2025 Road and Bridge Improvement Plans

Saline County engineer Justin Mader provided the Saline County Board of Commissioners with a quarterly update on the Road and Bridge program at the January 21 Board of Commissioners meeting.


Planned Projects for 2025

  • Asphalt Overlay and Patching: Scheduled for Water Well Road, from Ohio Street to Smoky Hill River Bridge, and Burma Road, from Smolan Road to Hedberg Road. At an estimated cost of $227,000 per mile for a 2-inch overlay, these improvements will help preserve the pavement and extend its life. (See the black line on the map.)
  • Chip Sealing: About 31 miles of roads are planned for chip sealing, which helps maintain road surfaces and improves drivability. This comes at an estimated cost of $27,500 per mile. (See the blue line on the map.)
  • Ohio Street Improvements: Ohio Street, from Mentor Road to Water Well Road, will be elevated and re-graveled, using a chemical base stabilizer for added durability. The design phase is currently underway. (see the orange line on the map.)
  • Schippel Road Bridge and Simpson Road Improvements: This project will replace a drainage structure near the Schippel/Simpson Road intersection and improve Simpson Road from Schippel Road to Campbell Road. Reece Construction was awarded the contract for $309,501.60, with $200,000 reimbursed by ARPA funds. Construction is set to begin in late Spring or Summer and is expected to last three and a half to four months.(See the brown rectangle on the map.)
  • Water Well Road Replacement: The Water Well Road bridge, which began in 2024, is expected to be completed by April or May 2025. The project's contract, awarded to King Construction, totals $825,548.62 (See the brown rectangle on the map.)
  • Reinforced Concrete Box Construction: Six deteriorating drainage structures will be replaced with reinforced concrete box structures. Design work is complete, and right-of-way acquisition and utility relocation are in progress. Construction is expected to begin in late 2025. (See the light blue circle on the map.)
  • Pipe Lining Projects: Twenty-one pipe locations are part of this project. Three sites were completed in 2024, with the remaining 18 planned for completion in March 2025. Mayer Specialty Services was awarded the contract for $554,463.95. (See green circles with stars on the map.)
  • Crack Sealing: Roads for crack sealing will be identified in early spring. (See the red line on the map.)
  • Aggregate Shouldering: Roads for aggregate shouldering will be identified in late fall. (See the green line on the map.


Ongoing and Completed 2024 Projects

As the county prepares for 2025, the following projects are already underway or completed in the last quarter of 2024:

  • Asphalt Overlay: APAC-Kansas completed all contracts for $1,227,244.31.
  • Crack Sealing: Pavement Pros completed work for $22,416.80.
  • Pipe Lining Projects: Three sites have been compiled, with the remainder expected to be finished in March 2025.
  • Strengthening Mobility and Revolutionizing Transportation (SMART) Award: Saline County received this Bipartisan Infrastructure Law (BIL) grant to obtain a drone and advanced survey sensors, which will allow for enhanced road surveying and data collection techniques. Delivery occurred in late 2024.


Saline County is committed to maintaining and improving its roadways and bridges, ensuring safe travel for residents and visitors. These projects address ongoing infrastructure needs and help prevent long-term deterioration, improving transportation routes.
