Legislative Report #05 - February 5, 2024

Dear John,,

This Session has been noteworthy and not in a good way. The anti-gun legislators have adjusted their strategy and filed a number of bills intended to make gun ownership as difficult and expensive as possible.

Senate Judicial Proceedings (JPR) Committee Chairman Will Smith has decreed that any bill which was offered in a past Session will not receive a full hearing. Only 2 proponents and 2 opponents will be permitted to offer oral testimony. This despite the fact that there is a new member on the JPR Committee. NOTE: Gun owners can still offer written testimony.

The response from gun owners has so far this Session been anemic. 2A Maryland's Legislative Reports are designed to keep you informed and give you the tools to take action. Simply reading our reports is not enough. Even if you cannot come to Annapolis, you can create a profile (see instructions on 2A Maryland's website), sign up to testify virtually via Zoom and/or submit written testimony. Don't forget emails and phone calls if you are computer challenged, we have provided contact information via links in our emails an on our website. Bottom line, we need your help!

Dangerous Bills Filed this Session

Three dangerous bills have been offered this year which strike at the heart of our community.

House Bill 0430 will require that every person who carries a loaded firearm but have a $300,000 liability policy. This is not limited to carry permit holders. It will impact hunters, trap shooters, casual shooters, 4H and Scouts. Even non-federal law enforcement officers will be subject to this requirement.

House Bill 0935 / Senate Bill 0784 will impose an 11% excise tax on firearms, ammunition and various firearm accessories. The proponents claim this tax targets industry profits and not the consumer. They are lying. The cost of business is ultimately paid by the consumer.

House Bill 0947 / Senate Bill 0488 is intended to circumvent federal protections for the lawful commerce of firearms and open the floodgates to a barrage of frivolous lawsuits seeking the force firearms manufacturers and dealers out of business by holding responsible for the unlawful acts of criminals.

HB 0329 Public Safety – Handgun Permits – Expiration and Renewal Periods for Retired 2 Law Enforcement Officer (Cross-filed with SB 0102)

Increasing the time period a wear and carry permit is valid from 3 years to 5 years for retired law enforcement officers ONLY. This bill is a “carve out” which, as a matter of principle, we cannot support as written. The bill must be amended so the 5-year renewal will apply to all citizens.
