Meet The Board Candidates

Wayne DeBus

After graduation from Junior college I spent four and a half years in the US Air Force where I taught a course in electronic warfare electronics and also spent two years as an electronic warfare technician.

When I left the Air Force I returned to college for an accounting major, working as a junior accountant while in school and was promoted to the manger of accounting and eventually the Controller of the company.

After graduation I worked as the Divisional Controller over seven companies for the Lindberg Corporation out of Chicago.

I moved to the southwest and worked at several companies as Corporate Controller or co-manager of the company. I also spent time as a small business management consultant working for a national consulting firm.

After retiring I ran Tax preparation stores for ten years during the tax season.

My education includes associates degrees in electronic data processing, accounting and bachelors degrees in accounting and business management along with a certification as a CPA.

My wife and I moved to AZ and Villa Monterey III from Minnesota about 5 years ago. I grew up on a grain farm, graduated from Moorhead State as an undergraduate, and while teaching, earned my Master’s Degree from

St. Cloud State University.

My career in Minnesota spanned 37 years of teaching elementary education. During those years, I served as our building representative for 3 years and headed other building committees at the principal’s discretion.

I also officiated high school football, basketball, and softball, as well as college football. I have continued to officiate those sports in AZ as well. I have officiated for more than 50 years.

While in Minnesota, I was president of the St. Cloud Officials’ Association for over 35 years. We had approximately 225 members, and I assigned football officials remotely from AZ until last year.

I look forward to serving on the Board, as public service is important to me.

Removing "Designated Voting Shareholders" from CCRA Governing Documents

This ballot item will modify CCRA Governing Documents to eliminate the “designated voting

shareholder” concept. Currently, our documents require us to designate one voting shareholder per property (i.e. a “designated

voting shareholder”). We have not been doing

so. The removal of “designated voting shareholder” means that voting will follow Arizona statute [ARS 10-3721 Voting entitlement generally]. Arizona Statute 10-3721 states that every shareholder is entitled to vote and, if more than one shareholder votes (from a property), the vote shall be divided on a pro rata basis (e.g., if 2 shareholders vote from a property, then each vote counts 50%).

To view specifically what documents and sections of those documents would be altered, click on the below link.
