers. Annual dog licenses must be renewed by March 31, 2026 to stay in compliance with City regulations.

Dogs over five months of age must be licensed each calendar year and proof of a current rabies vaccination is required when renewing. Licenses are $10 for spayed/neutered dogs and $15 for dogs that are not spayed/neutered. A $10 late fee applies after March 31...and nobody likes paying extra bones.

Make sure your furry friends are up to date, it’s quick, easy, and keeps you in good standing with city ordinances.

Lead Service Line Replacement Work Planned for 2026 - 2027

Steady progress toward safer drinking water for every home.

The City of Two Rivers has approximately 5,200 water service connections, about 2,200 of which were historically served by lead service lines. The City began its Lead Service Line (LSL) Replacement Program in 2017 to address this infrastructure issue.

Since the program began, more than 1,000 lead service lines have been replaced with many homeowners paying little to nothing for the private-side portion, thanks to WDNR grants and both City and Manitowoc County funding from the American Rescue Plan Act.

A significant portion of those lead water service replacements have occurred since 2024, with nearly 400 replaced within the 2024-25 Contract and an additional 200 within the current 2025-26 Contract.

Ongoing replacement areas for 2026 and 2027 include the near north-central area from the East Twin River west to Forest Avenue, between 23rd Street and 31st Street and the central portion of the City from 16th Street north to 23rd Street between East River Street and Adams Street.

With the additional 350 replacements planned for 2026 and 2027 the City will be left with approximately 850 lead service lines remaining, marking significant progress toward full system replacement.

Property owners in 2026 affected areas will receive advance notice later this Spring prior to construction schedules being finalized.

Reminder: School Bus Safety Law Now in Effect in Two Rivers

Small stops that make a big difference for our kids.

As of January 1, 2026, a new City ordinance is now in effect requiring all school buses to use flashing red lights at every school bus stop within the City of Two Rivers, each and every time. This change is an important step in keeping our students safe while getting on and off the bus.

Please remember these key rules when you see a stopped school bus:

• Stop distance: You must stop at least 20 feet from the bus.

• Flashing red lights: You must remain stopped as long as the red lights are flashing.

• Stop arm: You must stop if the stop arm is extended.

• Both directions: Vehicles approaching from the front or the rear must stop.

• Divided highways: You are not required to stop if you are on the opposite side of a divided highway separated by a physical barrier or median, such as Memorial Drive.

These simple actions make a big difference in protecting kids in our community. Thank you for helping keep Two Rivers students safe.
