What is the Annual Trip Reduction Survey and
Why is It Mandatory?
Each year, employers with 25 or more employees in the Downtown Burbank and Media Districts are required by the City of Burbank to reduce the number of employee vehicular trips that their businesses generate by:
- Surveying their employees about their commute trips during the peak period of 4-6pm throughout a designated survey week
- Reporting their efforts to reduce vehicle trips
The Burbank Transportation Management Organization (BTMO) presents the cumulative results to the City of Burbank, and this allows the City to better understand how employees commute to and from work and helps to guide the City's future transportation plans and programs. Click here for more info!
When is the 2021 Survey Week and How Does It Work?
This year’s annual trip reduction survey will gather information for the week of September 27-October 1, 2021. However, if your company would like to conduct the commute survey earlier or later that’s fine – just let us know beforehand by emailing bronwen@btmo.org.
Starting the Friday of the survey week (Oct. 1), you may begin distributing the survey to your employees to determine how they commuted - or teleworked - from Monday through Friday during that week.
Remember that you are not allowed to share the survey dates or inform your employees ahead of Friday, Oct. 1. If your employees are teleworking, they should simply select ‘F’, the code for telework.
A copy of the survey should be given to each employee who arrived or departed between the peak hour (4-6pm) at least once during the survey week.
PRO TIP: Getting a high response rate is a great way to boost your Average Vehicle Ridership (AVR) score, because all non-responses are counted as drive-alone vehicle trips which will not help your AVR.
Sept 22 Office Hours: Get all your survey questions answered!
Is it your first time surveying? Do you have questions about the survey process or specifics? Just need a quick refresher on AVR?
Then make sure to RSVP for our September 22nd Virtual Office Hours at 12 noon. It will be dedicated to all things Annual Trip Reduction Survey and will feature staff from the City, Metro Rideshare and AQMD who will help answer any and all questions you may have.

Can I conduct the survey online?
Yes! Mary Ann Garcia with Metro Rideshare can set up an online version of the survey for you at no cost. She can be reached at (213) 922-6226 or garciama@metro.net.
Mary Ann will ask you to fill out a brief form, and then she’ll set up your link. After the surveying is complete she will provide you with the reports needed to comply with Burbank requirements for the 4-6pm arrival/departure stats for your workers’ commutes.
Where are the Steps and Forms?
In order to have a successful survey, we recommend the following:

Decide whether you would like to use the paper forms (English form and Spanish form) or reach out to Mary Ann to set up an online survey link. (See above.)

Distribute paper surveys or the online link to your employees anytime on or after the Friday of the survey week. Here’s a sample cover page/email and flyer that you can use. The survey should go to each employee who arrived or departed between the peak hour (4-6pm) at least once during the week. This includes telecommuters!

Set a deadline for your employees to return the surveys and designate who the surveys should be returned to in order to help ensure a high response rate.

Tabulate your results and complete the Report (Form B) using the Worksheet and Report tables. View the Instructions tab for more details.

Email the Report of your survey data/results to Bronwen Keiner at bronwen@btmo.org or mail it to the BTMO at 200 W. Magnolia Blvd., Burbank, CA 91502. Your survey report is due by Friday, November 5, 2021.
If you need an extension, please let us know by email. We are happy to provide extensions for employers who need to comply with the AQMD at a different time or for employers with extenuating circumstances.
