Empowering Coconino’s Workforce: WIOA Presentation Highlights at FY26 Budget Session


The Coconino County Board of Supervisors recently held a special session as part of its Fiscal Year 2026 budget meetings. A key highlight was a presentation by Workforce Development Board Executive Director Billy Francis on the Workforce Innovation and Opportunity Act (WIOA). This federal legislation funds workforce development programs aimed at helping individuals—including veterans, youth, and those with disabilities—gain skills and access quality employment.


Director Francis outlined WIOA’s core mission: to build a skilled workforce aligned with local economic needs. His presentation emphasized five guiding principles, including integrated service delivery, regional economic development, and high-quality, transparent programming. He also highlighted WIOA’s focus on creating a strong talent pipeline and fostering collaboration between businesses, educators, and community organizations.

Supporting Veterans at the 13th Annual High Country StandDown


Coconino Workforce Development Board Title I‑B and Title III service providers hosted two information tables at the 13th Annual High Country StandDown, held at the Arizona State Veteran Home on May 25, 2025.


Staff from Eckerd Connects and the Arizona Department of Economic Security (DES) engaged with veterans and other job seekers, offering employment resources and individualized assistance.

Eckerd Connects is celebrating a new CDL earned in May

When this participant first came to us, she was juggling the challenges of single parenting, homelessness, and prior earnings of just $13 an hour in a housekeeping job. Despite these obstacles, she never gave up on her dream of a better life.


With our team’s support, she enrolled in a CDL training program — and showed incredible determination by commuting three hours round trip each day to complete it. 

Now, with her CDL in hand, she’s on the road to a whole new future — one where she can leave public assistance behind and build a stable, high-wage career in transportation.


Her journey isn’t over yet, but the transformation is already in motion. From survival to success — this is what investing in people looks like.

Program Highlight

Vocational Rehabilitation: Making a Difference


Here’s a look at some of the wonderful things Vocational Rehabilitation (VR) has accomplished over the past month. The VR program offers a wide range of services to individuals with disabilities, with the ultimate goal of helping them prepare for, enter into, or retain employment.


Wondering if VR might be a good fit for you?

You may be eligible for VR services if you meet all of the following criteria:

  1. You have a physical or mental impairment;
  2. That impairment creates a substantial barrier to employment;
  3. You need VR services to prepare for, obtain, retain, or regain employment; and
  4. You are capable of achieving a successful employment outcome with the help of VR services.

Each case manager typically supports an average of 80 clients, working diligently to help individuals reach their employment goals.


Client Success Story

Over the past three months, VR assisted an unhoused client who successfully completed training at Phoenix Truck Driving School. With the support of the VR team, she secured employment and has maintained her job for over three months. She expressed deep gratitude to Voc Rehab for helping her change the course of her life.
