Airport Operations Center Coordinator

 

Under general supervision, assigned to staff the Airport Operations Center (AOC), coordinating operational activities at the City’s International Airports, performing a variety of duties to support incident response and other activities concerning security and public safety; and performs related duties as required.

 

ESSENTIAL DUTIES: 

Monitors and coordinates operational activities at City Airports to identify any security, public health, or public safety incidents. Receives information on daily operational activities at City Airports and issues daily situation reports to agencies represented in the AOC.

Issues notifications to airport stakeholders, the traveling public, and senior executives on incidents occurring within the Airports as identified in job aids and in coordination with supervisor.

Coordinates the initial response to emergency incidents at Airports amongst agencies represented in the AOC, including initiating conference calls amongst senior leadership in response to incidents.

Monitors calls received and dispatched by the AOC to quickly identify any issues needing to be addressed and coordinates the different CDA sections and agencies that may assist.

Notifies supervisor of emergency situations, escalated police, fire or security incidents and other incidents requiring an emergency management response. Monitors special events occurring at O’Hare Airport and provides operational updates as warranted.

Updates and briefs staff at start of shift on previous shift’s reported incidents, upcoming airport activities and other information with potential impact on communication center’s call taking, monitoring and dispatching operations.

 

Coordinates response to maintenance requests and social media inquiries to ensure quick resolution of facilities or operational issues. Consolidates data from internal and external agencies to form a visual representation of airport activities and allow for reliable information and open communications to the Airport’s stakeholders.

Coordinates information for planning and response with Incident Management Center staff when activated. Maintains and reviews logs of events to be used by emergency operations personnel. Performs other job-related duties as assigned.

 

DAYS: Varies, 3 shifts operating on a 24H basis, 24/7/365 availability required.

HOURS: 7am-3pm, 3pm-11pm, 11pm-7am

LOCATION: O’Hare International Airport.

SELECTION REQUIREMENTS:

Previous experience in an Aviation related Operations center.

Previous experience in a Dispatching Operations Center.

Level of expertise working with Computer Aided Dispatching software or any Communications or Operations management software.

OVERVIEW: Under direction of the Deputy Commissioner – Development, the projects administrator manages and directs the development, design, and construction workload of the Chicago Department of Aviation at Midway International Airport, and performs related duties as required and assigned by the supervising Project Manager.

The position involves a comprehensive administrative effort applied to the capital improvement program and to projects proposed by Tenants with standing agreements with the Department of Aviation at Midway International Airport. The position assists in the development, design, and construction phases of all airport capital improvement projects at Midway International Airport. The position will administer all activities of Tenant-proposed projects, including providing technical and operational input through development, design, and construction on behalf of the Chicago Department of Aviation.

The position will also assist in the management of consultants involved in development and design at Midway International Airport for the Chicago Department of Aviation. The position assists in overseeing the activities of various construction firms that hold design-bid-build, JOC, and term contracts with the Chicago Department of Aviation. The project types include tenant retail improvements, airline improvements to leased space, airfield runway/taxiway improvement projects, general infrastructure improvements and renovations, and large-scale facility projects. The position leverages construction industry and aviation industry best practices.

ESSENTIAL DUTIES:

               Assist in the management of a major scale capital program and projects of significant size and scope.

               Assist in the preparation and management of project programs, budgets, and schedules.

               Functions as a specialized advisor to senior management or as a technical specialist to Working Group Committees, to provide progress information to resolve complex project issues as requested or required by the City and/or the Department of Aviation

               Monitors project implementation and reviews project requirements with assigned project consultant and in-house staff, to ensure that projects are completed on time and within budget and follow all City of Chicago Aviation policies and procedures.

               Assist in the management of a portfolio of projects from cradle to grave and helps direct the functions of the assigned team, including the coordination the development of contract scopes with the airport end users to deliver the objectives of the Chicago Department of Aviation

               Guides multiple projects and multiple teams operationally in each phase including pre-construction, construction, closeout, and post-construction services to bring the projects in on time and within budget.

               Assist in the management of in-house staff and consultants in the preparation of scope of services, budgets, and specifications for projects; established timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives.  

               Aids on the regulatory review process and compliance of projects with local, state and federal authorities having jurisdiction.

               Monitors services provided by contractors and consultants ensuring contract provisions meet program specifications.

               Review bid requirements for projects ensuring all aspects of the project are documented and accounted for

               Assists in the development of terms and conditions, negotiations, and award of contracts.

               Promote a collaborative philosophy with all contractors, consultants, and project team members.

               Attend pre-bid meetings, walk-throughs, and site visits.

               Performs other related duties as required.

Under immediate supervision, performs physically demanding labor and assists skilled trades workers at construction, maintenance, and repair project sites of public facilities or in the public way including streets, roadways, runways, taxiways and airport service roads; water distribution structures, sewer/drainage structures, bridges, and viaducts, and performs related duties as required.  

 

Duties:  

  • Prepare work sites by digging trenches, tunnels, shaft excavations, and backfills as required.
  • Remove dirt and clear obstructions from various work areas (e.g., sewer mains, catch basins, valve basins, electrical vaults, and manholes) as directed.
  • Set and remove braces and shoring equipment, and drive sheeting to support excavation sites per OSHA standards.
  • Install, repair, and/or remove concrete and masonry retaining or bearing wall(s).
  • Demolish old pavements, sidewalks, curbs, gutters, sewers, and catch basins as directed.

New CTA Campaign Highlights Dangers of Going on Tracks 

Public-awareness messages aim to foster awareness, educate customers to improve safety 


As part of its continuing focus on customer safety, the Chicago Transit Authority (CTA) today announced the launch of a new awareness campaign reminding ‘L’ riders about the dangers of trespassing on CTA’s railroad tracks. 

The campaign features a series of messages warning of the dangers of activities such as trying to retrieve mobile phones, purses or other items dropped onto the tracks; standing too close to the platform’s edge; or playing around on the tracks when no train is in sight. The campaign aims to remind riders that going onto the tracks for any reason is trespassing and can lead to serious, life-changing injury or death. 



“Safety has always been and will always be our No. 1 priority, in every facet of our operations,” said CTA President Dorval R. Carter, Jr. “We hope this campaign will be an important reminder to our customers, and we believe it will help further promote safe behavior on our rail system.” 

CTA has long used awareness campaigns to promote safety, including the successful “Stay Off the Tracks” campaign current seen throughout the system. 

Customers who enter CTA tracks, known as the rail right of way, face not only the danger of oncoming trains, but also that of the electrified third rail, which carries 600 volts used to propel trains—a level of electricity that is almost always lethal. 

So far in 2023 through August, CTA has received more than 1,100 reports of people entering the right of way, one of the most common being riders who jump off a platform to retrieve a dropped mobile phone, to trespassers attempting to walk on tracks between stations, or individuals committing vandalism or graffiti. The overwhelming majority of instances involve people purposefully going onto the tracks. In 2022, there were 1,860 reports, which was down from 1,987 in 2021.

 

“No customer should ever enter the rail right of way, for any reason,” said Nancy-Ellen Zusman, CTA’s Chief Safety and Security Officer. “A customer who drops an item can inform a CTA station employee, all of whom have received proper safety training and can communicate with CTA’s Control Center to slow or stop trains or remove power as needed.” 

In addition to the dangers of going on to the tracks, trespassers also cause delays to rail service, as trains are required to stop to ensure safety. So far this year, trespassing has resulted in more than 90 hours of delays across the CTA rail system. 

This latest campaign complements CTA’s existing rail safety information, including signs along the tracks, at every rail station and in every railcar, as well as safety brochures, website information and other materials. The new safety campaign messages will appear on digital screens, and on car cards in railcars and at rail stations throughout the CTA system. 

“This campaign will expand and reinforce the important safety messages we provide our customers every day,” Carter said.
