Hello Neighbors!


I am saddened to begin the newsletter on a grim note but I want to address the shots fired the morning of July 29th on 29th and Wallace. My team and I have been in constant contact with the 9th District Police as they continue to collect evidence and investigate the incident. If you have any questions, concerns, information or video footage, you can reach out to the 9th District directly at 312-747-8227. 


My office and I are also aware that there were numerous car break-ins in the area surrounding Roosevelt and Canal Streets last weekend. While these incidents are unacceptable, it’s also important for residents to remember not to leave valuables in their cars. Police continue to investigate, so if you were impacted or have any information, please reach out to the 9th District directly at 312-747-8227. As always, my office is here to provide assistance in any way that we can. 


We all deserve to feel safe in the community we call home, and I’ll continue working with the police and other stakeholders to ensure our residents are safe.


As summer dwindles down, our students will soon return to the classroom for a brand new school year. Whether your child is just starting their journey at CPS or returning for another year, it's never too early to get ready. Speaking of back to school, mark your calendar for two upcoming opportunities to prepare students for a successful year ahead. The first event will be at McGuane Park this Friday from 11:30 AM to 1:30 PM hosted by my office, Commissioner Daley, and the 9th District Police Department. Minnie Minoso Academy will then host a Back to School Bash on Thursday, August 17 from 11AM - 2PM where students can meet their teachers, participate in a school supplies giveaway, and enjoy a special appearance from the White Sox’s very own “South Paw!” 


A quick note regarding ward construction: I have received confirmation from the Chicago Department of Transportation that full breakout will begin Monday, 8/7 on the alley between Wallace & Lowe from 33rd to 35th St. now that drainage structures have been fully installed. As we continue to receive more information, my office will be making every effort to directly reach out to all affected residents.


Finally, it was great to see so many community members out in the ward this week! On Monday night, I attended National Night Out with CAPS, fellow electeds, community members, and local organizations with a shared commitment to working together to keep each other safe. I then joined Alderwoman Ramirez at the McKinley Park Library on Wednesday night for a public meeting to discuss the rezoning of 35th Street to allow for more small businesses and economic development for McKinley Park. I closed out the week at our Senior Picnic on Thursday afternoon, where our office played fun games with older members of our community. It’s always a great time getting out of the office and meeting with constituents – especially in the beautiful weather! Thank you to everyone who showed up and made these events possible!

Infrastructure Updates

Green Alley work begins between Wallace & Lowe from 33rd to 35th

Temporary Residential Parking available during construction


Residents who will not have access to their garages due to the alley construction may pick up a placard from the 11th Ward Office in order to park their cars in one of two city owned lots along 35th Street: 35th & Lowe (NE Corner) and 35th & Wallace (SW Corner).


These lots will be available for resident parking while construction is happening.


One placard per household or apartment unit. Parking is first come-first served.


Residents must show proof of address when picking up placards.

Construction begins on Monday, July 10th for the new green alley and should last 4 weeks (weather permitting). During construction, residents will not have access to the alley including their garages.


Residents will also need to move their trash cans and dumpsters to the front of their homes. To take pressure off of the street parking, we will not have street cleaning on Lowe or Wallace between 33rd and 35th Streets while the alley is under construction.

Installation of New Speed Camera

on Root Street


A new speed camera has been installed at 630 W Root St (west of Lowe St – south side of Root). This speed camera was requested by residents concerned with speeding cars so near the park. To calm the traffic, for both lanes of West Root, the 11th Ward worked with CDOT to secure the camera which is the second one we have installed this year.

Norfolk Southern Viaduct Work

Have you noticed the work going on in the viaduct at 37th and Shields? Norfolk Southern continues to make repairs to the viaducts replacing aging columns. Here's an update on the work scheduled:

  • 32nd St and Stewart
  • Seven (7) columns are to be replaced over approximately 5 weeks following the conclusion of 37th and Shields work (this includes us opening the street & sidewalks for White Sox home games).
  • 33rd St and Stewart
  • Six (6) columns are to be replaced for approximately 6 weeks following the conclusion of 32nd and Stewart work (this includes us opening the street & sidewalks for White Sox home games).
  • 35th and Shields
  • Two center-bent columns were replaced from March 13 through March 18.
  • The remaining four (4) columns are to be replaced after White Sox Season in October

(formerly McClellan)

IIT Community Farmers Market

Chicago's Migrant Crisis

The migrant crisis in Chicago continues to grow and the crisis is putting an incredible amount of pressure on not only Police Districts across the city while city officials work to get more respite centers and shelters open. The city has now opened 13 shelters, currently housing approximately 5,100 people. The city is also evaluating four additional locations for shelters.


I continue to field questions and requests from residents about how we can help to find proper shelter for the migrants here in the 11th Ward while others have expressed their concerns and objections to any of our programs being displaced. Please know that if or when the time comes for a shelter or respite center in the 11th Ward, there will be an opportunity for the community to weigh in. In the meantime, let me know your thoughts and or concerns at our email address: ward11@cityofchicago.org. 


What's happening in the ward


1st District (State &18th)


Together with the help of the Ping Tom Park Advisory Council and the Chicago Park District, we are operating a program to allow migrants at the 1st District Police Station to use the showers at the Fieldhouse.


9th District (31st & Halsted)


This week, the 9th District has had on average 40 people, including many children, sleeping in the station.


We continue to operate the shower program at Wilson Community Center for migrants. We are continuing to evaluate and make adjustments as needed as the numbers of migrants at the 9th district changes.


The 11th Ward Office continues to collaborate with other area elected officials and a mutual aid group started by neighbors to support migrant families with meals and basic needs items for those at the 9th District. We have established a distribution center for donated items on Halsted near the 9th District that serves migrants at Police Districts in the surrounding area. The response to our drive has been overwhelming -- many thanks to those who have dropped off clothes and supplies. We now have more womens clothing than we can store at the moment so we're asking that donors prioritize mens clothing (size M/L), gently used gym shoes of all sizes and baggage (suitcases with wheels, backpacks, duffle bags.

Chinatown Corridor Ambassador Program

 The City of Chicago’s Corridor Ambassador program will provide in-person services to Chinatown from now until December 31st.   Chinatown Ambassadors on duty will be in yellow vests within the Chinatown area (Wentworth Avenue, Cermak Road, and Archer Avenue).   Services we provide to the community: Offer directions and provide information on dining and shopping  Refer appropriate social services/agencies/or organizations based on needs Share information on upcoming programming and activities in Chinatown Connect with public safety resources, including the Chicago Police Department, on security and safety needs

Department of Housing

 Residential Tenant Lockout Information   This guidance is subject to change during the COVID-19 pandemic. As of May 7, 2020, the Illinois Supreme Court has delayed “all non-essential court matters and proceedings,” which includes eviction proceedings. Additionally, the Governor of Illinois issued Executive Order No. 30, which prohibits most residential and non-residential evictions. Lawful evictions pursuant to a court order will not occur until the Illinois Supreme Court and the Governor of Illinois withdraw these orders, which will be reflected by guidance updating this notice. WHAT IS A LOCKOUT? A “lockout” has occurred any time a landlord does or threatens to take any of the following actions with regard to a residential tenant’s home or apartment: ● Change or disable the locks ● Block any entrance ● Remove doors or windows ● Shut off or interfere with utility services, including heat, electricity, gas, hot or cold water, plumbing, and phone service ● Remove appliances or fixtures ● Remove the tenant’s personal property ● Use or threaten violence against the tenant or their property ● Any other act making the property inaccessible or uninhabitable HOW DO I REPORT A LOCKOUT? Lockouts are illegal. Affected tenants should call 311 to report a lockout and ask for a case report. WHAT HAPPENS AFTER I REPORT A LOCKOUT? It is the policy of the Chicago Police Department (CPD) and a requirement of the Chicago Municipal Code that whenever a complaint of a lockout is received, the CPD will investigate and take appropriate action when a violation has occurred. Please note that lockouts are not a civil matter. HOW WILL CPD INVESTIGATE? When a CPD officer is assigned to a landlord-tenant dispute alleging a lockout, the officer will determine whether a lockout has occurred. It is not necessary for the tenant to have a written lease. A lockout has not occurred if the Cook County Sheriff has enforced a court order stating that the tenant should be evicted from the property but be advised that evictions are currently not allowed because of COVID. HOW WILL A LOCKOUT BE RESOLVED? If CPD is on scene and has determined that the landlord has committed or threatened to commit a lockout of a residential tenant, the Officer should instruct the offending landlord to immediately end the threats or actual lockout, or risk being arrested. Whether or not the lockout is resolved, the officer will provide the complainant with a Miscellaneous Incident Exception Report (CPD-11.419) and inform them to call 311 for additional help

Chicago Police Board

 CHICAGO- The Community Commission for Public Safety and Accountability is now accepting applications for the Chicago Police Board. In a significant shift towards community involvement and representation, the Commission is now responsible for nominating candidates to the Chicago Police Board, as mandated by City Ordinance passed in July 2021. Under the ordinance, the Commission will nominate three candidates for each vacancy on the Police Board and present their names to the Mayor. The Mayor will have the option to select one of the nominees or request a new list of three candidates from the Commission. This collaborative process will continue until the mayor appoints a candidate, who will then be subject to a vote by the full City Council. The Chicago Police Board, a nine-member independent civilian body, holds significant responsibilities in maintaining discipline and accountability within the Chicago Police Department. Its primary functions include deciding disciplinary cases initiated by the Superintendent of Police, ruling on disagreements about discipline between the Chief Administrator of the Civilian Office of Police Accountability (COPA) and the Superintendent, conducting public meetings, and deciding appeals by applicants who have been disqualified from joining the Police Department. Additionally, the Board is responsible for adopting rules and regulations that govern the operations of the Police Department. “Police Board members play a critical role in upholding public safety and ensuring accountability within our law enforcement agencies. Their decisions have a direct impact on our communities and its trust in our police force. We encourage individuals with a strong background in law, law enforcement, policy, social work, mental health, community advocacy, civil rights, or related fields to step forward and join us in shaping the future of public safety in our city” said Commissioner Isaac Troncoso. Chicago, along with 17 other communities across the country, is building a team of resident scientists to measure heat across communities this summer. Factors like humidity, tree coverage, air flow, heavy traffic, humidity, and the density of buildings and concrete each contribute to how intense the heat feels. On one day, over three shifts (morning, midday, and evening) volunteers will travel routes with heat sensors on their own cars. Each sensor records temperature, humidity, time, and location. This information will be analyzed and used to give Chicago residents and government decision-makers a clearer picture of ways to improve Chicago’s heat safety strategies.  Volunteers will be contacted in June to be trained on the campaign. The date for driving and navigating through your community will occur on one day and setting that date depends on the weather predictions that require a clear, sunny, and hot day. On average, the hottest days of the year occur sometime around mid-July but can occur later in the month. The exact date won’t be known until closer to July but we will be in regular contact with all volunteers to announce the exact date for volunteering. Now that summer is hear, many people are out and about in our beautiful parks. While we are working on getting a dog park for the ward, please remember that all dogs should be leashed on the public way. Dogs are not allowed in Chicago Park District Parks that are not designated dog friendly areas. For the safety of park goers, especially children and seniors, please remember to leash and control your pet.


  1. Leash and control your pet. It's against the law for you to allow your pet to be off leash on the public way in Chicago, except for in official dog friendly areas. A list of dog friendly areas can be found at http:// www.chicagoparkdistrict.com/facilities/dog-friendly-areas/. Make sure that your animal is under control when on a leash. If your animal has issues with biting or aggression, ensure the animal wears a muzzle or head harness when encountering new animals, people and situations.
  2. Treat your animal appropriately and with care. Ensure your pet has a proper diet, fresh water, shelter from the elements, and socialization. Do not leave your animal alone for long periods of time, especially in cars, or in your hard, and especially in extreme elements.   3. Spay and Neuter your pet. Do not contribute to pet overpopulation. GAGG impounds 20,000 4 stray, lost, unwanted and injured animals each year. Spaying and neutering your pet is a critical ibp component to limiting the number of homeless and unwanted animals in Chicago. Various community organizations offer free, and low-cost spay/neuter services. These services can also be rendered by your pet's veterinarian.
  4. Leash and control your pet. It's against the law for you to allow your pet to be off leash on the public way in Chicago, except for in official dog friendly areas.   5. Be a considerate pet owner. It is against the law for your animal to make continuous excessive noise in your home. If your pet is very vocal, and it is bothering your neighbors consider working with a trainer to minimize the issue.
  6. Provide appropriate veterinary care for your animal. This includes preventive treatments such as vaccinations, routine checkups, and resources and a plan in the event emergency treatment is needed for your pet. It is the law that all cats, dogs and ferrets over four months old have a current rabies vaccine. But several other vaccines are critical, especially if your animal encounters other animals frequently, including dog friendly areas and boarding facilities. Consult your veterinarian for more details.
  7. Identify your Pet. Ensure you have proper licensure for your pet. In Chicago, all dogs over four months must have a City dog license which can be obtained at http://chicityclerk.com/dog-registration/. To use dog friendly areas, you must also have a separate license. Micro chipping your pet is also a great option, so that your pet can still be identified even if his/her leash falls off or is removed.
  8. Have a plan for your pet. A plan in the event of a natural disaster is key. But a life plan is equally important. Research your pet to get an estimate of life expectancy and ensure you have a plan for the full life of your pet. Consider your pet when making important decisions, including relocating your home, and travel plans.

The 11th Ward office is happy to announce has a free ‘Constituent Education Resource Card’ available to residents wishing to visit select museums and zoos in the Chicagoland area. Constituents can reserve our Constituent Education Resource Card on a first come first serve basis (more instructions below), to visit any of the following museums in 2023:

It is strongly recommended that families utilizing the card contact the museum they plan to visit to learn if pre-registration is required to visit. 

Landscaping and Parkway Guidelines

Understanding your responsibilities as property owners

As the summer months approach, it is important to review and make plans to maintain the parkways and landscaping for your residential and/or commercial properties. 


Maintenance for landscaping in the parkway area and, private lawns include the continuous removal of weeds, mowing, trimming, edging, cultivation, reseeding, control of pests, watering, and other operations to assure normal plant growth. 


Any permanent structure installed in the parkway requires a Public Way Permit issued by the Department of Business Affairs and Licensing. Applications are available at our office or online at cityofchicago.org/businessaffairs.


Infrastructure maintenance may require city crews to dig up your parkway. Though crews working in the parkway should be able to replace any permanent structures to their original position, the city does not take any responsibility for damages to plants and flowers. We will try to forward any notification of work in your parkway to you, but this may not be possible during emergency situations.

Chicago Park District Pools

The Chicago Park District manages 50 outdoor pools, and 27 indoor pools and works with Chicago Public Schools to operate school pools for community use in areas without a park pool. Indoor pools are open most of the year. Outdoor pools typically open in late June and close prior to the start of the CPS school year in August. Most pools have accessibility features such as ADA stairs, pool lifts, and zero-depth entry. At a few locations with pool lifts, direct wheelchair access to the pool area may still be limited.

Chicago White Sox Zone Stickers and Passes

The Chicago White Sox Stickers will be mailed to residents within the Sox Boundaries Zone who have a vehicle registered to the City of Chicago. Stickers and guest passes will be available in our Ward office for residents who:


  • Did not receive their sticker in the mail
  • Do not have a vehicle registered to the City of Chicago


To obtain a sticker and or guest passes, residents must present proof of address (ID, utility bill, lease). Stickers will be given with proof of vehicle registration (city sticker receipt, car insurance showing address car is registered to). Stickers may only be used for vehicles with city stickers.


Area businesses within the zone will be given parking passes for customers. Residents of the 11th Ward and all residents of Canaryville who do not live within the zone may receive stickers only, no guest passes.

We're adjusting our hours for the summer! Beginning June 5, 2023.  The 11th Ward Office hours will be as follows:  Monday from 10 am - 7:30 pm, Tuesday - Thursday  8:30 am - 5:00pm, Fridays 8:30 am - 3:00 pm. First Saturday of every month, 9:00 am - 12:00 pm.

Regular Office Hours

The office has extended hours on Monday nights until 7:30 p.m. is open on the first Saturday of each month from 9:00am - 12:00 pm, if it's a holiday weekend, the office will

be open the following Saturday and/or Monday.


Alderwoman Lee will be happy to see residents on Monday nights from 5:30 - 7:30 p.m. If you'd like to make an appointment, please call the ward office at 773.254.6677.
