If you subscribe to my weekly session updates, you may have noticed that this email is arriving a day later than usual. I opted to postpone this week's newsletter in order to provide a final update on the 2017 legislative session. Earlier today, the House adjourned sine die after completing work on all legislation. More importantly, we passed a conservative, responsible, and structurally-balanced budget that invests in the core functions of government while protecting taxpayer resources. Following are highlights from the amended 2016-2018 state budget:
  • No tax or fee increases on hardworking Virginians.
  • 3% salary increase for state employees.
  • Over $18 million in new funding for K-12. Our budget also gives local school divisions added flexibility to spend the funds.
  • $32 million for a 2% teacher pay raise with no local match required (effective February 2018).
  • Over $20 million in new funding for higher education. This investment will hold down tuition costs for Virginia families.
  • Strategic investments in economic development with requirements for additional oversight to ensure taxpayer dollars are spent wisely.
  • The budget does not include Obamacare's Medicaid expansion. Instead, we continue working to strengthen the healthcare safety net.
Wrapping up in Richmond
As you may have read, the Speaker of the Virginia House of Delegates announced his retirement this year. Throughout my ten years in the House, I've had the privilege of serving under Speaker Howell's leadership. He treats everyone with unfailing respect, and his Christian faith is an example to all who serve with him. I wish him the very best in retirement.

We will also be saying farewell to the General Assembly Building this year. The building has housed the legislature since 1976. Unfortunately, the building is also home to mold, asbestos, and a variety of other hazards. Below is a photo of my House colleagues and I standing on the steps of the soon-to-be-demolished building.
