HOMELESS SERVICES BUREAU

GENERAL ANNOUNCEMENT

FY 2026 Continuum of Care (CoC) Program Competition Update: HUD Reopens NOFO

The U.S. Department of Housing and Urban Development (HUD) has reopened the Fiscal Year (FY) 2026 Continuum of Care (CoC) Competition and Youth Homelessness Demonstration Program (YHDP) Grants Notice of Funding Opportunity (NOFO), with a new federal submission deadline of September 30, 2026 at 8:00 p.m. ET.

On September 16, the U.S. Court of Appeals for the First Circuit granted HUD an emergency stay pending appeal of the August 7 federal district court decision that had set aside the FY 2026 CoC NOFO. HUD subsequently reopened the competition on September 18. The underlying litigation remains ongoing, and the Homeless Services Bureau (HSB) will continue monitoring HUD guidance and court developments.

HUD states that the NOFO is otherwise unchanged, except for the revised deadline and a technical correction to the project applicant notification requirement.

What This Means for the Long Beach CoC

With the competition reopened and the September 30 submission deadline in place, HSB is resuming local FY 2026 CoC competition activities.

The Long Beach CoC will move forward based on the application, project selections, and funding priorities previously approved by the CoC Board on August 4, 2026. HSB is working with applicants and partners to finalize the materials necessary for submission to HUD.

Following submission, HSB will post the final CoC Consolidated Application and Priority Listing to the Long Beach CoC webpage and notify the community when those materials are available.

HSB will also continue communicating directly with CoC-funded agencies and project applicants regarding project-specific information and next steps.

Opportunity to Provide Public Comment

HUD has also published a Federal Register notice seeking public comment on activities it proposes to incentivize through the Continuum of Care Program. This public comment process is separate from the FY 2026 CoC application process.

Comments are due to HUD by October 13, 2026. CoC members, service providers, community partners, and other interested parties may review the notice and submit comments through the public comment link provided on HUD’s CoC Program Competition webpage.

Continued Partnership

Beginning with the FY 2025 CoC funding process and continuing through FY 2026, communities nationwide have been required to repeatedly adjust to changing federal requirements, delayed federal funding decisions, litigation, and significant shifts in the CoC Program.

The City of Long Beach Homeless Services Bureau recognizes the considerable time and uncertainty these changes have created and appreciates the continued patience, understanding, and collaboration of our funded agencies, applicants, CoC members, and community partners as we work to complete the competition within the revised federal timeline.

As the litigation and federal process continue, HSB will provide additional information as it becomes available.
