Dear Friends,
“Straight is the gate and narrow is the way that leads to liberty, and few nations, if any, have found it.” -John Adams
I think the above quote from Founding Father John Adams is fitting for where we find ourselves as Americans today. The American model of self-governance was an experiment from the start, and for over 200 years, our country has overall remained balanced on that "narrow way that leads to liberty" which Adams talked about.
Now, there is cause for concern that we may be losing our way. Within the first two months of a new Congress and presidency, we are already seeing alarming efforts by the Democrat majorities and the Biden White House to take more power. There are many bills we have already passed in the House that threaten fundamental rights -- the right to speak one's opinion without fear of retribution or censure, the right to live according to one's religious convictions, the right to associate and assemble. The following is a summary of some of the bills that the Democrats have passed in the House that I hope you will share with your family and friends.
I appreciate this chance to update you, and as usual, please reach out if my office can be of any assistance.

In the District
New VA Center
I am pleased by the progress being made on a new mental health facility for veterans in the Sixth District. Scheduled to open this fall, it is expected to serve approximately 25,000 veterans a year and will focus primarily on mental health services for veterans. It will offer programs on suicide prevention, outpatient general mental health, outpatient post-traumatic stress disorder treatment, and a variety of individual as well as family therapy options. I'm grateful for the hard work going into this facility and for the opportunities it will provide to serve so many of our veterans.
COVID-19 Updates
We have reason to be hopeful as vaccinations continue to be administered and the numbers of new COVID-19 cases and deaths continue to fall.
- In Alabama and across the U.S., cases and deaths are dropping significantly. As of March 3, new deaths in Alabama were down by 25% compared to the previous week.
- As of the same date, over 1.4 million doses of COVID-19 vaccines (including first and second doses) have been administered. The more people who get vaccinated, the sooner we can truly get back to normal again, so I encourage everyone who is able to get vaccinated as soon as possible.
- According to spokespeople from Pfizer and Moderna, an increased number of vaccines are also on track to be provided to the U.S. government by the end of March, bringing the total number provided up to 220 million. They expect to ramp up this number again by summer.

Mayors' Luncheon
It was great to meet with the mayors of the Sixth District this past month after having to take a break from these luncheons for almost a year. It’s always good to hear from the district's mayors and learn more about what is happening in their cities and towns. There was much to catch up on during this luncheon, including meeting with the 20 new mayors who took office last November. The quarterly lunch with the mayors is something I always look forward to in the district.

From Washington
It has been clear from the beginning of this Congress that we have some tough fights ahead. The Democrats have quickly charged ahead with legislation that will further damage our economy as it tries to recover from the pandemic, keep children out of school longer, erode freedom of speech and religion, and undermine our elections. Here are three major bills just passed by the House that present major concerns in these areas.
COVID-19 "Relief" Bill
This bill poses as relief, but in reality has far more to do with radical leftist priorities. Among many other things, it includes:
- $123 for K-12 schools that will be spent on non-COVID relief, not until 2022
- $350 billion in state and local aid that rewards states which shut down their economies for extended periods over the last year, causing massive unemployment
- $413 billion in individual stimulus checks, many for people who never lost income during the pandemic
- $135 million for the National Endowment for the Arts
- $86 billion to bail out multiemployer pension plans that were poorly managed before the pandemic
For more information on the waste in the stimulus bill, I hope you'll check out the Republican Policy Committee's brief on what is in the bill at www.republicanpolicy.house.gov
H.R. 1: For the Politicians Act
It's difficult to overstate how dangerous this bill is to America's founding principles of self-governance. The Democrat majority styled it the "For the People Act," but it is much more accurate to call it the "For the Politicians Act," as it takes the away the right of states to conduct their elections and forces them to adopt procedures that will further undermine people’s confidence that our elections are fair and honest. H.R. 1 nullifies state election laws requiring voter ID and signature verification for absentee voting. It would make it even more difficult for states to maintain accurate voter registration files even though the Voter Registration Act, a federal law passed by Democrats in 1993, requires the states to keep accurate voter registration records. This bill also creates a federally funded campaign fund for candidates running for Congress that will give candidates $6 for every $1 dollar they raise. If this bill were to pass, it would eventually lead to the establishment of a permanent ruling class where only the rich and well-connected will govern us. Read more and watch my floor remarks here.
Equality Act
This bill is presented as an important step in expanding civil rights protections, but it would be more accurately titled the Inequality Act. It would effectively erase biological sex identifiers from legal language, which would have frightening implications for America's women and girls. If it becomes law, biological males could legally invade female-only spaces such as girls' sports teams, bathrooms, and battered women's shelters, simply by declaring they are women. Past generations of women in America fought for years for the legal recognition of women's uniqueness and contributions to society. I urge you to call your Senators, and share with your friends to call their Senators, to urge them to vote against the Equality Act.

Bills Introduced:
Retirement Freedom Act: I was proud to reintroduce the Retirement Freedom Act this past month. It would allow senior citizens to opt out of Medicare Part A without losing their Social Security benefits. These two programs have long been linked as a way to force Medicare enrollment, which is a major overreach into personal health care decisions. The Retirement Freedom Act would empower America's seniors to maintain control over these health care choices. Read more here.
Disapproval Resolution for D.C.'s Minor Consent for Vaccinations Amendments Act of 2020: The District of Columbia city government recently passed the Minor Consent for Vaccinations Amendments Act of 2020, which would allow children as young as 11 to receive vaccines without their parents' consent or knowledge. I introduced a disapproval resolution regarding this law, as it is a serious threat to children's health and parental rights. Read more on the law, our disapproval resolution, and the process for such resolutions here.
Standard Fees Act: The Energy & Commerce Committee recently introduced an infrastructure package that focuses on broadband. I was glad to introduce the Standard FEES Act, which streamlines the application process for placing communications facilities on federal land. Read more here.

From Gary’s Bookshelf
The Hundred Year Marathon by Michael Pillsbury
Written in 2015, one of the U.S. government's leading China experts reveals the strategy fueling that China’s rise, and how Americans have been seduced into helping China make significant gains toward replacing the United States as the world's leading superpower. For more than forty years, the United States has unwittingly helped the Chinese government build a booming economy, develop its scientific and military capabilities, and take its place on the world stage, in the belief that China's rise will bring us cooperation, diplomacy, and free trade. Instead, China has become our most dangerous enemy as it advances toward 2049, the one-hundredth anniversary of the founding of the People's Republic of China and the finish line of Mao’s 100-hundred-year plan for world domination.

Congressional Spotlight: The Right to Work Act and Unions
In many states and with many industries in America, workers are forced to join labor unions as a condition of employment. The National Labor Relations Act of 1935 essentially made "forced unionization" the default position for all states. This means that many individuals who do not want to be associated with a union are still forced to abide by union laws and pay union fees. Fortunately, 27 states have now passed Right to Work laws which have offset the negative effects of federal labor laws that favor unions. However, it is still concerning that forced unionization is the default position. Around 80% of Americans oppose the payment of union dues as a condition of employment. Everyone should have the right to negotiate the terms of their own employment. I was proud to support the National Right to Work Act this past month, and I hope you will contact your representatives in Washington to explain the importance of putting the right to work back into the hands of the workers themselves.
