60 Units Acquired for Low-Income Households!
The Park Meadows Apartments
In 2002, Partners in Housing and Rocky Mountain Community Land Trust formed Park Meadows Affordable Housing LLC and acquired the Park Meadows Apartments. These 60 units, in 15 four-plexes are all 2 bedroom units with nice kitchens and in-unit laundry facilities. The complex is in a great neighborhood and close to a park! The investment in this property provides housing to low-income households in the community.

Based on income, ranging from 30% Area Median Income (AMI) to 80% AMI, these units are restricted to ensure they are housing community members who qualify for the reduced rental rates. Households also never pay more than 30% of their income. At this time, Partners in Housing also uses 5 apartments for families in our Family Self-Sufficiency Program.
This acquisition was reliant on support from the City of Colorado Springs and the Colorado Division of Housing through their HOME funding programs and through a serviceable loan from Colorado Housing Finance Authority (CHFA). These funding sources include land-use restrictions that will maintain long-term affordability of the apartments to support affordable housing.
Steve Price, a real estate broker with Commercial Investment Real Estate, was instrumental in the negotiations and worked diligently with the staff of both Partners in Housing and Rocky Mountain Community Land Trust to help the agencies reach the acquisition goal! Steve said this about his involvement:

------- Renovations Made to the Park Meadow Apartments! -------
In 2014, the El Paso County Housing Authority (EPCHA) invested funds and along with CHFA facilitated a refinance and renovation of the property. Buildings were painted, the parking lot repaired, and roofs replaced with generous funding from EPCHA!

------- A fire destroys one of the Park Meadow buildings -------
In August 2019, one of the buildings (4 apartments) was affected by a fire from an outdoor grill. Our insurance provider covered the reconstruction costs and the units were back in use as soon as the work was completed.
Partners in Housing is very grateful to Pikes Peak United Way - El Pomar Emergency Fund for funding granted to temporarily house the displaced families until they could move back in or to other apartments when they became available.
