Dear Clean Coalition friends,

As the third quarter of 2026 comes to a close, the case for local clean energy is gaining urgency. Growing electricity demand, rising infrastructure costs, and threats to grid security are converging around a fundamental question: how can we make our electricity system more affordable, capable, and resilient while accelerating the transition to clean energy?

Two recent New York Times articles highlight why the answer must include distributed energy. A September 25 article explores efforts in Sweden to organize electricity around interconnected local networks that produce, store, and share power. A September 28 opinion piece makes the national security case for a more distributed grid that can contain disruptions and keep essential services operating when the wider system goes down. Together, these perspectives reinforce a long-standing Clean Coalition principle: empowering communities with local clean energy strengthens the electricity system as a whole.

This is the opportunity behind the Clean Coalition’s Grid Optimization by Leveraging Distributed Energy Resources (GOLD) initiative, featured in this newsletter. GOLD provides a framework for strategically deploying and coordinating solar, energy storage, electric vehicles, flexible loads, and other distributed energy resources (DER) to unlock more value from the grid we already have. These resources can balance energy, voltage, and frequency; accelerate connections for new generation and electricity demand; and, through properly configured Solar Microgrids and Community Microgrids, sustain critical community services during outages.

Realizing this potential requires utility planning, operating practices, and compensation mechanisms that recognize the full range of services DER can provide. A battery supporting its owner’s resilience can also relieve a local grid constraint. Flexible charging can help accommodate more electric vehicles using existing infrastructure. Compensating these contributions can improve project economics, broaden participation, and reduce the need for costly grid upgrades.

For the Clean Coalition, GOLD connects our work on local clean energy deployment, Community Microgrids, and policy reform to a shared objective: delivering an unparalleled trifecta of economic, environmental, and resilience benefits. The technology and early programs are already demonstrating what is possible. The opportunity now is to make these capabilities an integral part of how we plan, operate, and invest in the grid.

Building the Distribution Grid of the Future

Wednesday, 30 September 2026 at 10am

Join the Clean Coalition and SunSpec Alliance on September 30 for a webinar exploring how California can build a more flexible, resilient distribution grid that fully leverages distributed energy resources. Industry experts will discuss distribution system operators, DERMS, open-access distribution markets, interoperability standards, microgrids, and new approaches for integrating large loads such as data centers. The session will highlight how policy, technology, and market mechanisms can work together to better coordinate and compensate solar, storage, EVs, and other DERs.

Grid Optimization by Leveraging DER (GOLD) Initiative

The Clean Coalition’s Grid Optimization by Leveraging DER (GOLD) initiative aims to unlock more capacity from the existing distribution grid by strategically coordinating distributed energy resources through a location-specific virtual power plant (VPP). Through a proposed California Energy Commission demonstration, GOLD is targeting a 25% increase in distribution feeder carrying capacity, helping utilities accommodate growing electricity demand while reducing the need for costly grid upgrades.

Striking GOLD: Using Distributed Energy Resources to Optimize the Electric Grid

GOLD delivers value through grid balancing, speed-to-power, and resilience. Our latest blog post explores how compensating batteries, smart inverters, electric vehicles, and flexible loads for services tailored to when and where the grid needs them can improve project economics and lower deployment costs. By implementing GOLD, broader DER adoption then creates more flexibility to accommodate electrification and connect new resources while reducing the need for conventional grid upgrades.

Cultivating Resilience Roots & Clean Careers

Clean Coalition Executive Director Craig Lewis recently presented at SoCalREN’s Q3 Regional Workforce Alliance Meeting in Santa Barbara, highlighting career pathways in renewable energy and the growing role of microgrids in strengthening regional resilience. Craig emphasized the importance of aligning clean energy careers with mission-driven work and showcased real-world Clean Coalition projects.

Utility-Scale Solar Ordinance Passes Santa Barbara County Board of Supervisors

The Santa Barbara County Board of Supervisors approved the Utility-Scale Solar Ordinance in a 4-1 vote, including new provisions for solar and battery storage projects. The ordinance allows up to 0.25 acres of standalone Tier 1 battery storage with 50-foot setbacks from sensitive receptors, while smaller Tier 1 solar-plus-storage projects are exempt from the setback requirement. It also clarifies that behind-the-meter battery systems for homes and businesses remain allowed.
