Union construction workers building the Green on Fourth Apartments near the University of Minnesota were treated to a “worker appreciation lunch” September 13 by the AFL-CIO Housing Investment Trust. Union pension funds invested with HIT are helping to finance the $56.2 million project and creating 250 union construction jobs.
“All of you who are working on this project are investors in the HIT,” said Ted Chandler, HIT’s chief operating officer, who was one of several speakers at the lunch. He noted that HIT has invested “more than $300 million in 10 projects in the Twin Cities in the last 18 months.”
Since its inception, HIT has invested more than $864 million in 53 Twin Cities area projects, creating 7,060 union construction jobs. “The pipeline is strong; there’s still more to do up here,” Chandler said.
Green on Fourth will include 243 units, of which 66 will be affordable to people earning 60 percent or less of median income. The project will include amenities such as rooftop patio with a firepit. Frana Companies is the project’s general contractor.

Local 322 member Jeff Peterson is running for a seat in the Minnesota House of Representatives in District 32B, which includes Center City, Chisago City, Lindstrom, North Branch, Stacy, Taylors Falls and Wyoming, MN.
“Jeff has been a strong and vocal supporter of the Carpenters Union for the nearly 20 years that he has been a member,” said Executive Secretary-Treasurer John Raines. “He has served as a Local officer, a Delegate, and as a staff member. Through all of those positions he has learned the ins and outs of such complicated union issues as prevailing wage, payroll fraud, misclassification of workers, pensions, health care and so much more.”
Peterson also served as chair of the Carpenters Credit Union for four years, and represented the Carpenters on a number of Building Trades committees.
“Jeff has been a leader in our organization and I look forward to him representing working people in the State of Minnesota,” said EST Raines. “Families need a champion who will protect the Middle Class, not profit from them.”

Introducing our oldest member,
Howard Ostrue at 100 years, 10 months, born December 7, 1917 with 63 years and 2 months of continuous service. Howard came into membership with Local 1644 on August 26, 1955.
Roger Oppegard is a close 2nd at age 100 and 10 months, born only 10 days later on December 17, 1917. Roger has 64 years and 11 months of service, initiating into the Union with Local 957 on November 6, 1953.
Neil Skildum with 76 years and 7 months of continuous service at age 96 is Local 322's member with the most service years in the Carpenters Union. Neil came into membership with Local 87 on March 2, 1942.
Lodge Ostroum is a close 2nd with 76 years and 3 months of continuous service also at age 96. Lodge joined the Carpenters Union with Local 87 on July 10, 1942.

JANUS V. AFSCME

The Supreme Court ruled 5-4 this summer in Janus v. AFSCME that non-
union workers cannot be forced to pay fees to public sector unions. This is the most significant change to labor law in decades and you may be asking, how does this affect me as a Union Carpenter?
In some ways, it doesn’t have a direct impact on our union. The ruling only directly affects public sector employees and we have very few members who work in that sector. It is very evident that the purpose of the court case and the mission of its proponents is to have a detrimental impact on all unions, and working people across the country. The decision certainly left open the opportunity for a future court to make a similar ruling against private sector unions in the future.
Even though it doesn’t have a direct impact on our union, the impacts are likely to be felt for a long time in a continued effort to drive down wages, benefits, area standards, and bargaining power of working people.
Elections have consequences in terms of who has the power to make sweeping decisions. Sometimes that occurs at the Legislative level. Other times there are executive branch decisions that can help or harm working families. Lastly, there are judicial branch decisions, especially sweeping decisions by the U.S. Supreme Court, that will have social and political ramifications for years. The Supreme Court has been closely divided over the last number of years, but it looks like-with recent appointments-that it will be much more conservative and anti-working class for the foreseeable future.
In a country where many already feel disenfranchised with our government and a public that is motivated by hope, it’s time for people to rise up and take action against those who do not support the Middle Class. Even in the face of this discouraging news, it is important for ALL union members to stay strong, to organize, to continue focusing our efforts on our members and to VOTE.

What is Prevailing Wage?
Prevailing wage is a system in which contractors and subcontractors working on construction projects that are either partly or entirely state or federally funded are required to pay their employees no less than a particular amount that is determined by the Department of Labor and Industry. To find the prevailing wage in the county in which you are working, please visit

Payroll fraud takes many forms. From paying employees in cash to misclassifying workers as "independent contractors" and running other scams. By doing this they are avoiding workers compensation, unemployment insurance and basic payroll taxes. The UBC, North Central States Regional Council of Carpenters and affiliates are fighting against Payroll Fraud with the help of the Fair Contracting Foundation, which employers and the union contribute $0.02 for each work hour.

CHARGED BROUGHT AGAINST MN CONTRACTOR
Labor trafficking, theft by swindle and insurance fraud charges were brought against Twin Cities contractor Ricardo Batres, owner of American Contractors and Associates. Batres brought in undocumented workers and threatened to report them to immigration if they complained about being underpaid and working in unsafe working conditions. If convicted, Batres faces up to 45 years in prison.

As you know, member dues are what keeps our organization functioning. By paying your union dues on time, you provide your Union with the funds it needs to represent you.
What is Arrears?
Arrears is a status a member enters into after being more than 3 months behind in their monthly window dues. The only way to get yourself out of Arrears is to pay your balance in full through the end of the current month.
For example, if you owe dues for July, August and September, effective September 30, when the membership system syncs that night, your status changes from Goodstanding to Arrears. The only way to get yourself out of Arrears is to pay July, August, September and October dues plus the $5 late fee for being 3 months behind. Dues are charged and payable on the 1st day of each month.
What happens when I fall into Arrears?
- May be asked to leave the job until dues are paid current
- Ineligible for the MetLife Insurance (should a claim arise while you are in arrears, you may be ineligible for this benefit)
- Cannot hold a union officer or delegate position or vote in a union officer/delegate election
- Ineligible for Funeral Donation benefits
- Will be immediately removed from the MIX 2020 Out-of-work list
- Ineligible to receive stipend from the apprenticeship program
- Cannot attend union meetings
- Your name will appear on a list of members in arrears at our monthly membership meetings (your name and arrears months only)
What is Suspension?
Suspension of membership occurs once a member becomes more than 6 months behind in their monthly window dues. The only way to get back into Goodstanding is to pay the balance in full through the end of the current month.
For example, if you owe dues for April, May, June, July, August and September, effective September 30 when the membership system syncs that night, your status changes from Arrears to Suspended.
What happens when I fall into Suspension?
- Will be asked to leave the job until dues are paid current
- Ineligible for the MetLife Insurance (should a claim arise while you are in suspension, you will be ineligible for this benefit)
- Cannot hold a union officer or delegate position or vote in a union officer/delegate election
- Ineligible for Funeral Donation benefits
- Ineligible to be on the MIX 2020 system
- Ineligible to receive stipend from the apprenticeship program and may be dropped from the apprenticeship program
- Ineligible to attend local union meetings or any training
- You are no longer a member and must pay your back dues in full to get back into Goodstanding. Only full payment of all back dues and fees will reinstate your membership.
- If you are in Suspended status for more than 2 years, you must re-initiate back into the Union by paying a re-initiation fee and have employment with a Union contractor.
To stay current on your dues, set a reminder on your phone to pay your dues by the end of the current month, set up automatic payments through your bank or by filling out the authorization form to have your dues automatically deducted from your savings contributions (contact the Local office for the authorization form), get in the habit of scanning your UBC Training Verification Card (TVC) to see your current dues paid thru date to stay on top of your dues.
Please don't wait to receive a late notice in the mail. Local 322 ends up paying roughly
$10,000 each year
to send out these late notices.

Looking for a way to have your dues paid automatically each month?
There are a couple of options available to members:
Don't forget you can scan the QR code on your Training Verification Card to see not only your training/certs but also your dues paid through date!

OPTION 1
Set your dues up on automatic payments through your savings contributions.
Please read below in its entirety if you plan on signing up for this option.
- First obtain a copy of the savings deduct authorization form from the Local office by calling (651) 379-0272, stopping into the office or by sending us an email and requesting one at local322@ncsrcc.org, subject line "Savings Deduct Authorization", include your name and mailing address and one will be mailed to you.
- This process takes approximately 2-3 months to begin once the form has been received by this office. Often times it only takes 1 month, depending on when the form is received by this office and processed by the Fund office.
- These payments are NOT deducted from your account at the Carpenters Credit Union. They are deducted from the savings contributions your employer sends to our Benefit Fund office Wilson McShane. Wilson McShane takes the $28 out of those savings contributions and sends it to Local 322 each month (or whichever Local you are a member of), then the remaining savings contributions are sent to your account at the Carpenters Credit Union.
- Please note that this plan only works if you are working. In other words, if you are laid off or have short work hours or your employer is late in remitting your benefits to the Fund office, your dues will NOT be paid and you will need to self-pay during that time. If you are working out of town, this may cause an issue or at least a delay in your dues being paid. If you ever question why your dues were not paid, please contact the Fund office, Wilson McShane at 952-851-5788. Only they can help determine why your dues were not paid while under this payment plan option.
- If you are behind in your dues and sign up for this option, please also note that only 1 month worth of payments can be deducted at any one time and will NOT get you caught up with your dues if you somehow fall behind.
OPTION 2 (Most preferred payment option)
Set your dues up on automatic payments through your bank. So long as there is money in your account, your payment will be made.
- Most banks have an automatic bill pay option through your checking account.
- Your bank will ask you for the biller's information. They are asking whom you are paying, how much would you like to pay and when. Set up the send to information as: Local 322, 730 Olive Street, Saint Paul, MN 55130. They may ask for an account number (an account number you would have with us can be your Member ID number). It is up to you what frequency you would like to pay; monthly, bi-monthly, quarterly, and so on.
- Contact your bank for more information.
Did you know that Local 322 spent nearly
$50,000 in credit card fees
over the last year? That's up nearly $20,000 from the previous year. We strongly encourage you to make every effort to pay your dues using one of the above options, sending a check or money order in the mail or stopping into the office and paying by cash or check. We realize credit cards are a convenient form of payment, but please consider how much of the dues you are paying ends up going towards these fees that could be going towards something else.

The first step in applying for your pension is to request an Application for Benefits from the Fund Office (Wilson-McShane/Carpenters and Joiners Benefit Funds) by calling 952-851-5788 or download the
Application for Benefits.
You will want to do this 90 days prior to the date you want your monthly payments to begin.
Pension benefits are usually effective on the first day of the month following the month conditions for the Pension benefit are met, including filing of a Pension Application for Benefits. If you file your claim for benefits too soon, you will be asked to complete a new application closer to your expected date of retirement.

Don't forget to contact the Local to apply for reduced retired dues.
Along with your application for pension benefits, you'll need to include the following information:
- Copy of your birth certificate or acceptable proof of age
And, if applicable,
- Copy of your spouse's birth certificate;
- Copy of your marriage certificate;
- Copy of divorce decree(s), even if you are presently re-married;
- Copy of any Qualified Domestic Relations Order(s)
If applying for Disability benefits:
- Copy of your notice of Social Security Disability Award Letter, which must include the date the disability was awarded.
When your application is received by the Fund office, along with the applicable documents, it will be reviewed to ensure all required documentation has been submitted. The Fund Office will request additional information as needed. Your pension benefit will be calculated and correspondence sent to you explaining your pension benefit options. You will need to complete the benefit option election form and accompanying forms, which should be returned to the Fund office for final processing.

: Register for MIX 2020 by calling 1-855-456-2141
Have your Member ID number (found on your TVC U-xxxx-xxxx) and PIN number ready when you call (your initial PIN is the last 4 digits of your SSN).
IMPORTANT NOTE: You must call in monthly to remain on the MIX system.
Step 3
: Answer your phone when you receive a call from MIX 2020. If you do not pick up, the system will try to leave a voicemail - make sure your mailbox is set up and has room for new messages.
Save 1-855-456-2141 in your phone as "JOB OFFER" and set a special ringtone so you know when a job call is coming in.
**Don't forget to register for Unemployment
As of October 23, 2018, the total number of Local 322 members on the MIX 2020 Out-of-work list are 15 Apprentices and 44 Journeyman.

The Beneficiary of a member who has passed away (meeting the criteria required) may be eligible for a $1,000 funeral donation benefit from the United Brotherhood of Carpenters and $200 from Local 322. Further details on these benefits, other benefits available and eligibility criteria can be found

What is the 212 program all about?
This new program is open to members who have successfully completed the UBC Journeyman: Building Leadership for a Strong Future program and have returned to the job becoming more active or taking on a more significant role at their company or with the Regional Council. The program works towards the development of a "Total Professional" and is four days of intensive leadership training. For more on the program, visit

The TVC is more than just a Training Card, it's your Work Card. It shows your dues paid through date, classification, member status, initiation date, craft, training and certifications (including a copy of the certificate itself and expiration dates) and, for apprentices, your upcoming class schedule.

Members in attendance at our Pin Dinner and Apprenticeship Graduation Ceremony get sized for a Local 322 Letterman Jacket. Members receive 1 jacket per the life of their membership. Each member is invited to bring a guest to share in the occasion. An official invitation gets sent in the mail at the end of March/beginning of April.
Pins are given to members once they have reached 25 years of service and every 5 years thereafter. Years of service are calculated from consecutive years of service, not cumulative. Therefore, if you have a break in service, you may have received a new initiation date which began a recalculation of years of service in the Union.
