If you have been contacted by the PPSO to book any GHC/HSA jobs directly with the agent on a NFC managed TSP, please contact NFC first before proceeding with the PPSO.
USTC recently released Advisory #25-0106. This advisory summarizes the transition of Shipments in Storage in Transit (SIT) under the Global Household Goods Contract (GHC) to the DP3 program. Some of these shipments have been booked and may resemble a normal DP3 shipment. Please take steps to review the origin address of the shipment and contact NFC if you suspect any are GHC SIT Deliveries. NFC will also be cross-referencing this list of GHC shipments that need to be rebooked in the DPS system.
The advisory lists responsibilities of both the PPSOs and the TSPs. Below is a highlight of the parts that will affect you at an agent level. It is important these steps are followed and NFC is immediately contacted with any concerns to ensure liability is handled appropriately prior to loading any of the household goods.
- TSPs will be compensated to repack the shipments, generate exception sheets, and are liable for Full Replacement Value.
- TSPs are required to follow the Claims and Liability Business Rules.
- TSPs will be required to provide weight tickets. (Please obtain new weight tickets at time of pickup and perform reweigh if reweigh criteria is met or requested).
IMPORTANT STEPS TO TAKE WHEN SERVICING:
- Thoroughly inspect all items (including wrapped or packed items) and verify that the inventory is accurate. Your agency must take Exception Sheets to document any damaged or missing items. Failure to document missing or damaged items on an Exception sheet will result in a 100% chargeback to your agency.
- If cartons have signs of damage, contents should be fully inspected and repacked.
- If there are items that are not listed on the original inventory, please note them on the Exception Sheet stating the condition of the item and that no inventory number was present.
- Confirm if a parts box is present and listed on the inventory. Note any exceptions.

Do not load or deliver any items with signs of mold, water damage, infestation or other major damage. Immediately contact NFC Operations for further instructions.
