Another year flew by and we are now looking forward to the 2018 Florida Legislative session beginning January 9th! FSA continues to actively monitor and stay engaged in priority issues that affect stormwater management in our local watersheds. If you are not familiar with the efforts of the Legislative & Agency Relations Committee and FSA's advocacy, please visit FSA's
Legislative Page on our website. You'll find a list of FSA's Priority Issues and links to bills we are currently tracking, and several white papers that the Committee has produced over the years. They're available for you to understand FSA's position on key items and to use for talking points when you speak with your local or state policy makers. This year we will follow several issues as they relate to water resource management, such as measures that would pre-empt the ability of local government to protect the environment. When the Session begins, FSA posts updated
Priority Issues summaries to the website on a weekly basis. The
Advocacy Page also provides an informative summary of the latest developments in
WOTUS and other national news, and matters in front of FDEP. If there is a water resource issue that is important to you and not being tracked, please let FSA know. I hope to see you at the Winter Conference in Orlando next week. Happy Holidays!

2018 Workshop Proposals due 12/15
Next year's Annual Conference will focus on cutting-edge policy, research and case studies that take an integrated approach to helping stormwater professionals tackle complex challenges. There will be three tracks of concurrent workshop sessions. Plus, 2018 will mark the 25th Anniversary of the formation of FSA! Stormwater leaders throughout Florida are invited to
submit presentation proposals online. Note that
the deadline to submit proposals is December 15th!

WOTUS Updates
EPA's
series of 10 outreach teleconferences concluded earlier this month and
FSA has submitted another set of comments to EPA concerning the proposed revisions to the 2015 rule defining "Waters of the United States." The most recent comments were in response to the Agency's request for suggestions on how WOTUS should be defined in rules which EPA anticipates initiating in 2018. Meanwhile, in a separate rulemaking effort, EPA has noticed a rule to delay the effective date of the 2015 rule by two years, fearing that the US Supreme Court may issue an opinion that the District Courts (not the Circuit Courts) are the proper venue for hearing disputes on rules such as WOTUS. Doing so would invalidate an order of the Sixth Circuit Court which had "stayed" or temporarily blocked the enforcement of the existing rule until all litigation had concluded.

FGCU Programs Seek Project Sponsors
The Environmental Engineering program at Florida Gulf Coast University is seeking firms, organizations or utilities that are interested in sponsoring a project for the senior capstone design class during the spring 2018 semester. Projects related to "real world" environmental or water resource problems and design are appropriate for consideration, including completed projects, ongoing work or projects being contemplated in the future. Excellence Awards - Opening Soon!
FSA's Awards Program recognizes outstanding stormwater Programs or Projects and the benefit that they provide to the environment and local citizenry. Awards are presented annually to those public-sector members of FSA who have demonstrated a high level of distinction in a project or program. Start thinking about who you might like to nominate, as nominations for the 2018 Excellence Awards will open in January.

Fogarty Training Center
FSA's Fogarty Training Center holds over 25 classes throughout Florida each year. A current list of classes may be found on the
Training Centers webpage. Both
Level 1 and
Level 2 Certified Stormwater Operator classes meet the requirements of your MS4 permit for initial or "refresher" training of stormwater staff in:
- Erosion and Sedimentation Control
- Illicit Discharge Detection and Elimination
- Spill Prevention and Remediation
- Good Housekeeping Practices
- High Risk Facilities
