Welcome

Our newsletter provides resources and information on preparing and planning for public health emergencies with a focus on people with Disabilities, Access and/or Functional Needs (DAFN). We will share the DAFN team's latest happenings, provide opportunities to connect with other community partners, and share upcoming events and volunteer opportunities. Join us in fostering a robust partnership that prioritizes the well-being of our whole community! 

Who We Are

The Disability, Access, and Functional Needs (DAFN) unit is housed in the City of Long Beach Department of Health and Human Services, Public Health Emergency Management Division. We work with community partners and listen to our DAFN community to ensure that their needs are met during public health emergencies.

DAFN Spotlight

Julie Leung has been with the Health Department since 2017 and currently serves as the Health Climate Officer. In this role, she works on building internal workforce capacity, developing outreach and educational materials, providing technical assistance, and aligning climate change considerations into Health Department programs.


She recognizes how climate change disproportionately impacts marginalized communities and works closely with the DAFN team to address these concerns. She supports the implementation of the Long Beach Climate Action Plan and builds partnerships with other City Departments and external organizations to strengthen climate resiliency and adaptation.

Lunch and Learns

The DAFN team has hosted several “Lunch and Learns” to strengthen our PHEM team’s knowledge on mental health and disability during emergencies. If you would like to present during our Lunch and Learns, please contact us.

S.A.F.E. Vehicle Debut

The Public Health Emergency Management (PHEM) team debuted its Sensory Area For Everyone (S.A.F.E.) Vehicle at the Long Beach Grand Prix.

Have you heard of CMIST?

The CMIST Framework is a recommended approach for integrating the DAFN community into emergency planning. CMIST is an acronym for the following five categories: 


  • Communication
  • Maintaining Health
  • Independence
  • Support and Safety
  • Transportation


The CMIST Framework provides a flexible, crosscutting approach for planning to address a broad set of common access and functional needs without having to define a specific diagnosis, status, or label. 


Our team utilizes this framework to review our public health emergency plans to ensure that our response accessible for the whole community.

Borrow Free Durable Medical Equipment (DME)


"A new online directory of medical equipment loan programs aims to make it easier for people to borrow durable medical equipment such as wheelchairs, walkers, and shower chairs at no cost. The service, called GotDME?, is a first-of-its-kind resource listing lending programs in all 50 states."
