Fostoria City Charter Amendment:
Ballot Language
The amendment to the Charter of the City of Fostoria changes the form of government of the City of Fostoria from a Council-Mayor government to a Council-City Manager form. The Mayor-President of Council will be elected as one officer who shall preside over Council meetings, appoint committees, boards and commissioners with the approval of Council, cast a vote to break ties in Council votes. The Mayor-President of Council shall not have the power to veto legislation. City Council will consist of the same four wards and three at-large Council members. Council will hire a City Manager who will manage the day-to-day affairs of the City including managing the department heads of various departments. Department heads and employees shall receive direction from the City Manager and the members of council are barred from interfering with or giving separate direction to the City departments under management by the City Manager. The Law Director and Auditor (Director of Finance) will hereafter be appointed with the approval of Council by the City Manager. Both officer's duties will be essentially as set forth in the current Charter. Those qualified persons residing in Hancock, Seneca and Wood County will be eligible for appointment to these positions. The amendment will also provide for a separate department of parks and recreation managed by a separately appointed board.
