Structured Development and Evergreen Real Estate Group Celebrate Opening of Schiller Place Apartments on Chicago’s Near North Side

Fully leased, three-building apartment development comprises 48 units of mixed-income housing

 

CHICAGO (Nov. 14, 2022)Structured Development and Evergreen Real Estate Group, along with Ald. Walter Burnett Jr. and representatives from the Chicago Housing Authority (CHA), Illinois Housing Development Authority (IHDA) and other project partners, came together today for a ribbon-cutting ceremony for Schiller Place Apartments, a three-building, 48-unit mixed-income rental community at 711, 731 and 749 W. Schiller St. on Chicago’s Near North Side.

 

Located immediately south of Structured’s award-winning NEWCITY development, on land that was formerly home of the Isham YMCA, Schiller Place is helping preserve housing affordability in the Clybourn Corridor. It comprises three four-story elevator buildings, each with eight one-bedroom and eight two-bedroom apartments. Demonstrating the demand for attainably priced housing, all 48 units are fully leased.

 

“The development of Schiller Place fulfills a promise to help bring more inclusionary housing to Chicago’s Near North Side,” said Mike Drew, founding principal of Structured Development. “We, like Ald. Burnett and the city of Chicago, want to ensure longtime residents of the neighborhood are not displaced by ongoing development. Schiller Place is a model for the kind of inclusive housing that the city wants to promote, where people across income levels can live together and benefit from the same community amenities.”

 

“Schiller Place aligns with our mission of creating quality housing for all Chicagoans, including disadvantaged groups that historically have had few options available to them,” said David Block, director of development for Evergreen Real Estate Group, which is leasing and managing the property. “As with many of our past projects, we truly appreciate our partnerships with city and state agencies like IHDA and the CHA, as well as elected officials and the many project partners who worked tirelessly to bring this project to fruition.”

 

Apartments at Schiller Place include six market-rate units, 24 reserved for CHA residents, 13 set aside for households earning up to 60% of the area median income (AMI), and five rented at 30% AMI. Five of the units have a preference for veterans and an additional five will house individuals sourced through the Statewide Referral Network, which works with households earning at or below 30% of AMI, with a head of household who has a disability or illness.

Apartments feature vinyl flooring throughout the unit; an appliance package including a refrigerator, range and dishwasher; and in-unit washer/dryers. All buildings will have a buzzer entrance and an elevator. The three buildings will share 18 surface parking spaces. 

 

GMA Construction, a Minority Business Enterprise (MBE), Veteran-Owned Small Business (VOSB) and Section 3 firm, served as general contractor on the project, which was designed by architecture firm Bailey Edward.

 

Funding for Schiller Place included federal 4% Low Income Housing Tax Credits awarded by IHDA and syndicated by Hudson Housing Capital; Illinois Affordable Housing Tax Credits awarded by IHDA, syndicated by Clocktower Tax Credits and sponsored by Housing and Human Development Corp., which will provide on-site social services to residents; a permanent loan from the Illinois Affordable Housing Trust Fund provided by IHDA; predevelopment financing from IFF; construction financing from CIBC Bank; and a first mortgage from IHDA.

 

The new community is located across the street from a Mariano’s grocery store that is part of the NEWCITY complex and close to other shops, restaurants, banks and healthcare services along the Clybourn Corridor. Also within walking distance are several parks, the Wild Mile Chicago and several public transit options, including the North/Clybourn Red Line station and several bus lines. 

 

Located less than 2 miles from downtown Chicago, Schiller Place offers easy access to DuSable Lake Shore Drive and I-90/94.

Construction/Design:

·   Assist with creating a scope and budget for the Hilton Hotel future renovation project to be presented to the ORD Airlines Committee for approval and funding.

·   Participate in all aspects of RFP process related to hotel renovation, including but not limited to: -pre-bid meetings, walk through, site visits -development of terms and conditions, negotiation, and award of contract(s) -pre-construction, construction, close-out, post-construction phases.

·   Prepare periodic reports on the status of operations for the Hotel.

·   Support the Project Manager to ensure that hotel entities develop and monitor internal controls to safeguard hotel assets. Maintain adequate internal control over revenues, expenses, assets and liabilities of the hotel.

Airport Facilities Manager (O’Hare)

 

ESSENTIAL DUTIES: Conducts walk-throughs and inspects terminal facilities to assess cleanliness, safety and general appearance of all areas and to identify deficiencies.

Initiates work orders requesting additional maintenance and needed repairs from appropriate work groups and personnel.


Monitors planned construction projects in terminal areas ensuring airport tenants acquire required building permits and that necessary safety measures are in place.

 Inspects areas under construction to ensure work complies with airport construction code standards. Has positive interaction with passengers to promote a positive customer experience.

Ensures a well-managed and well-maintained facility, inspecting completed maintenance and repair work and working with in-house staff and contracted vendors to ensure standards are met.

Substance Abuse Counselor is responsible for conducting comprehensive assessments, preparing consumers for change utilizing motivation interviewing (MI) techniques, develop treatment plans, monitor, and document change processes, and discharge consumer. RESIDENTIAL

Case Manager (NGRI) will be responsible for providing structured reintegration services to safely transition individuals adjudicated Not Guilty by Reason of Insanity (NGRI) from the State Operated Psychiatric Hospital (SOPH) to the community with the goal of decreasing secure inpatient lengths of stay, reducing readmission and recidivism. They will provide clinically appropriate Medicaid billable services based on an individualized treatment plan, liaison with the SOPH to ensure consumer transition to the community, prepare and submit statutory reports to the criminal court, provide access to Individual Placement Support (IPS) where possible, develop plan for progressive privileges & monitor compliance with the conditional release plan in collaboration with the Forensic Community Administrator and streamline re-hospitalization when necessary. This position also ensures that all services rendered meets rules and regulations of the Illinois DHS Division of Mental Health via Rule 132. Qualifications: Bachelor’s degree from an accredited college or university in Psychology, Social Work or other social service-related field, or LPN or RN License with a minimum of two (2) years of Psychiatric Experience. Valid Illinois driver’s license. Reliable transportation and willing to transport members to appointments and for other services. Experienced with Electronic Health Record (EHR) preferably Carelogic computer system.

 

Residential Coordinator is responsible for the overall operations of the residential facilities including services, security, maintenance, and the upkeep of the property. Also assures the program meets all regulatory and funding guidelines. Qualifications: 3 years of Social Services experience, preferably in a residential setting. Bachelor’s degree in the social service area (i.e., Psychology, Social Work, Social Services, etc.).

 

Residential Assistant is to provide supportive milieu to help stabilize a person experiencing a psychiatric/emotional crisis and to work with the supportive living facility residents to develop independent living skills. Qualifications: High school diploma or equivalent. One year’s social service experience.

 

Residential Services LPN serves as a member of the Residential team that promotes a secure and supportive milieu. The person has primary responsibility for dispensing and monitoring medication residents. In addition, the Nurse is also expected to teach and promote the development of community living skills. Mobile Crisis Case Manager (MCCM) facilitates engagement in services post crisis intervention and stabilization. MCCM ensures firm linkage (warm handoff) to preferred provider and tracks client’s engagement in treatment at 7, 14, and 30 days. The MCCM completes discharge and after-care plans and ensure linkage (i.e., warm- handoff) to appropriate services both internally and externally. Qualifications: Minimum of Bachelor’s degree in a human services field. Masters in a human services field preferred. Experience in emergency psychiatric and crisis intervention preferred. Access reliable transportation and be willing to transport clients. Knowledge of or experience in mental health or chemical dependency fields preferred. Must meet minimum requirements for MHP or QMHP. Must possess cultural competency. Bilingual preferred.

 

DEVELOPMENTAL TRAINING

Supportive Employment Services Director is responsible for the oversight and operations of the employment program (IPS, SEP). The Director is responsible for creating, expanding and maintaining partnerships in the community to ensure adequate placement of members on job sites. Director works collaboratively with other treatment programs using a strength based, client centered and trauma informed approach. Qualifications: Master’s degree in Human Services or relevant field. Licensed LCSW, LCPC, LMFT, Psychologist preferred, not required. IM+CANS knowledge and certification. Prior supervisory experience preferred 

 

Individual Placement Specialist is responsible for the provision of effective structured intervention techniques that would ultimately empower the consumer in obtaining and maintaining competitive employment in the real employment world. Qualifications: Bachelor’s Degree in Mental Health or related field. At least 3 years of work experience with the mentally ill population.

 

Developmental Training Counselor Aide is responsible for assisting Training Counselors with providing skills training, direct treatment and habilitation services to adult male and female consumers who are developmentally challenged and in some cases, dually diagnosed with mental illness. Qualifications: High School Diploma. Certified as a Direct Support Professional (DSP) or successfully the DSP classroom-type training and score a minimum of 80% within 60 days of hire. Have at least one year of work experience with the developmentally challenged/mentally ill population.

Case Manager (After Care) primary responsibilities include performing case management, individual counseling/therapy, prompt intervention, assessment, treatment planning and implementation, as well as monitoring services for an assigned caseload comprised of mentally ill and developmentally challenged individuals. Additional duties include outreach, medication monitoring, medication training and electronic records keeping in compliance with agency policy and procedures.
