As our current situation has continued to evolve, the Department has evaluated the flexible signature policy currently in place for CICP applicants and has decided to extend the end date until midnight on Friday, April 30, 2021.
Providers will be able to collect signatures verbally over the phone as well as through email correspondence for applicants who need to apply, but have no access to email and/or a printer or scanner to sign the completed application through the month of April 2021. Documentation of the email or phone "signature" must be included in the application.
To be clear, providers must still collect all documentation of income, lawful presence, Colorado residency, etc. from applicants. This information cannot be verbal.
Additionally, providers will be able to extend end dates for clients whose ratings are expiring between March 24, 2020 and April 30, 2021 and who are uncomfortable coming into the facility to complete an application and/or who are unable to complete an application remotely. For clients whose rates expire between March 24 and March 31, 2021, their dates can be extended to April 30, 2021. For clients whose rates expire in the month of April 2021, their end dates can be extended to May 31, 2021.
Please keep in mind these two policies apply only to clients who are unable to complete the application either in person or remotely, and therefore should apply only to a very small group of clients. If the client has access to email, they should be able to complete an application and "sign" by return email.
