2024 Data Released

The BEUDO Analysis Story Map has been updated with newly released 2024 energy and emissions data, offering a clearer picture of how large buildings in Cambridge are performing under the Building Energy Use Disclosure Ordinance (BEUDO). Among the takeaways:


  • BEUDO-covered properties maintained a high compliance rate. In 2024, 94% met reporting requirements.


  • The largest share of BEUDO-covered properties remains those owned by colleges and universities. In all, they hold 29% of BEUDO-covered properties, while residential properties made up 21%, offices 14%, and technology and science buildings 10%.



  • Since BEUDO Covered Properties began reporting their energy use in 2015, Cambridge's emissions rose from a low of 703.1k metric tons CO2e in 2016 (omitting COVID-19 years 2020-2021), to a high of 762.1k metric tons CO2e in 2022. They fell to 746.1k metric tons CO2e in 2024.

Important Reminders


The deadline for BEUDO-covered properties to submit the Property Configuration Form and Alternative Baseline Selection Form has passed. If you haven’t yet submitted these forms, please do so as soon as possible.

Phase 3 Regulations Update


The comment period for the draft Phase 3 BEUDO Regulations has closed. We appreciate everyone who took the time to share their thoughts. These regulations cover the Campus reporting option, BEUDO Review Board, and Hardship and Deferral Compliance Plans. City staff will release the finalized and approved Phase 3 Regulations later this month.

BEUDO 2025 At a Glance


In 2025, City staff focused on improving the BEUDO experience and preparing for the first year of compliance. Highlights include:


  • Launched redesigned BEUDO web pages with expanded guidance, resources, and tools


  • Improved the BEUDO newsletter to provide clearer, more timely and regular updates


  • Secured approval of Phase 2 Regulations and Procedures


  • Published new technical guides to support compliance


  • Established regular office hours for BEUDO-covered property owners and managers


  • Responded to more than 668 questions submitted through the BEAM Owner Helpdesk



  • Released draft Phase 3 Regulations
