Tips for Problem Reports.

When submitting a Problem Report, it’s important to get it right. Read on for two reminders regarding the MV-41 and fuel types to keep you in the good graces of PennDOT when it comes to Problem Reports.

When an MV-41 is required

Any time a Problem Report is submitted to have corrections made on items such as the odometer reading, body type, truck weights or anything listed in Sections D or E on the MV-41, PennDOT requires a completed MV-41 be submitted with the Problem Report. The MV-41 must be completed in its entirety — which includes Section F being signed and Section D being signed by a mechanic, if applicable.

 

Please note that this is a PennDOT requirement — not a Vitu requirement. To help you out in these cases, if the MV-41 is not included, we will respond requesting one be submitted.

No Problem Reports to correct fuel type

Problem Reports submitted to correct the fuel type are not accepted. This is as a result of PennDOT using the POLK system to auto-populate the fuel type that was effective July 2022. Please review the attached bulletin which describes how the fuel type now automatically generates with information received from POLK — and therefore, cannot be changed.

Improper Use of Fee Waiver 55.

It’s important to remember that PennDOT prohibits the use of Fee Waiver 55 to add a missed lien. This is because the intended purpose of Fee Waiver 55 is ONLY to correct an applicant's name within the tanking period.

 

Please do not alter the MV-752 — Online Programs Fee Waiver Sheet in any way. The MV-752 may only be used for the purpose of the fee waivers listed on the form — and this does NOT include adding a missed lienholder.

 

If adding a lien is missed during the processing of a transaction, a Problem Report MUST be submitted.

Transaction includes a death certificate? Submit an MV-39.

The MV-39 — Notification of Assignment/Correction of Vehicle Title Upon Death of Owner is required to be completed and submitted anytime a transaction is accompanied by a death certificate. 

 

Please note: the MV-39 is now a two-page document, so be sure to complete and submit both pages.

Use this guide for name formatting.

We’ve noticed errors being made within the name field, especially when entering two applicants’ names or where there is a suffix such as Jr. or Sr.  

 

Errors of this type could incur title fees ($67.00) that must be paid to correct. Any errors realized within the tanking period may still be sent in with a Problem Report for free correction before the title is released, OR it can be done in MessWIN with the MV-03 change transaction. To do the latter, simply amend the prior WID under Fee override.  

 

Most names are entered into the system through a special control for name entry. There are three types of names:

  • Same last name (SNG)
  • Different last names (DBL)
  • Company (COM)

Each name type has special requirements for its entry. The name field should have no punctuation, with the following exceptions:

  • One comma is allowed (for name formatting)
  • One hyphen
  • One ampersand

Submitting legible documents.

All copies being submitted as supporting documents must be legible. The document should contain all of the information, have no information cut off, and should be clear and easy to read — not too light or too dark.
