Let’s take a look at the “Top 5” E-File error codes you might encounter, what they mean and what you can do about them.
Q037 — Surrender of Title
This is how California DMV identifies a California Title being filed as having been surrendered to another state. This implies that the vehicle was titled and registered out of state. When you encounter this error, it will need to be keyed as a Non-Resident Application manually by SPU or a Field Office, since it cannot be E-Filed through BPA.
0001 — Field Required
This application must be keyed manually through the DMV system and cannot be E-Filed. In most cases, this is often a vehicle that was previously registered and titled in California but has since left the state, indicating it must be keyed as a Non-Resident Application. However, sometimes it also means that the vehicle is noted as a Goldenrod/No Proof of Ownership in its record status. If verified as such on a Vehicle Registration Inquiry Report (KSR), the application can be E-Filed as a California transfer.

D442 — Vehicle Does Not Match (ODO/Dealer Dismantler)
The transaction being keyed does not match what the DMV has recorded for the Report of Sale that was generated. The DMV uses Report of Sale Data Integrity, and tracks the information issued on a Report of Sale. If the transaction being keyed does not match the data on the Report of Sale detected by the DMV, it results in this D442 error. This means that it cannot be E-Filed through BPA, and requires the deal be keyed manually by SPU or a Field Office.
D441 — No ROS Data
The DMV does not read or detect data for the Report of Sale being E-Filed. The DMV doesn't share why or how this error can occur, but it does mean that the application cannot be E-Filed through BPA and instead must be keyed manually by SPU or a Field Office.
Q046 — Clearing Inquiry Required
There are already fees posted to this record and it must be keyed as a Resubmit. You can verify the Date Fees Posted on a KSR. If the Date Fees Posted is prior to the Date of Sale on the Report of Sale, it must be keyed manually by SPU or a Field Office.

The state of Vermont has announced that effective January 1, 2025, an EV (Electric Vehicle) Infrastructure Fee will be imposed in addition to normal registration fees for hybrid and electric vehicles.
|
- This fee is in addition to the regular registration fee for all Plug-in Hybrid (PHEV) and Battery Electric (BEV) vehicles registered in the State of Vermont.
- The infrastructure fee will be collected when the vehicle’s registration is renewed.
|
Let’s look more closely at the characteristics of PHEV versus BEV vehicles, along with a breakdown of their fees in the sections below.

Plug-In Hybrid Electric Vehicle (PHEV)
A PHEV combines an internal combustion engine (ICE) with an electric motor and a rechargeable battery.
|
- May be plugged in to charge the battery externally, unlike conventional hybrids
- Able to drive on electric power alone for 20-50 miles
- Switches to the gasoline engine when the battery is depleted, extending range for longer trips
- Serves as a transition between traditional gasoline vehicles and fully electric BEVs
- Offers the environmental benefits of electric driving in urban areas while reducing range anxiety
- Lowers fuel costs with the mix of electric and gasoline power, especially with frequent electric-only driving
- Provides flexibility with a backup gasoline engine for extended travel

Battery Electric Vehicle (BEV)
A BEV runs entirely on electricity stored in rechargeable batteries, with no internal combustion engine or fuel.
|
- Powered by electric motors using energy from large battery packs, charged via external sources like public stations or home chargers
- Improved range and faster charging times due to advances in battery technology
- Able to travel hundreds of miles on a single charge, depending on the model and driving conditions
- Many have regenerative braking systems that recover energy during braking to extend range
- Offers lower operating and maintenance costs, though initial costs may be higher
- Increasingly appealing to consumers due to Government incentives

We’d like to share a couple of important things to keep in mind when working on a transaction when a person has passed away.
Transactions with estates
For transactions involving estate situations, such as when a registered vehicle owner has passed away, we must follow the title regulations of the state the vehicle is titled in to understand what is required to be completed in order to continue. Please be sure to follow state guidelines and use appropriate state forms to avoid rejections.
Decedent’s POA
Please remember that a Power of Attorney cannot be used after the person granting the permission has passed away, because once that happens, those documents become void. Instead, Letters of Administration must be used with the executor signing for the decedent.

We have updated how we bill for manual MVR and shipping requests. If you run an MVR through Vitu, the billing stays the same. Also, if you use your own FedEx or UPS account, that will also not change.
What has changed is this: instead of invoicing you for your manual transactions at the end of the month, all manual transactions will be billed the day of service. The fees and how they are billed are described in the NTX Digital Titling User Guide.
MVR — fees vary by state
You can see the fee charges in your MSA (Master Service Agreement) and also, if you are running an MVR through Vitu, you'll see the fee associated with the state you choose.

- Once you run the MVR through Vitu, the fee is compiled and billed at the end of the day
- If a Vitu employee runs this for you manually, the fee is billed manually per MVR request the same day that the MVR was run
|
Completed transactions
Based on your contract, a charge for each completed transaction is billed to your account at the end of the day.
Shipping
We use your shipping account information and this is charged as agreed with that shipping company.
Vitu can ship on your behalf — $25 per shipment, manually billed at the time of shipment.
