Monte Vista Water District
New Commercial, Industrial, and Institutional (CII) and Homeowners' Association (HOA) Watering Restrictions
As California faces its third driest year on record, it is crucial to act now and conserve our water. Effective June 10, 2022, commercial, industrial, and institutional (CII) and homeowners’ association (HOA) customers must stop watering non-functional turf in California pursuant to emergency regulations adopted by the State Water Resources Control Board (State Water Board) under Water Code section 1058.5. The emergency regulations remain in effect for up to one year unless rescinded earlier or extended by the State Water Board. Failure to comply may result in a fine of up to $500 from the State Water Board.

The State Water Board has defined non-functional turf as “a ground cover surface of mowed grass that is ornamental and not otherwise used for human recreation purposes.” Turf areas that are exempt from this regulation:

  • The turf is used for human recreation, civic purposes, sports, or play.
  • The turf is irrigated with recycled water.
  • The turf is irrigated with non-potable water (water that is not permitted for use as a drinking water supply).
  • The turf is on the same valve as at least one tree or perennial non-turf plantings.
  • The turf is at a residential location, not a commercial, industrial, or institutional location.

The exception to this is common areas in HOA sites. Unless the above exemptions apply, HOA common areas are included in this turf irrigation ban.

Monte Vista Water District (MVWD) has resources and programs for those properties considering converting their high water-use grass into a beautiful low water-use landscape. MVWD is also working on developing additional programs and resources to help business, commercial, and HOA customers.

ABC Licensees Renewal Fee Waivers Reminders
ABC Reminds Licensees with on-sale privileges to check if they are eligible for Renewal Fee Waivers.
Use the 3-step Verify Eligibility tool to verify eligibility for the renewal fee waiver and to submit your fee waiver.
  1. Search by license number after receiving your renewal notice in the mail.
  2. Verify license type fee waiver eligibility and identify your remaining balance due, if any.
  3. Submit your renewal fee waiver either online if you have no balance due, or by mail with your payment.
The latest figures from September show that Renewal Fee Waivers have been approved for 26,711 ABC licensees and that amounts to over $25 million saved in California’s alcoholic beverage industry.
California's Mandatory Alcohol Server Training Law Goes
into Effect July 1, 2022
The deadline for alcohol servers and their managers at over 56,000 businesses to meet mandatory training under a new California law is here. The new law goes into effect on July 1, 2022, and by August 31, 2022, every alcohol server and their managers must be trained under Assembly Bill 1221 and Assembly Bill 82. AB 1221 defines an alcohol server as anyone that is employed at an ABC on-premises licensed establishment who is responsible for checking identifications, taking customer orders, and pouring or delivering alcoholic beverages.

Alcohol servers and their managers must have a valid Responsible Beverage Service (RBS) certification from the Department of Alcoholic Beverage Control (ABC). Servers and their managers must pass an online ABC administered RBS exam by August 31 to be certified.  

RBS Training and Certification is a Three-Step process:
  1. Register with ABC as a Server on the RBS Portal
  2. Take RBS training from an approved RBS Training Provider
  3. Return to the RBS Portal to take ABC’s alcohol server certification exam.

The portal allows servers and managers to complete these steps. They can register as a server, search for training providers, and complete the exam all in one place.
California's Mandatory Retirement Savings Plan Law Goes
into Effect July 1, 2022 - CalSavers
By June 30, 2022, employers with five or more California-based employees must have a retirement plan for workers – either through a private-market option, like a 401(k) or Simple IRA retirement plan, or through the state-run CalSavers program. Your employee count is calculated by averaging the number of employees you report to the Employment Development Department on your filings from the previous calendar year.
 
Employers can register through the CalSavers website, or if they are offering a qualified private-market alternative like a 401(k), file an exemption on the same site. After registering, the employer must add employees within 30 days of completing the registration.

The California Dream Fund is a one-time $35 million grant program. New entrepreneurs and small business owners have the opportunity to receive training, consulting, and a microgrant of up to $10,000. 

The SBC Microbusiness COVID-19 Relief Grant is designed to assist businesses that have experienced economic barriers due to the effects of the global pandemic. $2,500 will be disbursed to qualified businesses after applying.
