Cheryl Phillips, M.D., AGSF, is the immediate past president and CEO of the Special Needs Plan Alliance, a national leadership association for Medicare Advantage serving vulnerable adults with special needs. Currently, she is a senior program consultant for the John A Hartford Foundation’s Age-Friendly Health Systems initiative. She has extensive experience in health policy, Medicare Advantage, special needs plans, and the Program of All-inclusive Care for the Elderly (PACE). She served as a primary care health policy fellow under Secretary Tommy Thompson, and continues to serve on multiple advisory groups for chronic care, quality, and person-centered measures, and has provided multiple testimonies to the U.S. Congress. Dr. Phillips is currently the Chair of The SCAN Foundation. | |

Maria Cervania is a Representative in the North Carolina General Assembly. She is one of the first Asian American women elected to the NCGA and the first person of Filipino descent elected in North Carolina. She completed her undergraduate studies in Biology at the University of California at Berkeley and graduate work in Epidemiology and Biostatistics at the University of Illinois in Chicago. Following graduate school, she dedicated her life to public service. Representative Cervania is part of the team that created the first AAPI Caucus in the NCGA, and the lead sponsor of the first NC AAPI Heritage Commission. | |

Eric Murphy, Ph.D., is a Program Officer in the Developmental Mechanisms and Trajectories of Psychopathology Branch, Division of Translational Research, National Institute of Mental Health. Eric received his Ph.D. in Cognitive Neuroscience from Georgetown University and completed his postdoc at Washington University in St. Louis. His current portfolio covers child and adolescent depression and suicide related behaviors, including neurodevelopmental trajectories and mechanisms of risk.

Monica Taylor-Desir, MD, MPH, has served as the American Psychiatric Association Foundation board secretary since April 2023. The American Psychiatric Association Foundation is the philanthropic arm of the American Psychiatric Association which promotes a mentally health nation where we live, learn, work, worship and play. Dr. Taylor-Desir is a community psychiatrist at the Mayo Clinic in Rochester, MN where she primarily works with the Olmsted County Assertive Community Treatment Team. Prior to joining Mayo Clinic Dr. Taylor-Desir provided mental health care in American Indian communities for 16 years in Arizona and North Dakota.

Lily is the founding Executive Director of UCA WAVES and founding board member and former Executive Director of UCA. Lily has led national community grassroots efforts for mental health education in AANHPI communities since 2016. Lily directs three research projects funded by SAMHSA, Blue Cross NC foundation, and National Council for Mental Wellbeing. Lily serves on multiple committees and boards including SAMHSA, TAAF, NC Wake County and the town of Cary. Lily is a lecturer at NC Central University, a Ph.D. candidate at UNC Chapel Hill, and RWJF Clinical Scholar alum. Lily is an immigrant mother of five wonderful grown children.

Kyle Galimba (he/him) is a Filipino-American marketing specialist, content creator, and mental health advocate based in San Jose, CA. Kyle is the manager of Asian American Native Hawai’ian Pacific Islander outreach at the National Alliance on Mental Illness (NAMI) and heavily supports the Cross-Cultural Innovation and Engagement (CCIE) team with the launching of several NAMI initiatives including Sharing Hope, Compartiendo Esperanza, FaithNet, and the first ever Pathways to Hope Conference. Kyle sees this role as an opportunity to heal our communities by helping others find the best-fitting, quality care that they need.

CHARISSA S. L. CHEAH, Ph.D., is a Professor in the Department of Psychology and Asian Studies Faculty Affiliate at the University of Maryland, Baltimore County. As a cultural developmental scientist, Dr. Cheah utilizes mixed-method approaches to explore how individual characteristics, relationships, socialization agents, and contexts interact to influence the social-emotional, mental, and physical health of AANHPI and Muslim American families, considering their minoritized, immigrant, and marginalized intersecting statuses. Dr. Cheah is the President of the Society for Research on Adolescence. She is also a Fellow of the American Psychological Association, the Association for Psychological Science, and the International Society for the Study of Behavioral Development. Dr. Cheah received a Fulbright Research Fellowship to Italy. | |

Sanjana Quasem is lead Program Manager at the Asian American Health Initiative, a part of the Montgomery County, Maryland Department of Health and Human Services, where she oversees programs that respond to the health and wellness needs of the diverse Asian American communities in the county. AAHI’s portfolio of work includes grassroots community outreach, community empowerment of local leaders, capacity building to build the sustainability of AAPI-serving organizations, and over $1.6M in community grant administration.

Justin A. Chen, MD, MPH, is Vice Chair of Ambulatory Services, Vice Chair of Health Justice, and Associate Professor in the Department of Psychiatry at New York-Presbyterian Hospital/Weill Cornell Medicine. As Executive Director of the nonprofit volunteer-operated Massachusetts General Hospital Center for Cross-Cultural Student Emotional Wellness, he delivers talks and trainings throughout the U.S. on promoting the mental health of diverse students. He is a 2020-23 fellow of the Robert Wood Johnson Clinical Scholars Program for a project entitled, “Breaking Silences in the Model Minority: A National Intervention to Increase Mental Health Awareness and Decrease Stigma in Asian Immigrant Families.”

Tenly Pau Biggs, MSW, LMSW, is the Deputy Director at the Office of
Behavioral Health Equity (OBHE) at the Substance Abuse and Mental Health Services Administration (SAMHSA). She is coordinating SAMHSA’s efforts to reduce disparities in mental and substance use disorders across racial, ethnic, LGBTQ+ and underserved populations. She is a member of a workgroup dedicated to implementing the HHS response to the Memorandum on Condemning and Combating Racism, Xenophobia, and Intolerance Against Asian Americans, Native Hawaiian, and Pacific Islanders (AANHPI) in the United States. Prior to joining OBHE, she was the Grants Coordinator for the Center for Mental Health Services (CMHS) and the lead for the disparity impact statement and strategy (DIS) work pertaining to the access, service use, and behavioral health outcomes of discretionary grants at SAMHSA.

Mr. Norman Chen is the Chief Executive Officer at The Asian American Foundation (TAAF). TAAF was founded in 2021 to serve the Asian American and Pacific Islander community in their pursuit of belonging and prosperity that is free from discrimination, slander, and violence. At the mental health summit, Mr. Chen will share TAAF's vision for centering the needs of AANHPI youth - specifically the pioneering youth mental health study that promises to be the first nationally representative, community-engaged study of the status of youth mental health in the country. He will share the unique study design, the role of various expert stakeholders, as well as the implications for study findings for TAAF's work. | |

Elaine is a dedicated mental health advocate and educator. She is a leader and developer of multiple programs for the Chinese community. As a consumer and family member, she helps promote mental health services and provides peer support within the underserved Chinese community. She won the 2016 NAMI National and 2017 NAMI California Multicultural Outreach Awards. Her impactful work has earned accolades from the community and the California State Senate, reflecting her diverse education, administration, and mental health advocacy background. Under her leadership, MHACC was honored as the 2019 California Nonprofit of the Year.

Dr. Cindy H. Liu is an Assistant Professor at Harvard Medical School and the Director of the Developmental Risk and Cultural Resilience Program at Brigham and Women’s Hospital. A licensed clinical psychologist, she is the principal investigator of the BOBA Project (www.thebobaproject.com), a study funded by three NIH grants that examines how Chinese American teens learn about Asian identity within their family, their peers, and social media. Her work has been featured in various outlets including the New York Times, USA Today, and NPR. She is on the TAAF Academic Advisory Committee for AANHPI Youth Mental Health Study. | |
