To the Commercial Supporters of the 100 Club,
I would like to take this opportunity to thank each and every one of you personally for support the club during our Law Enforcement Memorial remembrance. A few special shout-outs go to Sourdough and Company for supplying the wonderful sandwiches, Castle and King for the mulch ground covering that beautified the lovely rose garden, and Stems Florist for the memorial wreaths.
We all experienced a moving tribute to our Fallen Heroes thanks to the contributions by the Department of Corrections Honor Guard and California Highway Patrol flyover. The emotions expressed by the trumpet playing Taps and the bagpipe players gave us time to reflect and honor the ultimate sacrifice our brothers and sisters in law enforcement had given.
Let us keep all of our Heroes with and without Capes in our prayers.

From Jeff Reisig, Yolo County District Attorney
Yesterday, the California Assembly Leader admitted that California residents are worse off now than a decade ago, while also hesitantly claiming Prop 47 is “working.” How exactly did Prop 47’s enactment nearly a decade ago (2014) and its significant reduction of accountability for repeat thieves and fentanyl, heroin and methamphetamine users improve California? Here are a few specific issues he should address:
1) Homelessness increased 51% in California since Prop 47 was enacted, while it decreased 11% in the rest of the nation. Why?
2) Reputable studies, experts and formerly homeless estimate a large percentage of the unhoused in California are living on the streets because of substance abuse. When Prop 47 lowered penalties for hard drugs like heroin, fentanyl, meth etc. to a low level misdemeanor/citation offense, deterrence mostly disappeared & highly effective drug courts across California saw massive drops in participation (86% in my county) and some closed completely, resulting in tens of thousands of people every year not getting any drug or mental health treatment. How has that specific impact of Prop 47 benefited California? Does he support mandated treatment, ever? Why not amend Prop 47 to bring treatment courts back?
3) California spent $24 billion to address homelessness in the last five years and the number of people living on the streets has only worsened. Why?
4) Since Prop 47, California leads the nation in total and per-capita retail theft losses as reported by retailers. Why?
5) As thousands of retail businesses in California have raised prices, locked up product or closed since Prop 47 passed, what has the legislature done previously to effectively abate the theft crisis, as the problem has only worsened? Why should any business or the public tolerate this or actually believe a legislative solution is forthcoming now?
6) How does a smaller family/mom & pop retail business (e.g., convenience stores & small shops), most without full-time professional security employees, benefit from proposed legislation that still allows independent/opportunist thieves (not an organized effort) to steal up to $950 again and again without ever being held accountable for more serious felony consequences under the law?
7) How does the legislature escape the Prop 47 legal requirement that any change to the law that allows effective aggregation of smaller thefts to get to a felony amount MUST go back to the ballot for approval? Especially given that the legislature’s own legal counsel concluded this fact in a previous published opinion, and the DAs and defense attorneys agree it must go back to the ballot?
8) The organized retail theft statute (490.4 PC), first enacted by the legislature in 2019, has been widely criticized as overly burdensome and mostly ineffective by the vast majority of district attorneys in California because it requires complex evidence of multiple people involved, multiple thefts and a specific intent to resell the stolen goods etc., before triggering a penalty that is no greater than easier to prove felony theft crimes that have been on the books for decades. Why does the legislature believe this same broken law will be the key to solving the retail theft crisis now?
9) Why not just support modest and common sense amendments to Prop 47 that will hold repeat thieves accountable and dramatically increase drug and mental health treatment for the thousands of people suffering from addiction and homelessness across California?

Dear Community Members,
It is with a mixture of emotions that I write to inform you of my decision to retire on November 1, 2024. Though this date may seem distant, I believe it is crucial to provide ample notice to ensure a smooth transition for the City Manager and the Solano County Sheriff's Office leadership team as they select my successor.
My tenure as the Chief of Police for the City of Rio Vista has been the culmination of my 33-year career in law enforcement, and it has truly been a dream come true. The support and warmth extended to me by this community have been beyond compare, and it is with a heavy heart that I prepare to bid farewell. When I first assumed my role in 2021, Rio Vista was grappling with the challenges of the COVID-19 pandemic, high police vacancies, and a turbulent recent history. However, through your unwavering support, our community has flourished, empowering our officers to excel in their duties. It is thanks to your encouragement that we have been able to make significant arrests, including apprehending multiple individuals identified as murder suspects and even one for attempted homicide by other law enforcement agencies.
As we look to the future, various projects and challenges are on the horizon, ranging from administrative tasks to structural considerations such as the future of our police facility. Rest assured, I am committed to maintaining the same level of dedication and vigor until my retirement date, ensuring a seamless transition for my successor.
The selection of the next police chief will be entrusted to City Manager Kristina Miller, who will choose from among my esteemed colleagues. I will be honored to pass the baton to them, knowing they will be stepping into an extraordinary city and community.
I am deeply grateful for the privilege of serving as your Chief of Police, and I thank each and every one of you for your ongoing support and partnership.

Cause: Gunfire
Age: 37
Years of Service: 4
Description: On Sunday, June 15, 2008, at approximately 7:00 in the evening, the Davis Police Department put out a ‘be on the lookout’ for Marco Topete who was reported to be driving under the influence with a child in the vehicle. At approximately 9:30 that night, Deputy Jose Antonio Diaz located the vehicle and attempted to stop it, but it failed to yield.
Deputy Diaz pursued the vehicle into the town of Dunnigan, where it stopped on County Road 5 near County Road 99W in Dunnigan. After the stop was made, Deputy Diaz called for emergency backup reporting he had been shot. Marco Antonio Topete, age 35 of Arbuckle, fled on foot. A short time later backup deputies, fire units, and AMR arrived on scene.
Deputy Diaz was transported to Woodland Memorial Hospital where he was pronounced dead at 10:55 p.m. Sunday, June 15, 2008. Cause of death was a single gunshot wound of the left chest as determined by a forensic autopsy.
A massive search was conducted by the Sheriff’s Office with the assistance of numerous law enforcement agencies. At approximately 8:00 a.m. on June 18th, Topete was found by the Yolo County SWAT team near County Road 88 and County Road 4. He was arrested without incident and charged with first degree murder. Topete was convicted and sentenced to death for Tony Diaz’s murder.
Deputy Jose Antonio “Tony” Diaz, age 37, was sworn in as a Yolo County Deputy Sheriff on August 23, 2004. He had worked for the Yolo County Information Technology Department for several years prior to his appointment as Deputy Sheriff. Deputy Diaz was a Woodland resident and the father of three girls, ages two, four, and sixteen.
Five years after Deputy Diaz’s death, the Dunnigan rest area on Interstate 5 was dedicated to the slain Yolo County Sheriff’s Deputy. Two signs were put up renaming the rest area “Deputy Tony Diaz, Yolo County Sheriff’s Office, Memorial Rest Area.” The public and citizens of the Dunnigan area now have a memorial to remind them of the sacrifice that Deputy Diaz gave while doing something he loved – protecting the community.

Joe believed working in the “spirit of the law” and was a strong proponent of community policing. He was a peace officer in the truest sense and always wanted to assist visitors and local San Franciscans in any way. He handed out clothing to local children, he would help people secure jobs, and he was a friend to all. He was a dedicated police officer and would always rise to the occasion when anyone needed his help. Joe’s loss is tragic, but we can take comfort in knowing he is reunited with his first-born son, Joey Finnigan Jr., who was taken from this earth far too soon.

Pvt. Salas has enlisted into the U.S. Army as a 15P – Aviation Operations Specialist. He has also chosen to go to Alaska for his first duty station.
Pvt. Salas is a high school senior at Vacaville High School and played on the Vacaville football team. He is trading his cleats for combat boots.
As an Aviation Operations Specialist, Pvt. Salas will be responsible for scheduling and dispatching tactical aircraft missions and making one the largest fleets of aircraft in the world run safely and efficiently. He will coordinate flight plans, maintain flight logs, and alert crash crews of emergencies.

In 1979. Rudy Manfredi, an EMT for Sacramento’s Superior Ambulance, had the vision to own an ambulance service. Rudy became aware of an ambulance service in Vallejo, CA that was for sale. Rudy, an Italian immigrant, broached the idea with his parents Harry and Giannina Manfredi, both Italian immigrants who came to the United States in search of the American Dream. They all agreed this was both a great opportunity and risk, but as a family, they agreed to pursue it.
Rudy, Harry, and Giannina Manfredi purchased Berton-Aid Ambulance Service, from Jimmy Berton of Vallejo. The company was changed to Medic Ambulance Service on June 1, 1979. Medic started with two ambulances, four ambulance staff, and a 7-employee answering service. Rudy’s vision laid the foundation for what would become a legacy of caring, dedication, and innovation.
Medic is still family-owned and operated. Helen Pierson, Rudy's sister and now CEO, also started her career with Medic in 1988. Over the years additional family members and key individuals like Kristi Kendall, past VP of Finance, Helen's children, Jimmy Pierson, serves as our President and COO, Cindy McBride, MSN, NP, RN, serves as our VP of Quality, and Sandy Whaley is our VP Communications/Finance. We are majority women-owned, immigrant-founded and have over 600 employees. Our near 200 vehicle fleet drives 4 million miles per year and responds to over 130,000 calls for service per year. Members of the Fairfield Police Department, the Police Activities League’s (PAL) program, the community, and Councilwoman Panduro hit the streets again today for Operation Clean Up, aka, the City of Fairfield’s Adopt-a-Street program.
We spent the morning cleaning up East Tabor Road, from North Texas Street to Kidder Avenue, and then from Acacia Street to Airbase Parkway.

Hello Napoli community. I want to introduce myself as the new owner here at Napoli Pizzeria and Italian Food in Vallejo.
A little about myself: I started my restaurant career at Scott's Seafood in Walnut Creek when I was 15 years old. I worked with very talented people there for over 28 years. For the last 15 years, I was President of the company and a partner in the business.
I then left and purchased the DB Steakhouse & Sports Bar in the community of Discovery Bay in 2016. I owned and operated the business for over six years. I was very involved in the community and grew appreciative of the relationships that I built there. I sold the business to loyal customers and to this day, I remain grateful to all the employees that I had as well as the amazing customers that accepted me into their community.
After leaving the Steakhouse in Discovery Bay, I took some time off to enjoy with my family, however I quickly missed everything that I grew to love about the hospitality business. It was a long search for the right business, but when I learned of the opportunity here at Napolis, I knew it would be the right fit for me.
I took over on May 15th and I am so grateful for the warm welcome you have all extended to me. I fully appreciate and understand the magnitude of being entrusted with such an institution. To answer everyone's question: Yes! We fully commit to using the same recipes that you all have grown to love over the years. All the employees will remain here and will continue providing the warm friendly service that Napoli is known for.
As I move forward, I also want to thank Anthony and the whole Guerrera family for their kindness and encouragement during this transition. I know intimately well the mixed emotions that come with selling a business that you worked so hard to build. I wish Anthony all the best in his next chapter in life. I am confident that he will be successful and continue to touch lives wherever his path may take him.
Again, thank you all for welcoming me and I sincerely looking forward to earning your trust. Please don't hesitate to ask for me the next time you are in. I'd love to get to know you all.
