Have you noticed a new line added to the list of fees for your retail transactions? That’s right! A new surcharge went into effect on January 1, 2024 for all transactions processed by a Deputy Registrar.

Reminder: Deputy Registrar surcharge goes into effect January 1, 2024. Starting January 1, 2024, deputy registrars must charge a $1.00 vehicle services surcharge.

The $1.00 surcharge applies to any vehicle services transaction that charges a filing fee and is processed at a Deputy Registrar or through a DVS Now kiosk. The surcharge applies at kiosks because they are always linked to a Deputy Registrar.
What you need to know for EVTR: If an EVTR transaction is completed at a dealer before January 1, 2024, the transaction has been processed and will not have the $1.00 VS DR surcharge (Vehicle Services Deputy Registrar surcharge). If a Deputy Registrar needs to return an EVTR transaction to a dealer to reverse and redo on or after January 1, 2024, the new $1.00 VS DR surcharge will be charged when the transaction is being redone.

A common question regarding processing used vehicle transactions is, “Can I just issue duplicate stickers when the previous plate is missing/damaged and the registration is current?” While the technical answer is “no,” you can assign duplicate stickers with this quick trick! All you have to do is issue a new plate to the transaction.
Whenever a new plate is issued, a sticker must accompany that new plate. As long as the current registration is not closing in on or within the 90-day forced renewal period, you can follow these easy steps to issue a duplicate sticker.
- Under the Registration Issue Type, select Issue New or Change Plate
- Select No to Renew Registration
- Choose a Standard Registration Period of zero (0)
- Under Plate Action select Issue New

Remember, vehicles to be titled in Minnesota to active military buyers are registration tax-exempt, as long as they have proof of active military status.
You can process this type of transaction easily with these steps:
- Under the Owner details section you will see “Is Owner/Lessee Active Military?” Select Yes
- The next question “Proof of Active Military Status provided?” appears. Select Yes

- Once the transaction is ready, select Get Fees
- Review the fee breakdown and ensure the Registration Tax has been excluded
|

Just a quick reminder to be aware of sales tax increases when transacting sales to Milwaukee County or City of Milwaukee residents. On January 1, 2024, both the City of Milwaukee and Milwaukee County increased their sales taxes, as stated in the August 31, 2023 announcement from the Wisconsin Department of Revenue (DOR).
- The City of Milwaukee increased its sales tax by 2%.
- Milwaukee County increased its sales tax by 0.4%.
Rest assured, these sales tax increases are reflected in Vitu. For any questions about general sales and use tax, you can contact DOR at DORSalesandUse@wisconsin.gov.
