California DMV recently released a memo reminder to FLSPs (First-Line Service Providers) that their SLBPs (Second-Line Business Partners) must submit their eFile bundles within 5-10 business days from the date of eFile. The notice goes on to say:
Second-Line Business Partners (SLBP) are to submit their registration documents to their First-Line Service Provider (FLSP) within 5-10 business days of eFiling. If the documents are not available and cannot be reconstructed, the FLSP must take immediate action to avoid the accumulation of additional missing/incomplete items. The FLSP is to then add the SLBP to the non-compliance report for BPA to send the non-compliance letter to the SLBP.
So as a reminder, please be sure to submit your eFile paperwork to Vitu no later than 10 days after eFiling to avoid any disruption to your service. The DMV appreciates your attention to this matter.

The Bureau of Automotive Repair (BAR) reported that the fraudulent bypassing of the smog requirement by keying in a "Y" is a major problem. BAR receives a report of every vehicle that has cleared DMV without smog test certification and they are now taking action. According to BAR, a technician keying a "Y" into the system should RARELY be needed to clear the transaction’s smog requirement. We do know there are a few instances where a smog certification has been completed within the last 90 days but does not pop up in the system. If a "Y" is needed, visit the BAR website and from there print and include the vehicle’s Smog Check history information from the website with the application paperwork (this is the same requirement the DMV makes of its own technicians).
The Business Process Outsourcing (BPO) unit reviews any transactions they receive and checks the BAR Vehicle History website to confirm the vehicle had passed a smog certification.
A valid Smog Certificate is normally required for a transfer of a vehicle 1976 model year and newer through five model years old. Dealers must ensure that the smog requirements are satisfied prior to delivering a vehicle to the purchaser. The smog certification for a dealer is good for two years if the vehicle has been in dealer inventory.

Coming soon to your DMVdesk and Vitu login window: multi-factor authentication.
As you know, the world of title and reg is very secure. You keep Personal Identifiable Information (PII) secure, indicia and forms are usually locked up and we know you don’t share passwords in your dealership. But did you know that there is an FTC requirement that says dealers have to implement multi-factor authentication by June 9th? In just a few weeks, Vitu will begin rolling out multi-factor authentication helping you to remain compliant with the FTC rule and maintain the same high level of security for digital title and reg work that you apply to everything else in your dealership.
At the moment, consider this just a “heads up,” when we’re ready to roll this out, we’ll contact all admins with easy steps to implement multi-factor authentication throughout your dealership. Trust us, we’ll make it easy.

We know you are used to seeing three main options when using Vitu Interstate — Fees Inquiry, Forms & Fees and Full Service. It’s those buttons along the top of the page that you know and love and use every day. Well, pretty soon, we’re going to take the Full Service button away from the original lineup — but don’t worry, it’s now going to be easier for you to submit Full Service transactions.
The transaction homepage will soon look like this:

Instead of jumping straight into a Draft Full Service transaction — because you won’t be able to do that in a few weeks — simply click Fee Inquiry or Forms & Fees and start your deal. Once a Forms & Fees transaction is completed, the Submit Pre-Audit button will appear for those with this permission level within the Forms & Fees transaction. From there, continue as normal to upload your document scans and communicate with our team to initiate the pre-audit process.

What this minor change actually does is it saves you a little bit of time because as you know, you have to fill in the required information anyway and previously, sending a transaction to Full Service had you review everything (again). Now, there’s no need to review again — just send it.

Don’t forget, Vitu offers TempTags in several states across the nation. Our TempTag service fee includes shipping and DMV processing fees, too. The state of Pennsylvania requires a Pennsylvania Driver’s License Data Verification (DLDV) lookup for all title and registration applicants (i.e., your buyers). Have you utilized our Driver’s License Data Verification (DLVD) service in Vitu Interstate? The DLDV functionality can be located in the Interstate solution under the Lookups tab at the top, next to the Transaction tab. You can also run this lookup via Vitu and print the report to be included with your pre-audit paperwork.
Here are some points that you need to know:
- The DLDV report is run from the Lookups tab in interstate.
- The DLDV report can be viewed/reprinted from the Lookups Log.
- A copy of this report must be included with other documents for pre-audit.
- If the DL is close to expiration or expired, a new report MUST be run before sending for final processing and after the customer has updated their DL with PennDOT.
- Please contact customer support or your Account Executive to have the DLDV application installed and user permissions granted for those that need access to run DLDVs.
- There is a service fee of $2 per DLDV lookup.
- This service fee is incurred regardless of whether or not the DL verification passes or not.

Need to request a duplicate or corrected title? There’s a way to process duplicate and corrected titles in Vitu Interstate. This process helps Vitu audit your paperwork before it goes to the state.
