Additional Phase 3 Regulations Comment Period

The City has released updated Draft Phase 3 Regulations language for Cambridge’s Building Energy Use Disclosure Ordinance (BEUDO). There is a second public comment period open through March 30. Most of the updates are contained in Section X, which outlines the process for Hardship and Deferral Plan applications. These plans are designed for Covered Property Owners seeking temporary relief from BEUDO Emission Reduction Requirements while maintaining compliance. or those looking to make administrative modifications to the way their Covered Property complies.


Owners who apply to the BEUDO Review Board for approval of Hardship and Deferral Plans must demonstrate that their Covered Property is eligible. A new Phase 3 Procedures document details the eligibility criteria, including the documentation necessary to establish building ownership, demonstrate financial constraints, and outline planned improvements.

Owners of Covered Properties, or their designated affiliate, should create a BEAM Owner Account in order to view information related to BEUDO compliance. Then, please use the form below to provide up to five official contacts that will 1) have access to building data in the owner portal and 2) receive communications regarding your Covered Property.

Property Configuration Form and Alternative Baseline Selections Due


The deadline to submit the Property Configuration Form has passed. This form must be completed by the Owner or Owner representative of each Covered Parcel. The configuration of the building(s) on your Covered Property will determine your Emission Reduction Requirements under BEUDO. If you're unsure whether you need to submit this form, use the BEUDO Covered Properties Tool.

If you want to request an Alternative Baseline, you must submit Alternative Baseline Form immediately. Use the Baseline Selection Calculator to better understand if you should use this option.

2025 Benchmarking Data Due May 1



Benchmarking of 2025 data is due to the City by May 1, 2026. Owners and account managers will follow the same process as in past years. Beginning in April, the City will email Owners regarding the status of their data.
