And it was exciting to hear their plans for the year under the new leadership of President Dr. Sharifa Batts. I was especially happy to celebrate all of the awardees and scholarship recipients for their dedication and leadership. | | This past week, my team was out in the community connecting with residents and celebrating important milestones. They attended the Long Beach Latino Economic Summit, the LAEDC 88 Cities Summit, the UCC Digital Literacy Graduation, and the Long Beach Fire Department Badge Ceremony. Thank you to everyone who joined the Community Information Meeting on the Motel 6 Master Lease initiative. We appreciate the thoughtful questions and feedback. This citywide effort reflects our collective commitment to expanding access to safe, stable housing and providing vital support services for individuals experiencing homelessness. The Motel 6 Master Lease is a temporary program that will provide short-term housing paired with on-site case management and wraparound services to help residents transition into permanent housing. The property will be securely managed 24/7 to ensure the safety and well-being of both residents and the surrounding community.

| | ICYMI: FEDERAL GOVERNMENT SHUTDOWN | | |
On Sept. 30, 2025, the Federal government failed to pass a continuing resolution to keep the government funded. As such, a federal government shutdown is in effect.
However, the City of Long Beach wants to assure our community that basic municipal services will continue without interruption.
Impacts on Day-to-Day City Services
At this time, the Federal shutdown does not affect the day-to-day services that our residents rely on. City government remains open and operational. City operations continue, including, but not limited to:
- Police, fire and emergency response services.
- Public health.
- Refuse and recycling pickup.
- Street sweeping and road maintenance.
- Public library services.
- Permitting, licensing and inspections.
- Parks and recreation programming.

At the Oct 14th meeting, Council voted to request the City Manager to engage with the Los Angeles Regional Water Quality Control Board during the upcoming rulemaking process for the renewed Conditional Waiver of Waste Discharge Requirements for Discharges of Trash from Nonpoint Sources to advance requirements that eliminate trash from entering the Los Angeles River and ultimately
Long Beach’s waters; and request the City Manager to deepen multi-jurisdictional collaborations and
partnerships, and explore funding opportunities, public education and accountability measures,
and legislative and regulatory advocacy strategies to improve the coordination, evaluation,
enforcement, and effectiveness of regional watershed debris mitigation efforts along the Los
Angeles River to meaningfully reduce impacts on Long Beach.

Great ShakeOut 2025: Get Ready for International ShakeOut Day
The City of Long Beach Department of Disaster Preparedness and Emergency Communications encourages residents to participate in the annual Great ShakeOut– the world’s largest earthquake drill – on Thursday, Oct. 16, 2025, at 10:16 a.m. Originating in Southern California in 2008 as the “Great California ShakeOut,” this earthquake safety drill has since gained international attention with more than 56 million participants worldwide last year.
To participate in the self-led Great ShakeOut Drill, residents are encouraged to register online and practice these three steps to reduce their risk of injury in an earthquake:

DROP where you are (if able to), onto your hands and knees; this position protects you from being knocked down.
-
COVER your head and neck with one arm and hand and, if possible, crawl under a sturdy table or desk for shelter.
-
HOLD ON until the shaking stops.
Older adults and people with disabilities or limited mobility are encouraged to review these Earthquake Safety Accessibility Tips for guidance before, during and after an earthquake. Additional educational resources to help community members coordinate their participation in the Great ShakeOut at school, work or home are available at earthquakecountry.org.
In the days leading up to the Great ShakeOut drill, Disaster Preparedness staff will conduct a citywide test of the Alert Long Beach emergency messaging system. Registered users of Alert Long Beach will receive a test notification via phone, text or email.

The City of Long Beach has launched its Local Hiring Preferences initiative, a bold step forward in creating a thriving, locally-driven workforce by offering enhanced consideration to eligible applicants during the City’s hiring process. The Local Hiring Preferences initiative reinforces the City’s ongoing commitment to fostering a localized workforce grounded in opportunity, equity, inclusivity and mutual investment for the future of Long Beach.
With over 500 diverse job opportunities across 23 departments, the City offers a wide range of career paths for every passion and skill set, from entry level to advanced roles.
With the implementation of Local Hiring Preferences, points will be given to eligible Long Beach residents, graduates of local institutions, internal candidates, and those who have completed internships and apprenticeships. Applicants must complete the Local Hiring Preferences Questionnaire, now included as part of the job application process for classified positions, to determine eligibility and receive preference points. Candidates must still meet the minimum requirements screening and pass any required assessment before preference points can be added. Local preference points are awarded in addition to the City’s existing veterans’ preference points, which continue to be available to veterans, disabled veterans, spouses of disabled veterans and un-remarried spouses of deceased veterans. Preference points may improve a candidate’s ranking on an eligible list but does not guarantee selection or advancement in the process. Final hiring decisions are made by the hiring department based on interviews, references and other factors.

Upcoming Increases to Utility Rates
The Long Beach Board of Utilities Commissioners has approved rate adjustments as part of the upcoming $397.4 million budget for Fiscal Year 2026. Starting October 1, residents will see a 12 percent increase in water and sewer rates. For a typical single-family home, this means an average monthly increase of $8.26 for water and $1.47 for sewer.
In addition, gas rates will rise 15 percent in August, with another 12 percent increase set for April 2026. This results in an estimated monthly increase of $4.67 for the average household.
