It’s very important that you not use highlighter on any documents, especially over important information such as names and VINs. This is because scanning anything highlighted on the page will show up as entirely blackened out and illegible, causing problems for everyone involved.
Here are specific instructions on highlighting from the DMV Registration Manual:
Chapter 1 General Registration Information 1.055 Highlighters on Documents Highlighters may be used on documents, however, they should be used sparingly: If it is necessary to mark a document or form to clarify to the customer where a signature or information is required, highlight the “X” beside the signature line or the area underneath or above, not the entire space.

Dealers, please remember to enter “MVSC” on line 1H for “(paid to)” on your retail contracts. MVSC (Motor Vehicle Software Corporation) is the parent company of Vitu, meaning any such indication of payments on contracts need to indicate “MVSC”.
Lease contracts should also be paid out to "MVSC", though where to mark this varies based on the contract, which differs from dealer to dealer.

The New York State Department of Motor Vehicles introduced the Vehicle Electronic Reassignment and Integrated Facility Inventory (VERIFI) system, which enables individuals to verify the authenticity of the eMV-50 reassignment.
Due to New York no longer printing the eMV-50 on secure paper, PennDOT is requiring that dealers print this verification and include it with the paperwork being submitted whenever an eMV-50 form is used.
Verification can be obtained by visiting the VERIFI NY website.

The state of Michigan has implemented a new requirement for all lienholders titling in Michigan. Effective Oct 1, 2023, all financial institutions looking to title in the state of Michigan are now required to participate in the Electronic Lien and Title (ELT) Program.
Please note, many lienholders, especially larger institutions, have already complied and should be able to supply the Lienholder number when requested.
For Financial Institutions that have not signed up, you can do so by visiting this website.
Once on the site, select the Lienholder and Provider Services link located under Business Services, and then select Electronic Lienholder Application.
Once a lienholder has completed the application process and it is approved, they will be provided a lienholder number by mail within 5-7 days. This number will need to be present on the title application (TR11L).
ELT numbers are formatted as LH followed by 6 numerical digits i.e.: LH-000000

Effective October 1, 2023, all electric and plug-in hybrid vehicles are being imposed a vehicle surcharge to offset the gas tax charged on gas and hybrid vehicles. The costs are:
- Fully Electric $100 Fee
- Plug-In Hybrid: $50 Fee
- Regular Hybrid: no additional fee
Rest assured, the Fee Estimates and cover sheets you see and print from Vitu Interstate already reflect this change.

It’s the fast and secure way to ensure your buyers are exactly who they say they are using a quick lookup to a national Driver License database maintained by AAMVA — the American Association of Motor Vehicles Administrators. AAMVA connects to 41 states (and counting) to verify the validity of Driver License and ID cards.
Think about your dealership and how convenient it would be to verify the identity of your out-of-state buyers with a simple DLDV lookup in Vitu.

Let’s review what we know about the Complete Manually and Cancel Transaction actions for deals in Vitu Interstate. These are both restricted to Full Service deals and are available in certain statuses before deals are Sent to State. When available to use, these options are in the Submit Pre-Audit dropdown menu.

Cancel Transaction
Available for Full Service deals before they are Sent to State, Cancel Transaction allows you to end this transaction and change the status to Cancelled. If choosing Cancel Transaction, remember these important points:
- Provide any final comments, return instructions and return labels, if applicable.
- Once Cancel Transaction is chosen, the Communication tab is locked. For any assistance after cancellation, please contact Customer Support.
- Billing for services rendered will immediately happen after the end of the day!

Complete Manually
Available for Forms & Fees and Full Service deals, Complete Manually allows you or your customer to register the vehicle. Here are some key points to be aware of if you choose Complete Manually:
- Provide any final comments, return instructions and return labels if applicable.
- Once Complete Manually is chosen, the Communication tab is locked. For further assistance after cancellation, please contact Customer Support.
- Billing for services rendered will immediately happen after the end of the day!

One last thing — since Complete Manually and Cancel Transaction cause the deal to bill for the services rendered, these actions are only available if your dealership has Full Service permissions.
Fixing deals accidentally moved into Complete Manually or Cancel Transaction
Before midnight on the same day:
- Just click the Reopen Transaction button to restore your transaction back to its original state.

After midnight:
The deal is billed and can no longer be reopened, you can quickly find these deals using the Status Filters at the bottom left of your screen to mark the appropriate checkboxes.
