A few weeks ago, British Columbia Bill 31, the Emergency and Disaster Management Act, made ripples because of the embedded language which seemed to be a threat to property rights. Under the pretense of emergencies, rights could be suspended in a manner that heavily paralleled the Public Health Act.
If passed, it's stated that it will be used to “mitigate the risks” of climate change, but without specifying what those risks are.
Bill 31 allows the Minister to suspend property rights under the guise of mitigating an emergency and allows for warrantless entry under that same pretense.
Furthermore, the Minister is able to order that property be destroyed …. including crops. By this logic, food supply would not be secure either.
BC Bill 31 – The Emergency and Disaster Management Act, Hand-in-Hand with the UN.
On Oct 3, 2023, the Province introduced Bill 31 the Emergency and Disaster Management Act, which will replace the Emergency Program Act.
It has gone through first reading of the legislation.
The updated legislation reflects the realities of the modern world including global pandemics, security threats and climate change, and shifts from focusing on emergency response to the four pillars of emergency management.
This is a crucial first step in implementing the Sendai Framework, emphasizing the importance of disaster risk reduction and strengthening the four phases of emergency management — mitigation, preparedness, response and recovery.
WHAT IS THE SENDAI AGREEMENT?
The Sendai Framework works hand in hand with the other 2030 Agenda agreements, including The Paris Agreement on Climate Change, The Addis Ababa Action Agenda on Financing for Development, the New Urban Agenda, and ultimately the Sustainable Development Goals.
It was endorsed by the UN General Assembly following the 2015 Third UN World Conference on Disaster Risk Reduction (WCDRR).

Cowichan Valley Regional District (CVRD) Presentation – Adrienne’s Overview of the OCP
As we see farmers all over the world being squeezed, through demands on reducing their fertilizer usage, to outright removal of their generationally owned lands (see: Dutch Farmers), we must look to how these policies creep in locally.
The CVRD has commissioned a report from outside their community by a company called Upland Agricultural Consulting to give advice on how to ‘manage’ the lands outside and inside the ALR.

COK Town Hall in Barnhartvale - Oct 25th 2023
The City of Kamloops held the first of 6 Town Hall meetings on October 25th at the Barnhartvale Community Centre. Despite being on the city limits and the furthest possible point for people to travel in the South East quadrant of Juniper, Valleyview, Dallas and Barnhartvale, it was well attended. KCSC counted +/-65 residents along with around 15 city employees, 2 RCMP, and the council members with Mayor Hamer Jackson. Read Article.

First Kelowna Town Hall on November 2nd attracts 200 participants and signs up 40 new members.

(Rebranded Kelowna 15min)...newly formed "Kelowna Citizens Safety Association" - put on their 1st Town Hall at the Sandman Hotel in Kelowna on November 2nd which proved to be a great success.
Guest Speakers, Geoff Snicer delivered a very informative presentation on Sustainable development which was well received. Other presenters provided information about the progression of climatic cooling in Kelowna, rather than warming as mainstream media has been reporting, which left the audience questioning the reasons behind the "Climate Crisis Declaration", that was voted in by 8-1 by the City of Kelowna Council 2 weeks prior.
Resources on climate and initiatives on 5G were also discussed.

RDCK staff will be hosting an Open House to share what they've heard so far from the community about the Area I Official Community Plan.
City of Castlegar is creating a Official Community Plan (OCP) to guide how the City will evolve over the next ten years.

The results of the RDCK Directors voting on recording their votes are found Here. Every resident is strongly encouraged to communicate with their director that there should be some serious reconsideration of the opposition to recording votes. This decision to restrict transparency and accountability creates red flags in our ability to have confidence in our local government leadership.

RDCK Board Meeting Oct 19
The West Kootenay Climate Hub had a delegation at the last Board Meeting. Their slide presentation can be seen here starting at page 44, plus viewed here.
Later on, during the question period, several residents had things to say which you may find interesting, and are important. Listen HERE.
For more information on the rebuttal to Slide 5 in the Delegation, please see this article. Slide 5 states that "over 99% of scientists agree that humans are the cause of climate change". But the study they used shows that 69% of the scientist.surveyed had no position one way r the other on that very question. Yet, the 69% were slid into the 99% side!
How can a study that claims ‘greater than 99% consensus’ among scientists, simultaneously report that 69% of scientists gave ‘no position’?!

Appledale & Taghum Open Houses
The Appledale Open House was held Oct 24 ... and Winlaw did what Winlaw does best, pulled out the chairs, sat themselves down and held a real townhall. Director and staff were invited. Best for you to look at the video to see for yourselves how that part went.
After some rough moments things settled down, and a productive evening was had. Director Popoff and Mayor Lunn answered many questions. Staff were mostly silent, especially after Dan Seguin said “I will not engage in this format”. Watch video HERE.

Community investigation into RDCK financial administration.
In 2017, taxation was just over 26 million. In 2022, taxation was just over 36 million... while our taxes increased between 6-10% this year and user fees increased for waste and recreation. Staffing levels have exploded along with increased regulations. Community members are questioning how our resources are being spent. This is a recording of a meeting with CAO, Stuart Horn, and Directors, Cheryl Graham/Gary Jackman. We are hoping the public will participate in upcoming budget meetings. Watch Video

SNP admits to felling 16 million trees to develop wind farms
Almost 16 million trees have been chopped down on publicly owned land in Scotland to make way for wind farms, an SNP minister had admitted amid a major drive to erect more turbines.
Mairi Gougeon, the Rural Affairs Secretary, estimated that 15.7 million trees had been felled since 2000 in land that is currently managed by agency Forestry and Land Scotland (FLS) - the equivalent of more than 1,700 per day.
