Updated Draft 2021-2029 Housing Element

The 2021-2029 Housing Element draft plan has been updated based on both community feedback and input from the California Department of Housing and Community Development (HCD). On Tuesday, November 16, the City Council will receive a report on the Housing Element update. The City Council is being asked to confirm the proposed 2021-2029 Housing Element Plan and direct staff to finalize the proposed plan and re-submit it to HCD. The City Council meeting agenda and staff report will be available on or around November 12 and can be found at longbeach.legistar.comView the notice of public hearing.


What has changed in this draft?

A draft Housing Element was presented to the Planning Commission on October 7, 2021, for recommendation to the City Council. The recommendation included a copy of HCD’s feedback letter and a description of how the City would make revisions in response to the feedback. The plan has been revised as outlined in that documentRecent community input has also shaped revisions to the draft plan, as described in Appendix A (Public Participation Report). 


About the Housing Element

The Housing Element is a required element of the City’s General Plan. The proposed project involves an update to the Housing Element (6th Cycle), a required element of the City’s General Plan. The document sets citywide goals, objectives, and policies for housing citywide. It establishes a roadmap for accommodating projected housing unit demand for existing and future residents over the next eight years. As required by state law, the document shows how the City can accommodate the demand for housing at all income levels, including through future rezoning of properties consistent with the adopted Land Use Element (LUE) of the General Plan. The action to be considered by the City Council is to confirm direction on the Housing Element update so that staff can prepare a final plan to be brought back for formal adoption in early 2022 in order to meet the statutory deadline and ensure compliance with state law.
