2024 RECAP AND HIGHLIGHTS

This update marks near halfway progress toward the completion of the Caltrans Complete Streets Action Plan (CSAP), which highlights actions spanning a two-year timeframe from January 2024 - December 2025. Since the release of the plan, 13 actions have been completed, 22 are underway, and 6 will be started in the upcoming months. Read on to explore the latest updates!

Task 1.6 Transit Speed Maps 

The Division of Data and Digital Services has developed a series of speed maps to help identify challenges public transit vehicles face related to traffic congestion, lack of priority at traffic signals, and other factors that can jeopardize the ability of California’s transit agencies to provide frequent, reliable service. These maps are intended to provide Caltrans staff and external stakeholders with actionable data to prioritize transit projects.

Maps are organized by Caltrans District and by transit operator and show speeds and speed variation across various times of day both on and off the state highway system. These maps have been used across the Department, including for District-level transit priority planning efforts such as the Lincoln Blvd (SR1) Bus Lane Feasibility Study in District 7 (Los Angeles).

Task 5.5 California Safe Speeds Decision-Maker and Community Stakeholder Education Toolkit

The Division of Local Assistance, in partnership with UC Berkeley SafeTREC, completed a toolkit to support safe speed decision-making in California. This evidence-based educational resource follows the work of the Zero Traffic Fatalities Task Force (ZTFTF) and is intended to help local jurisdictions set safer speed limits to accommodate all road users using Safe System principles. The toolkit provides details on speed limit setting flexibilities under the existing law, provides speed limit case studies from a number of California cities, and points jurisdictions towards next steps in speed limit setting.

Task 4.3 Guidance for Mobility Hub Design and Operations

Mobility hubs are locations that bring together public transit, bike share, car share, and other modes in one convenient location, making it easier for people to get around without a private vehicle and helping reduce auto dependency and greenhouse gas emissions.


The Division of Traffic Operations is currently developing guidance on the design and operations of mobility hub facilities. The guidance includes direction on transitioning park & ride facilities to mobility hubs as well as identifying locations for new hubs to support first and last mile connections.



The Department will be seeking local partner and stakeholder feedback prior to releasing the final Mobility Hub Design and Operation guidance later this year. Be on the lookout for the draft guidance from Traffic Operations for an opportunity to provide your input.

Featured District Project Updates

U.S. 101/South Broadway Complete Streets

📍District 1 - Humboldt County

Project EA #: 01-0K940

This project along U.S. 101 in Eureka, which includes separated Class IV bikeways, pedestrian crossings, and new transit stops, has made considerable progress over the last few months with a construction contract recently awarded. This project is of large regional significance as it was identified as a Top Tier Priority in the Caltrans Active Transportation Plan and is considered one of the highest safety priorities by the Humboldt County Association of Governments (HCAOG). This will be the first project to build a separated Class IV bikeway facility on the state highway in District 1. 

SR-371 Cahuilla Road Bicycle and Pedestrian Infrastructure

📍District 8 - Riverside County

Project EA #: 08-0P000

This project provides complete streets facilities on SR-371, including shared-use bike paths, buffered bike lanes, and a variety of pedestrian facilities such as sidewalk and crossing treatments. This project has entered the public engagement phase with distribution of online and mailed surveys sent to over 4,000 local residents as well as extensive and ongoing conversations with Cahuilla tribal representatives, local educational institutions, businesses and others. This engagement will inform future phases of the project.

Now Hiring: Lead Advisor on Complete Streets

This position will serve as the primary advisor on complete streets programs and best practices within the Department. The Lead Advisor will serve as a point of contact for local officials, stakeholders, advocates and the public to provide concerns and suggestions related to complete streets and will lead strategic and high-level coordination with the Caltrans districts and programs.

The Complete Streets program works to create and promote equitable and sustainable mobility that serves pedestrians, bicyclists, and transit users. The Complete Streets Action Plan highlights 41 Headquarters goals and actions and showcases 19 Complete Streets projects statewide.
