Edward manages the team responsible for the guidance documents, FAQs, and overall compliance to the guidelines by States, Territories, and Indian Tribes.
Before joining USDOE, Edward directed ACEEE (American Council for an Energy-Efficient Economy)'s State and Utility Policy team and strategized how transformative energy efficiency can be incorporated into state policy and utility programs.
Edward served for several years as energy policy advisor for the District of Columbia Department of Energy and Environment, leading the department’s efforts in developing energy decarbonization programs and plans such as the Solar for All DC and the Clean Energy DC plan.
As an energy lawyer, he worked for the Pennsylvania House of Representatives on various energy and environmental legislative and regulatory issues, including wholesale electricity market and natural gas matters. He has also advised energy companies on compliance with local, state, and federal laws and regulations.
Edward holds a juris doctor from Villanova University with a license to practice in Pennsylvania and New Jersey, and a Bachelor of Architecture from Virginia Tech.
