2021–22 California Adult Education Program Funds

The 2021–22 State Budget Act included several new provisions impacting the distribution of the California Adult Education Program (CAEP) funds. When drafted, these provisions were expected to reduce the amount of time needed to transfer the K-12 Fiscal Agent and Direct Funded portion of CAEP funds to the California Department of Education (CDE). We are pleased to share that this action has been successful!
Vouchers prepared by the CDE were sent to the State Controller’s Office on August 30. Warrants can be expected within approximately three weeks. Apportionment notifications and fiscal details are expected to post to the Adult Education Office's state program information webpage later this week. Consortia can expect to receive a combined July/August payment followed by monthly payments thereafter.
We know the previous process created financial hardships for consortia. We are thrilled that the first year of this new process has been able to reduce this hardship! Our office continues to make this an important discussion point in hopes of shortening the wait for funds just a little bit more for next year.

The Adult Education Office (AEO) has received clarifying information related to Assembly Bill (AB) 130 Education finance: education omnibus budget trailer bill which made changes to the requirements for Independent Study programs. The clarification from the Department of Finance and the state administration is that the intent of the Legislature was NOT to require these changes for Independent Study for Adult Education programs or Adults in Correctional Facilities (AICF). |

CAEP Directors’ Event 2021 Registration Now Open

CAEP consortia and members have already started the three-year planning process. To support this endeavor, the CAEP Office and CAEP TAP have designed the CAEP Directors' Event 2021 to take CAEP consortia on a journey through the three-year planning process. CAEP consortia leads will learn and collaborate on key topics related to the planning process. Additionally, the Directors’ Event will span across an entire week to hopefully break up the cognitive overload and increase attendees’ capacity to process the information presented. The event will take place on September 20-24th. Monday through Wednesday, join us for a 90-minute session each day and again Thursday-Friday for full day sessions.

Department of Commerce’s NTIA to Begin Accepting Applications for $268 Million Connecting Minority Communities Pilot Program

NTIA recently released a Notice of Funding Opportunity for the Connecting Minority Communities Pilot Program, which will direct $268 million for expanding broadband access and connectivity to eligible Historically Black Colleges or Universities (HBCUs), Tribal Colleges or Universities (TCUs), minority-serving institutions (MSIs), and consortia led by an HBCU, TCU, or MSI that also include a minority business enterprise or tax-exempt 501(c)(3) organization.
The Connecting Minority Communities Pilot Program was established by the Consolidated Appropriations Act, 2021. Grants will be distributed to help HBCUs, TCUs and MSIs purchase broadband service or equipment, hire IT personnel, operate a minority business enterprise or a tax-exempt 501(c)(3) organization, and facilitate educational instruction, including remote instruction.
The Notice of Funding Opportunity published on grants.gov outlines the requirements for grant applications and other information about the program. Completed applications must be received by grants.gov no later than 11:59 p.m. EST on Dec. 1, 2021. In June, NTIA published the Final Rule for the program, which included programmatic scope, general guidelines, and described the agency’s method to determine applicant eligibility and identify which eligible recipients have the greatest unmet financial needs.

Hanover Research: JobsEQ Employer Hiring Trends – July 2021
|
|
In the latest Hanover Research report, the employer hiring trends for data current as of July 26th was presented. The in-demand occupations included the following overviews:
- Alongside heavy demand for Registered Nurses, employers seeking applicants with postsecondary credentials also expressed strong demand for several business and technology occupations.
- Employers have had more difficulty in filling recent openings for accounting and software development-related positions.
- Compared to H2 2020 (i.e., July 2020 – December 2020), employers expressed the greatest growth in demand for individuals with credentials in economics and communications.

The Planning Mindset

The adoption of a planning mindset will support consortia during the planning process through implementation and beyond. A planning mindset will allow consortia and agencies to continually discover, plan and adopt their services to meet the needs of adult learners.

Consortium Program Quality Self-Assessment

The webinar will present a systematic process to examine and analyze the needs (gaps) between current consortia and agency services and the needs of adult learners. The consortium program quality self-assessment tool will be used to guide critical conversations amongst consortium members to work collaboratively together to provide equitable, quality, effective and efficient programming to adult learners. Additionally, the connection of the consortium self-assessment tool to other assessments (WASC, CIP, etc.) will be examined.

CAEP Program Evaluation 101
