Terry Morgan passed away April 6, 2024, after a lengthy illness. He was 76 years old, born March 4, 1948, in Bangor, Maine.
He was a respected retired Fairfield Police Officer and a pool and concrete contractor for many years.
He was father to three children, Terry, JoDee, and Jason and four grandchildren, Tyler, Sierra, Drew and Samantha. He was predeceased by his daughter, JoDee, his son, Jason, and his wife, Joann.
The graveside service was on Monday, April 29th at 11:00 a.m. at the Rockville Cemetery located at:
4219 Suisun Valley Rd.
Fairfield, CA 94534
The service was held at Jason’s gravesite and the service was done by noon.
Rest in Peace. 🙏🏻

Sacramento Police Department Officer Daniel Bartlett suffered an off-duty medical emergency off duty on May 9th. Officer Bartlett had been with the department for just under five years. He leaves behind his wife Jessica and 14 month old son Judah.
Daniel's wife works part time at a church and Daniel was the primary provider of income and benefits. Any donations will be greatly appreciated and used for funeral services and upcoming life expenses.

80 Mile Freeway Chase
The freeway shooting suspect who shot and injured himself during a standoff with authorities last week on Interstate 80 in Fairfield remains in critical condition, according to a statement issued by the Solano County District Attorney’s Office on Tuesday.
The May 3 standoff followed a report of a shooting that had occurred just after 11 a.m. on Highway 101 in Santa Rosa. According to the District Attorney’s Office release, the woman who was involved in the shooting was not injured after a suspect shot out the back of her vehicle and authorities were able to locate the other vehicle involved in the shooting in the Rohnert Park area just hours after the incident.
The driver and sole occupant of the vehicle – who has only been identified at this time only as a 40-year-old male out of Rohnert Park – refused to comply with commands of the responding officers when they made initial contact.
“Instead, the driver fled the scene and led the police on a chase for over 80 miles traversing three counties eventually ending on Interstate 80 in Fairfield,” read the release.
The vehicle hit a spike strip around 3:35 p.m. and came to a stop under the Green Valley Road overpass in Fairfield, according to California Highway Patrol (CHP) officials, and a standoff ensued for more than two hours.
Officers from the CHP, Fairfield Police Department, and Solano County Sheriff’s Office attempted to communicate with the driver by giving clear commands and utilizing different de-escalation techniques, according to the release, but the driver refused to comply with any and all attempts made by law enforcement.
When the Fairfield Police Department’s SWAT team arrived on scene at around 5 p.m., they approached the vehicle and forced entry into the vehicle before pulling out an adult male who appeared to be incapacitated.
Initially, CHP stated that the suspect had died as a result from a self-inflicted gunshot wound at that time but they subsequently disclosed that he had been revived and was in critical condition at a nearby hospital as of 11 p.m. that evening.
The District Attorney’s Office confirmed on Tuesday that the Solano County Major Crimes Task Force responded to the scene on Friday as well to conduct an independent investigation into the incident pursuant to the Countywide Officer Involved Fatal Incident Protocol.
Both directions of I-80 were shut down at the Green Valley Road-Interstate 680 interchange during the standoff for three hours during the standoff, but it took nine hours to completely reopen the entire roadway to traffic while officers investigated the area. The closure caused a major traffic backlogs, with backups on I-80 that stretched 15 miles into Vallejo during peak rush hour travel times Friday evening.
Due to the nature of the ongoing investigation, no other details will be released at this time, according to the Solano County District Attorney’s Office.

How every horse in the 2024 Kentucky Derby got its name and why it’s such a challenge

The naming of racehorses can be a fun game and an esoteric exercise that peeks deep into pedigrees and wordplay for inspiration. Take for example, Sierra Leone. One of his owners, Peter Brant, nodded to his sire, Gun Runner, because the African nation is known as a center of arms dealing.
But this year’s Kentucky Derby field might have the first horse whose name came out of the U.S. presidential archives. Society Man was named for Georgia Gov. Carl Sanders, who from 1963-1967 ushered in a more progressive attitude toward race and segregation, and is credited with much of Atlanta’s business prominence. West Paces Racing, which owns Society Man, is a syndicate of two businessmen from Atlanta; according to Buckhead.com, President Lyndon Johnson jokingly called Sanders a “society man” in a recorded phone call the two men had in 1968.
West Paces Racing, named for a road in Atlanta, was founded by Larry Connolly and Keith Mason. They happen to own Dornoch, another Derby horse, named after Royal Dornoch Golf Club in Dornoch, Scotland, where presumably, the owners have enjoyed a
round or two.
Naming a horse can be a tribute. Owner Jerry Caroom made a pick-five bet, following the advice of an anonymous Texas handicapper who named his business Track Phantom. Caroom won big, so he asked the man if he could name his young horse for him. Track Phantom not only said yes, he wrote a whole piece about the horse, “Track Phantom Talks Track Phantom,” comparing the horse to Epicenter, who ran second in the 2022 Derby and now stands at Coolmore America’s Ashford Stud.
It’s not always easy. The Jockey Club, which registers all thoroughbreds and oversees naming, has plenty of rules, most notably that two active racehorses can’t have the same name. With 450,000 names in the database, you’d be surprised how often names get rejected. Once a horse stops racing for five years, the name is put back into circulation unless it has reached a certain level of success as defined by the Jockey Club (such as horses in racing’s Hall of Fame, that have won an Eclipse Award, or have won $2 million or more). Other rules include a limit of 18 characters, no famous people and nothing vulgar.

You just never know where inspiration will come from. West Saratoga was named for the street in Englewood, Colorado, where Harry Veruchi grew up, according to the Vail newspaper. Although most horses are named by their owners, Resilience was named by his breeder, Pam Wygod, because it was her best way to describe her husband and co-breeder Marty Wygod. Mystik Dan is named for owner Daniel Hamby’s father, Dan, and his first business venture, selling Mystik Tape. You can name a horse for someone else, or you can name all your horses for yourself: T O Password, like all Tomoya Ozasa’s horses, starts with his initials.
Stronghold has a dramatic story, according to owner Rick Waller. His dam, Spectator, died tragically giving birth to him, so he became a pet around Mulholland Springs farm in Lexington. “But he kept growing, and they would call me and say he’s so big and strong, he’s a man among boys,” Waller said. “So when I was trying to name him, I came across Stronghold, and thought, ‘that’s the perfect name for him.’”
Fierceness has a similar back story. “He is a calm and laid-back horse 99% of the time,” owner Mike Repole said. “Only when he works or races he turns into this strong and powerful alter ego.” Plus, one word names are always popular.
Then there are the slightly random names. Encino is owned by Godolphin, which has such a high volume of horses that it opens the naming process up to its employees. Suzanne Watkins is director of sales administration for Darley at Jonabell, Godolphin’s Lexington operation. She was reading a book set in California that mentioned Encino, a San Fernando
Valley suburb full of “clean, safe neighborhoods,
night life and abstract architecture.” She put the name forward and her bosses liked it enough to give it to a promising 2-year-old.
Sadly, Encino was scratched on Tuesday. His replacement, Epic Ride, has a name many people would hope for. Breeder Fred Hertrich breeds so many yearlings that he can’t remember how the horse got that name. “It’s a great one,” he said, “I wish I could give credit where it’s due.”
Far and away, though, most horses are named through their pedigree, which honors those previous horses and tells the world just how good your horse’s pedigree is. For example, it’s already a flex to have a horse sired by Justify, the most recent Triple Crown winner, and you need to further flex by including his name. That happened with two horses sired by Justify in the Derby field this year: Just Steel and Just A Touch, whose name also includes the dam, Touching Beauty.
Catching Freedom is by Constitution and out of Catch My Drift. Endlessly is a nod to his dam, Dream Fuhrever. Domestic Product comes from his dam, too, Goods and Services. Catalytic is by Catalina Cruiser, and Honor Marie is by Honor Code out of Dame Marie. Grand Mo the First is by popular sire Uncle Mo. Forever Young’s dam is Forever Darling.

On Saturday, May 11, members of the Fairfield Police Department attended the 2nd Annual Solano County Walk Out of Darkness - an event intended to help spread hope and healing to those affected by suicide.
Families and friends gathered during the event to honor their lost loved ones and to champion for continued mental health related resources, especially for our youth.
Partnerships included Solano County Health Services, Community Advocates, FSUSD and First Responders and speakers included survivors and family members of those lost to suicide.
With the community’s help, the organization spearheading the event, the American Foundation for Suicide Prevention (AFSP), Greater San Francisco Bay Area, doubled their fundraising raising efforts from last year, reaching their goal of $10,000.
The Foundation toils tireless to eliminate the loss of life due to suicide by “delivering innovative prevention programs, educating the public about risk factors and warning signs, raising funds for suicide research and programs, and reaching out to those individuals who have lost someone to suicide.”
A large part of that grassroots work means “bringing together people from all backgrounds who want to prevent suicide in our communities. Families and friends who have lost someone to suicide, vulnerable individuals, mental health professionals, clergy, educators, students, community/business leaders, and many others energize our chapter.”

Vacaville and Vanden High’s softball teams have battled each other all year for the Monticello Empire League crown. After Vacaville ended up winning the league title by a game over the Vikings, the two teams can now focus on the next task at hand.
The playoffs.
The Sac-Joaquin Section announced its playoff brackets for softball on Friday and both Vanden and Vacaville earned home games. However, the two squads will be playing in different divisions.
Vacaville is the No. 5 seed in Division II and will take on Atwater with a first-round game at home scheduled for 4 p.m. on Tuesday. The Bulldogs come into the postseason with a five-game winning streak.
The Bulldogs are led by Taylor Eberhart, who has a .545 average. Natalya Stonebraker has a team-leading five homers this season, while Paige Witte had four homers and Laila Dean has three on the season. Ashlyn Wilson has 19 RBI for Vacaville.
Vacaville’s pitching is led by Xochitl Atayde. The senior surpassed the 500 strikeout milestone earlier this season in April. She has an ERA of 1.91.
Vanden will also be at home, but in Division III as the No. 7 seed. The Vikings will host Vista del Lago on Tuesday at 4 p.m.
Vanden has won three straight games and has outscored its opponents 40-1 during that span.
The Vikings are led by Maalia Cherry, who is batting .500 and a team-leading eight home runs. Also starring for the Vikings’ offense is Mia Silva with a .492 batting average and Niayli Sheets-Calvo, a freshman with six homers on the season. Anaya Frank has 24 RBI.
Isabella Cueva leads the pitching staff for Vanden.
Will C. Wood is the No. 16 seed in Division III and will play at Capital Christian, the top seed in Division III.
Wood has won three of its last four games, but currently have an overall record under .500 at 9-11. The Wildcats finished with an 8-7 record in the MEL.
Dixon is the No. 1 seed in Division 4 and has earned a first-round bye. Buckingham Charter is the No. 3 seed in Division 7 and plays at home on Tuesday against Rio Vista.

Rodriguez Swimmer, Brandon Ha, Wins Consolation Title in 100 Butterfly
FAIRFIELD — Sophomore Brandon Ha of Rodriguez High School was the consolation champion in the varsity boys 100-yard butterfly Saturday at the CIF State Swimming and Diving Championships in Clovis.
Ha finished in 10th place overall with a time of 48.07 seconds. His time in the consolation final was faster than three competitors who made the final field of nine. Ha was 12th in preliminaries (49.07). He also competed in the 200 individual medley and was 24th overall (1:52.44).
Rodriguez junior Ava Bautista finished 14th in the varsity girls 100 butterfly (55.44). She tied for 14th during the preliminaries (55.26) and competed in the consolation finals.

This morning SCFD held a brief morning ceremony for National Fallen Firefighters Memorial Weekend from May 4 to 5, 2024. Mayor Alma Hernandez along with City Manager, Bret Prebula, read a proclamation while firefighters conducted a Bells Ringing across America and a lowering of the United States of America flag. This tribute will honor 89 firefighters who died in the line of duty in 2023 and 137 who passed away in previous years.

From CSO to Police Officer!
Meghan O’Connell was born and raised in Solano County and, although she started her career with the Fairfield Police Department on January 29, 2021, as a Community Services Officer, her ties to the department actually began as soon as she was born.
We first met Meghan when she was three weeks old - thanks to her mother, Lisa, who was then, and is still, a (part-time) Dispatcher for the department.
During today’s promotion ceremony, we saw photos of Meghan pretending to drive a fire truck as a tot, checking out a REACH Helicopter at two years old, riding in the Bearcat for a Veterans Day Parade when she was seven, and even playing water ballon toss at a National Night Out event.
So you see - it just made perfect sense that she would find her way back to us an adult after earning her Bachelor’s degree in Criminal Justice from California State University - Sacramento, where she also played on the rugby team.
Throughout Meghan’s time as a CSO at Fairfield PD, she was a Field Training Officer, a collateral Crime Scene Investigator, and took on a special assignment in the Traffic Unit, during which she joined the Major Accident Investigation Team.
Meghan held that assignment until she was promoted to Police Officer Trainee and sent to the Contra Costa Sheriff’s Office Law Enforcement Training Center in October of 2023 - the academy from which she recently graduated, with the Top Report Writing Award.
She looks forward to continuing to serve the community she grew up in, just in a new capacity. One day soon you’ll see her smiling face out and about again as she excels in her new role!
