Recently, the MV-3 and MV-39 were updated with extra pages. Let’s go over those changes so you know exactly what’s required to fill out and submit.

 

MV-3

All necessary sections of the MV-3 — Motor Vehicle Verification of Fair Market Value by the Issuing Agent are required to be completed — please refer to the instructions on the form.

 

Additionally, the MV-3 is now a three-page document. Pages 1 and 2 have sections of information that are required to be completed and submitted with any applicable transactions.

MV-39

The MV-39 — Notification of Assignment/Correction of Vehicle Title Upon Death of Owner is now a two-page document. Please be sure to complete and submit both pages.

Tips for DLDV.

Pennsylvania ID

A completed DLDV is required to be submitted for businesses where the authorized signer has a Pennsylvania ID. Although PennDOT allows the DLDV to be run only once for multiple business transactions, a copy of the DLDV is still required to be submitted with each business transaction.

 

Title-only transactions

DLDV is required for all title transactions, including title-only transactions. We are seeing an uptick in the number of title-only transactions that are being submitted without the DLDV.

Please, no highlighters.

This is important — DO NOT use highlighters on documents being submitted to Vitu. Why? When a document is scanned, any area marked with a highlighter appears blacked out, making the highlighted information difficult, if not impossible, to read. 

 

Easy workaround

Here’s an idea — instead of highlighting areas where the customer is to sign or complete information, just mark an “X” on those places on the document.
