Honoring K-9 Roscoe
It is with the heaviest of hearts as we say farewell to our beloved K-9 Roscoe. Late in the month of August, K-9 Roscoe’s partner (now owner) Lt. Piro noticed Roscoe was not acting like his normal rambunctious self. The two went to a local vet where Roscoe was diagnosed with cancer and had to be put down shortly thereafter.
Roscoe joined the Vacaville Police Department when he was partnered with Lt. Piro in 2014. Roscoe served our department and community honorably for over five years. During those fabulous five years, this team gave back to the community not only by taking a bite out of crime but also by connecting with its’ people. It was common to see, meet and pet Roscoe at community events, schools or even at a child’s lemonade stand. In 2015, Roscoe and Lt. Piro competed in the Western States Police Canine Association Trial season. At the completion of the season, Roscoe was awarded as the “Top Competitor” and “Top K-9” for the year.
It is evident Roscoe had an amazing career, but some would argue he had an even better retirement. During his well-deserved retirement, Roscoe spent countless hours lounging around, playing in the pool, chasing his ball, chewing on his favorite purple snake and hanging with his baby sister.
Thank you K-9 Roscoe, for all you did for Lt. Piro, your family, our department and our community. May you rest easy.

Paying Tribute to 9/11
Paying tribute this morning to one of the darkest days in our nation’s history, 23 years ago, September 11, 2001.
I feel it’s especially important to pay tribute considering that one-fifth of Americans (nearly 70 million of us) weren’t even yet born by that fateful day.
Thankful for Davis Firefighter Luis Parrilla’s eloquent talk recounting his connection to NYC and how he assisted with recovery efforts just after 9/11.
Stacie and I also visited the 9/11 Memorial last year in NYC, and it was an extremely profound and moving experience.
Thank you Davis Firefighters Local 3494 and City of Davis Fire Department for organizing this annual tribute to all the victims (including the 343 FDNY firefighters) that lost their lives on that horrific day.

Congratulations, Lieutenant Dahl!
Congratulations to Lieutenant Aaron Dahl on his much-deserved retirement. Following a brief stint with BART Police Department beginning in 1998, Lieutenant Dahl transferred to the City of Vacaville Police Department in 2002.
"I wanted to be a police officer because I was drawn to the fast-paced excitement of the job. I enjoyed putting bad guys in jail and having the opportunity to help people and make a positive impact in their lives.
I have many fond memories and have been given the opportunity to do so many different things. I would have to say the relationship I have built with Padan School and the positive impact I have been able to have in those kids’ lives is my favorite memory.
I plan to enjoy life with my family and friends, move to Tennessee, play golf, fish, and hunt, and most important, never work again. My parting words of wisdom are a reminder that tomorrow is not a guarantee so live life to the fullest each and every day. And for those who get to put on this uniform, don’t underestimate the power you have and don't miss out on the opportunities to make a life-changing positive impact in people’s lives!"

These Brothers Continue to Win and Donate - $6,000
The Deguilio Brothers are at it again! For the second consecutive year, Sgt. Nick Deguilio (NSO) and Corporal Dominic Deguilio (NPD) were superstars during a “3-gun shooting” competition. The Deguilio Brothers took 1st Place in the team competition, also Nick won the individual competition. The best part about it, they donated all their earnings, $6,000 to the First Responder Support Network, which hosts a post-trauma retreat for First Responders.

The National EMS Memorial Bike Ride
Fairfield police officers and members of our Traffic Unit participated in, and provided an escort for, the National EMS Memorial Bike Ride, along with our friends at Fairfield Fire yesterday.
The group started in Rancho Cordova and ended at Jelly Belly in Fairfield.
The National EMS Memorial Bike Ride, Inc. honors Emergency Medical Services personnel by organizing and implementing long distance cycling events that memorialize and celebrate the lives of those who serve everyday, those who have become sick or injured while performing their duties, and those who have died in the line of duty.

Beef Tenderloin Crostini with Parmesan Cream Sauce
Ingredients:
For the Crostini:
1 baguette, thinly sliced
2 tablespoons olive oil
1 pound beef tenderloin, trimmed
Salt and pepper to taste
2 tablespoons butter
2 cloves garlic, minced
For the Parmesan Cream Sauce:
1 cup heavy cream
1/2 cup grated Parmesan cheese
1 tablespoon Dijon mustard
1/2 teaspoon black pepper
1 tablespoon fresh parsley, chopped (optional)
Directions:
Preheat oven to 400°F (200°C). Arrange the baguette slices on a baking sheet, drizzle with olive oil, and toast for 5-7 minutes until golden brown.
Season the beef tenderloin with salt and pepper. In a large skillet, melt butter over medium-high heat. Add minced garlic and sear the beef on all sides, cooking for 2-3 minutes per side or until desired doneness.
Let the beef rest for 5 minutes before slicing thinly.
In a small saucepan, heat the heavy cream over medium heat. Stir in Parmesan cheese, Dijon mustard, and black pepper, and cook until thickened, about 5 minutes.
To assemble, top each toasted crostini with a slice of beef and drizzle with Parmesan cream sauce. Garnish with fresh parsley, if desired.
Serve immediately and enjoy!

Lois Audel McIntosh
Last Alarm: October 4, 1953
Mare Island
A 15-year veteran of the Mare Island Fire Department, Lois Audel McIntosh was a fire captain, who was assigned to the fire boats. On October 4, 1953, smoke was reported from the freight pier and crews were called to the scene. During the firefighting operation, Lois fell from one of the 40-foot fire boats and drowned. He was 48.

Description: Police Officer Moody succumbed to injuries sustained during a single-car crash in his department vehicle. Officer Moody was en route to back up a colleague at the scene of an assault in progress when he lost control of his patrol car and struck a light pole. Wet road conditions and a slight bend in the road is thought to have contributed to the crash. Officer Moody remained on life support for three days before he died. Officer Moody’s K-9 partner, Rico, also suffered serious injuries but survived.

Yin's McDonald's
VACAVILLE, Calif. (KGO) -- You may not heard of the name CC Yin, but chances are, you've been to one of his restaurants. The Vacaville resident runs a fast-food empire with 30 McDonald's branches in Northern California, 16 in Solano County. Now, in addition to Happy Meals, he's serving up PPE.
Millions of surgical masks, goggles, gowns, face shields and hand sanitizers are a gift from Yin's non-profit to frontline workers in the Bay Area and nationwide in Vacaville, Vallejo, Fairfield, Suisun City, Sacramento and even Seattle and New York.
The 83-year old says his desire to give back stems from his gratitude for the opportunities that America has given him.
Born in China, he fled to Taiwan during World War II and immigrated to the U.S. in the 60's, with $100 in his pocket. Yin worked as an engineer until getting laid off at age 48. That's when he stumbled upon a chance to buy a failing McDonald's in Oakland.
But getting the franchise was a challenge. Yin says, "McDonald's didn't want me because I was not qualified. I was not good at speaking English. And so the court says 'McDonald's, you cannot judge the immigrant as your standard. The guy might be good for you. So give him a chance and tell me he's no good.'"
But as it turns out, he was good. A year later, Yin turned that branch profitable for the first time. And more McDonald's followed.
The entrepreneur says the key to success was and still is, working with local organizations and supporting the community. Last year, when Yin's Vallejo branch had a grand re-opening, he donated to the local Humane Society. Vallejo Mayor Bob Sampayan was at the ribbon cutting.
"He's provided employment for our local youth, scholarships through his foundation for college-bound seniors, and he's just been nothing but generous to our community in times of need, " Sampayan said.
The community is often invited to Yin's thriving Yin Ranch in Vacaville. It's his home, but it's also a conference center, a venue for weddings, Lunar New Year and an amusement park complete with a McDonald's racetrack.
Here, Yin often hosts events for his non-partisan APAPA organization, Asian Pacific Islander American Public Affairs. With 30 chapters across the country, its mission is to increase Asian American civic engagement and political leadership. '
California State Treasurer says APAPA's support has been instrumental "for being leaders in our community and giving folks like me the opportunity to network, to be educated and to grow as leaders."
Yin may have written his own rags to riches story through the Golden Arches, but lives by his golden rule. "America taught me how to give back, how to work with community. Everybody should step up, everybody should share, good or bad."
