MESSAGE FROM THE PRESIDENT

June 1, 2026

While the Joint Finance Committee of the General Assembly wraps up their work this week, there are only 10 legislative session days remaining and we're keeping a close eye on several bills that could impact Delaware employers, employees, and the broader business community.

One of the bills we're closely watching is Senate Bill 272, which would require Project Labor Agreements on certain public school construction projects. While amendments have been proposed, we continue to have concerns about maintaining competition and ensuring opportunities for small and local contractors.

We support House Bill 450, the ROAD-DE Act, which seeks to improve permitting predictability and encourage housing and economic development. At the same time, we continue to monitor House Bill 380, which would expand Delaware's Personal Data Privacy Act and create new compliance obligations for many smaller businesses.

One bill we're following and have major concerns with is House Bill 306, which would require businesses to disclose the use of artificial intelligence in certain customer interactions and create a private right of action. We also have concerns with House Bill 417, which would make restaurant industry-specific changes to Delaware's gross receipts tax structure. The State Chamber supports broader gross receipts tax reforms that would apply to all small businesses.

The business community's perspective is most valuable before a bill passes. If any of these bills affect your organization, now is the time to engage with your legislators and share how these decisions could impact your business. If there are issues you're concerned about, I encourage you to reach out to our VP of Government Relations Evan Park.

News You Can Use

Welcome to June! April construction spending figures are out this morning, while April job openings and labor turnover survey results are released tomorrow. On Wednesday, we’ll see the ADP National Employment Report for May and factory orders for April. We wrap up on Friday with the May unemployment rate figures and consumer credit use for April.

As we approach the end of the second quarter of the calendar year, it’s not unsurprising that earnings calls are light this week. Science Applications, and Hewlett Packard lead off the day with calls, followed on Tuesday by Dollar General, Signet Jewelers, Victoria’s Secret, Palo Alto Networks, and Ulta Beauty. Wednesday is led by Macy’s, Broadcom, Medtronic, CrowdStrike, Five Below, and Veeva Systems. Brown-Forman, Ciena, Toro, Cooper, DocuSign, lululemon athletica, Rubrik, and Zumiez round out the remainder of the week.
