Draft Phase 3 BEUDO Regulations Comment Period Closes Jan. 23

Your voice is important as we kick off this crucial first year of emissions reduction requirements in Cambridge. Phase 3 of the Building Energy Use Disclosure Ordinance (BEUDO) is a key step toward supporting more energy-efficient buildings.

Learn more and read the draft regulations, including a redlines version, on the City's BEUDO page. City staff will also be providing an overview of these proposed regulations in an upcoming webinar (see below). Please submit any comments or feedback you may have by Jan. 23.

A Reminder For Those Who May Need Additional Time

The deadline has passed for BEUDO-Covered Properties to submit their Property Configuration Form and Alternative Baseline Selection Form. If you haven't done so already, please complete those forms and submit them as soon as possible.

For owners of multi-use buildings, owners of multiple building parcels, or those requesting a campus compliance structure, who may need additional time: please submit the Request Additional Time Form so staff can support your timeline.

New Resources

City staff have created a new guide to help BEUDO-covered property owners who selected the Alternative Baseline option obtain their historical data.

The City’s Dec. 11, 2025, webinar on BEUDO property configuration and baselines, and the Q&A that followed, is now available online.

Upcoming Webinar: 1 p.m. on Monday, Jan. 12, 2026

The Office of Sustainability will host a public webinar to provide an overview of the Draft Phase 3 Regulations.
