Below are highlights from the North Shore School District 112 Board of Education meeting on Tuesday, October 23, 2018.
Long-Range Plan Recommendation
At Tuesday night's meeting Michael Lubelfeld Ed.D.Superintendent of Schools presented the administration's Long-Range Plan Phase I recommendation to the Board of Education. The recommendation includes:

  • Major renovations at Northwood Middle School at a cost of approximately $40 Million
  • Major renovations at Edgewood Middle School at a cost of approximately $35 Million
  • Use $20,000,000 of the $49 Million fund balance (savings account).
  • Use of $55 Million in Alternative Revenue Bonds (paid for over 20 years at $4 Million a year from Fund 20 Operations & Maintenance)
  • Option Areas & Dual Language Potential Boundary Proposals
  • Plan to save/spend $3,500,000+ a year from the operations budget on school upgrades, repairs, and modernization - over time or engage the community in Phase II funding  

After the presentation of the recommendation, Board members discussed the details of the proposed plan and asked Dr. Lubelfeld clarifying questions. Later in the meeting, the Board gave the administration direction to further investigate details of the plan including potential fixed boundary changes, middle school matriculation for Red Oak, and the concept of middle school grade centers. The Long-Range Plan recommendation will further be explored at a Finance and Facility Joint Committee Meeting on Tuesday, October 30th, 2018 at 6:00 p.m. The Long-Range Plan Phase I Recommendation will be submitted for approval at the Regular Board meeting on November 27, 2018, 7:00 pm.

Teacher Presentation - Wayne Thomas Learning Walks
Wayne Thomas teachers, Ms. Lisa Lippe and Ms. Beth Kenar gave a teacher presentation that explored the concept of Learning Walks in which teachers observe and learn from other teachers in their classrooms. A major focus of the Learning Walks is identifying examples of the Kagan instructional strategies in practice. Teachers have received training in the Kagan techniques. Some of these strategies drive student engagement by involving all students in active listening and participation, which is meant to give students a voice in their learning. During the presentation, the teachers engaged Board members in some of the activities that utilize Kagan strategies.

Recognition - Principal and Board Member Recognition Days
At Tuesday’s meeting, the district recognized all school building leaders in celebration of National Principals Appreciation Month. Dr. Lubelfeld also read an official State of Illinois Proclamation naming October 26th Principals Appreciation Day in Illinois. He also commended Board Members for their service to our community in recognition of School Board Members Day, which is November 15.

The Illinois Youth Survey Results Presentation
Dr. Kristin Swanson, Assistant Superintendent for Student Services presented the results of the biannual Illinois Youth Survey, which is designed to gather information about a variety of health and social indicators including substance use patterns and attitudes of Illinois youth. Students in grades 8, 10 and 12 participated in the anonymous survey. Dr. Swanson presented the District 112 data in comparison to the entirety of Lake County.

Intergovernmental Agreement – Sharing of Property Tax Revenue
Christopher Wildman, CPA, Chief Financial Officer and Treasurer presented an update on an Intergovernmental Agreement with Deerfield School District 109 regarding the sharing of property tax revenue from the former property of the Solo Cup Company, located at 1700 Deerfield Road, Highland Park. The Parties agree that for each tax year of this agreement, the property tax revenue generated by the Subject Property attributable to the Parties shall be divided by the Parties as follows - District 109 shall receive 69% and District 112 shall receive 31%. The administration believes the agreement represents a collaborative outcome by all parties to come to a fair consen sus.
