2020-21 CAEP Annual Plan Memo
|
|
The CAEP Annual Plan is Due August
15
th. In preparation for this submission deadline, the CAEP Office has released the Annual Plan Memo. This memo provide instructions for CAEP consortia to complete the two-phase 2020-21 Annual Plan process. The first phase is submission of the consortium annual plan, which includes the consortium’s key accomplishments, goals and strategies (based on CAEP objectives) for the 2020-21 program year. The second phase, certification of the consortium budget and work plan, is due by
September 30
th.

GED and HiSet Remote Testing
|
|
|
As of June 11
th
, GED and HiSet are conducting remote testing. All students with cancelled appointments have already received emails. Anyone who has passed 3 of 4 tests and has GED Ready Green within the past 60 days received an email that they are eligible to schedule an Online Proctored (OP) exam. ANY other student who has a Green GED Ready in the past 60 days should OPEN their GED.com account. They will see they are eligible to schedule an OP exam. Again, this group will NOT receive an email, but now there is an automatic response informing people they can schedule an OP exam when a GED Ready Green shows up in their test scores within the past 60 days.

Legal Advisory Regarding CARES Act Student Eligibility
|
|
On June 17
th
, the United States District Court for the Northern District of California issued a preliminary injunction in the case entitled
Oakley v. DeVos
. The injunction prohibits the United States Department of Education from imposing any student eligibility on Higher Education Emergency Relief Funds (HEERF) provided by Congress in the Coronavirus Aid, Relief, and Economic Security (CARES) Act. This preliminary ruling establishes the eligibility of all California community college students to receive HEERF Assistance under the CARES Act. Access the Chancellor’s Office advisory for more details regarding the preliminary injunction, what colleges should do now, and the implications of CARES Act relief under the public charge rule.

Native Language Assessments for English Learner Students Brief
|
|
The Migration Policy Institute has released a policy brief addressing the gap in standardized testing fully reflecting the knowledge of English Learners (ELs) and exploring key policy and practical questions for states considering implementing or expanding their use of native language assessments. As of Spring 2020, 31 states plus the District of Columbia offer native language assessments, most commonly in math or science but sometimes in reading/language arts and social studies as well.
Although research on the efficacy of native language assessments is limited in scope, studies suggest they are effective for ELs with low English proficiency and/or for ELs who are receiving instruction in their native language.

Fall CAEP Regional Network Meetings

Back by popular demand! The second iteration of the CAEP Regional Network Meetings will kick-off the 2020-21 program year. All CAEP practitioners are welcome to participate in this collaborative environment. The purpose of the regional network meetings is to provide a platform where CAEP adult education practitioners can engage with one another, CAEP leadership, adult education partners, and other invited guests to share practices, ideas and solutions addressing some important issues impacting student programming and outcomes, program policy and data and accountability.
P.S.: There are six loosely identified regions across the state. You are welcome to register to attend the meeting for your region and/or other regions.
