Please take a moment and read "WFB's Year in Review" below which lists how our Village has advanced this year. I'd like to call out two major items; that Whitefish Bay won a National Safety Award for infrastructure improvements and the amazing project spearheaded by the WFB Garden Club to renovate Silver Spring Park. 

Lastly, the Village has an immediate need for crossing guards. If you have a few extra hours per day, please read below for more details.

Why Is The Village Hall Phone Ringing?
When are the lifted parking restrictions this week? Overnight permission or permits are not needed for Friday, December 31, 2021 through Saturday, January 1, 2022.

What are the upcoming refuse and recycling collection schedule changes? Refuse/Recycling normally collected on Monday, January 3, 2022, will be picked up on Tuesday, January 4, 2022.

What are the Village Hall holiday hours this week? Village Hall and Police Administration are closed Monday, January 3, 2022. Normal office hours resume on Tuesday, January 4, 2022.

When will I receive my property tax overpayment refund? Tax refunds, if applicable, will be sent to property owners approximately 4 weeks after the receipt of payment. No further action is needed on the part of a taxpayer.

2021 Whitefish Bay Year In Review:
1.) Whitefish Bay Is A 2021 National Safety Award Winner: The Village of Whitefish Bay was named a 2021 Safety Award Winner in the Infrastructure and Operational Improvements Category by the Federal Highway Administration (FHWA) and National Roadway Safety Foundation (RSF). According to the RSF website, the purpose of this biennial competition is “to recognize roadway safety achievements that move the United States towards zero deaths and serious injuries on the nation’s roadways. The competition acknowledges successful engineering solutions that agencies have integrated into their roadway safety programs.” Thanks to various improvements made to streets, signage, traffic signals, and pedestrian crosswalks over the past five to six years, the number of crashes in Whitefish Bay has decreased by 39%—that equates to about 257 fewer law enforcement responses, 480 vehicles not damaged, and eight pedestrians or bicyclists spared from being struck by vehicles.

Specific improvements include dynamic speed feedback signs, additional yield signage, a “Danish Offset” pedestrian crossing, high-friction surface treatment on busy roadway curves, and flashing lights at crosswalks. Many of these safety improvements were financed by the Highway Safety Improvement Program (HSIP) and designed by the Wisconsin Department of Transportation.
2.) Community Park Improvements:
  • Consaul Commons: The public area between Gerhard’s Kitchen and Bath Store (402 E Silver Spring Dr.) and The Bay Restaurant (342 E Silver Spring Dr.) is in the process of being transformed into a more usable, inviting space where the community can gather, enjoy live music, and host other family-friendly events. Work is scheduled to be completed by May 24, 2022—just in time for all the fun annual summer events along Silver Spring Drive!
  • Klode Park Beach: In January 2020, a severe winter storm caused substantial damage to Lake Michigan’s western shoreline. The beach at Klode Park was hit particularly hard, resulting in significant erosion. The Village, in coordination with Milwaukee County, applied for and received approval for FEMA emergency disaster status, which allowed local communities to apply for emergency disaster recovery funds. The Village then applied for and was awarded a federal disaster restoration and mitigation grant (75% FEMA funded, 12.5% Wisconsin Emergency Management (WEM) funded) to re-establish and further stabilize the Klode Park Beach shoreline area that had been damaged. The project was completed in October 2021. 
  • Silver Spring Park: The joint project at Silver Spring Park between the Village and the Whitefish Bay Garden Club created a bio-retention pond and a rain garden. These infrastructures capture rain water to limit runoff to Lake Michigan. Preventing water runoff from entering sewers and the lake is important. These green infrastructures are planted with native plants to secure the soil and absorb water with their deep roots. Native plants have the added benefit of attracting pollinators whose habitat has been rapidly depleting. The project was completed in October 2021.
3.) 2021 Community Spirit: 2021 brought about the return of many beloved community events that were cancelled in 2020. This year featured the second annual Whitefish Bay Art Festival hosted by the Merchants of Whitefish Bay and the festivities and fireworks of the 4th of July celebration hosted by the Whitefish Bay Civic Foundation. Both of these events showcased the dedication of our civic-minded volunteers and brought thousands of residents and visitors into the community. Additionally, annual events such as the Community Band Concerts, Sounds of Summer, the Great Pumpkin Festival, and the Holiday Stroll returned and were more popular than ever. From December to March, the Community Ice Rink was a unique addition that brought many families together outdoors. The Village continues to encourage residents to host local block parties as a way of promoting friendly neighborhoods and to maintain the extraordinary level of community spirit. Last year, Village residents hosted 150 block parties (and counting)!
4.) Infrastructure: The Department of Public Works (DPW) is an integral and visible part of Village operations. DPW focused on a wide variety of projects throughout the Village. In 2021, a permeable paver alley and parking lot project was one of the department’s highlights. The project provided a cost effective and sustainable solution to repair several deteriorating alleys and expand the municipal parking lot south of Winkies. In addition, after extensive community input, the Village Board authorized switching its approximately 1,500 High Pressure Sodium (HPS) lamp streetlights to LED lamp streetlights. LED lighting is much more cost efficient and will have both economic and environmental benefits for our community. DPW also worked with a high school student to install an Accessible Traffic Signal, which can detect motion and allows pedestrians to actuate the crosswalk button on their phone via Bluetooth, at Santa Monica Boulevard and Silver Spring Drive. 2021 also included mill and overlay of Oakland Avenue from Hampton Road to Glendale Avenue and Henry Clay from Santa Monica Boulevard to Marlborough Drive, the Village Hall/Library Bioswale Project, Tennis Court Resurfacing, and the Blackthorn Place Watermain Replacement Project.
5.) Village Redevelopment:
  • Danbury Road/Glen Ave Subdivision: In late 2020 demolition of the vacant First Church of Christ Scientist building was completed, which made way for the first new subdivision in Whitefish Bay in decades. Construction of a seven lot single-family subdivision began in 2021 and will be complete in early 2022. The Village Board utilized a Planned Development District to help facilitate the project. The purpose of a Planned Development District is to encourage and provide a means for effectuating desirable development, redevelopment, rehabilitation in the Village of Whitefish Bay by allowing for greater flexibility, better utilization of topographical and natural site characteristics, more economical and stable development.
  • Town Bank: 2021 saw the demolition of several older buildings on the corner of Bay Ridge Ave and Silver Spring Drive. A new 2-story bank branch for Town Bank is being constructed, who has branches and offices throughout the Chicago area and Southeastern Wisconsin. Because of the small site, this bank branch will be unique in that it does not have a drive-up directly attached to the building, but a remote drive-up lane on the south side of the lot that will be screened from the neighboring properties to the south.
Updates from Village Hall:
Property Tax Update - Information Regarding Escrow Checks From Mortgage Companies:

Mortgage companies may send escrow checks to the homeowner or directly to the Village. If the check is sent to the homeowner, the homeowner should make sure the check is payable to the Village of Whitefish Bay, signed on the back by all individuals listed as payees and submit the check to the Village for payment of the taxes. Checks that are not signed will be returned to the homeowner, which will cause a delay in processing the payment.

*Some mortgage companies send escrow checks to a third party tax service before mailing payments to the Village. In this case, your mortgage company may tell you the check was issued early in December but we may not receive the payment until the end of December or later. To see when your escrow check was received and obtain a receipt of payment, please visit the Village’s tax portal.
Christmas Tree Pick-Up:

Village crews will collect Christmas trees once a week curbside starting the week of Monday, January 3, 2022. Please place trees on the parkway, between the public sidewalk and curb.

There is no scheduled pick up date for tree collection. Please have tree(s) on the parkway by 7:00 a.m. on Mondays to ensure tree(s) are collected that week. Trees will be collected through the week of Monday, January 17, 2022.
Crossing Guards Needed:

The Whitefish Bay Recreation and Community Education Department has immediate needs for Crossing Guards for the Village of Whitefish Bay. If hired, the position would start immediately.

Interested applicants can apply online at WECAN or call the Recreation Department at (414) 963-3947. Crossing Guards may work various shifts from 7:30 a.m. to 8:30 a.m., 10:45 a.m. to 12:15 p.m. and 2:45 p.m. to 3:45 p.m. Starting Wage is $15.45 an hour. Training is provided.
2022 Refuse and Recycling Calendar:

The 2022 refuse and recycling schedule is available below and on the Village website. Click here to view the schedule. Refuse collection occurs weekly. Recycling occurs every other week, according to A/B schedule. A-Week Recycling is in Grey. B-Week Recycling is in Blue. Please remember to have all refuse and recycling to the curb by 7:00 a.m. on pickup day.

To determine your collection day and recycling route, please see the online route map at: https://www.wfbvillage.org/370/. Carts must be placed a minimum of three feet apart from each other, three feet from any obstruction, and three feet or less from the curb or alley edge.
Update from the Police Department:
Community Service Officer Job Opening:

The Community Service Officer (CSO) is a uniformed, non-sworn position that has authority to enforce certain municipal ordinances relating to animals, parking, and code enforcement. CSO’s assist with traffic control and perform other functions to assist department personnel. CSO’s are also trained as clerks and will fill that position when necessary. Hourly wage is $14.39.

Qualifications: U.S. Citizen, 18 years of age or older, valid driver’s license with a good driving record, good verbal and written communication skills, able to work evenings, weekends, and holidays. Click here to apply or for more job information:

Holiday COVID-19 Testing for District Students & Staff: As the holidays are approaching, the District and Accelerated Labs will be offering free COVID-19 testing for students/staff during the upcoming holiday break at the Lydell parking lot. Click here for more information.

Excite Your Mind Winter Reading Challenge, January 3 to February 28:
Sign up for our virtual winter reading program through Beanstack and experience this great program for all ages (including adults), full of opportunities for fun and learning. Challenge your family to read more in 2022! The program runs through February 28.

Take and Tinker Collection: Excite your mind, try out a hobby, learn a new skill, or just have fun with our new Take and Tinker collection! A collection of tools, games, and other items that you wouldn't expect to find in a library. Take and Tinker is generously funded by Friends of the Whitefish Bay Public Library. Help Friends out by becoming a Friend.

Film Screening and Panel Discussion:

Save the date! Join us on January 20 from 7:00 p.m. to 8:30 p.m. for a panel discussion of the film 'When Claude Got Shot'. A film panel of specialists from Children's, Medical College of Wisconsin, Froedert, and Moms Demand Action will join featured film subjects Claude Motley and Victoria Adams for a frank & authentic (virtual) discussion of gun violence & healing and why it matters to Whitefish Bay, Milwaukee, and our greater community. NSHD Healthy Highlight - Stay Healthy This Holiday Season:

The most wonderful time of the year is here. As people start to travel and gather this year, the CDC reminds us that COVID-19 vaccination, along with other important prevention strategies, continues to be our best defense against severe disease. Holiday traditions are important for many people. Using proven prevention strategies, we can enjoy safer holidays, travel, and protect our own health as well as the health of our family and friends.
  • Get a COVID-19 vaccine as soon as you can. If you’re eligible for a booster shot, get one now. 
  • Wear a mask that covers your nose and mouth to help protect yourself and others when in indoor public places.
  • Even fully vaccinated, you should wear a mask indoors if you are in an area with high transmission. The North Shore is currently experiencing high transmission, so masks are recommended for everyone in indoor public settings.
  • Whenever possible, stay 6 feet apart from people who don’t live with you, avoid crowds and poorly ventilated indoor spaces.
  • If you gather to celebrate, avoid crowding in indoor spaces. 
  • Gathering outdoors is always safer. Meet with friends and family for a post-meal walk outside.
  • If you celebrate indoors, provide extra space between the chairs at the table and consider setting up different areas in your home for activities to allow for physical distancing.
  • Wash your hands often with soap and water. Use hand sanitizer if soap and water aren’t available.
  • Get tested and avoid gathering if you are sick, have symptoms of COVID-19, or were in close contact with someone with COVID-19.
