Greetings!



Check below for updates on the UP-North rail work, Kennedy highway construction update (Fullerton ramp re-opening), one more CTA budget hearing next week, and the Cortland Bridge construction closure information.


As many of you have heard, former Illinois Governor Edgar passed away this week. I had the opportunity to be part of Governor Edgar's fellows program in 2014, where his program brought together leaders from all around the state for a week of working on issues affecting all of our constituencies. The Governor was always ready in the early morning breakfast during the week of programming and it was often the best time to listen and ask questions about his experiences leading Illinois. We would talk about what it takes to bring together leaders from around Illinois to share ideas, discuss or debate positions and find ways to collaborate in a civil manner. The Edgar Fellows program is designed to develop leadership and governing capacity in Illinois and I hope to see the Governor's contribution to better governing in Illinois continue for years to come.

For more reading on his work in higher education at the University of Illinois read -Jim Edgar's contributions to higher education, good government lauded by U of I System leaders. I am grateful for his insight into governing in Illinois and hope that the collaboration built up between many of us in that week will also carry on.


The City of Chicago budget mid-year hearings are done and the outlook for this year's budget is not looking good. The gap going into the late fall hearings is about $1.15 Billion. A panel commissioned by the Mayor has come out with many recommendations to make cuts, find efficiencies and add in a mix of revenue ideas. Aldermen will have a chance to implement some of these ideas as we move forward, but the multi billion dollar budget gaps for the next couple of years also requires the Administration to stop some spending practices. For more on this topic, I'll be on WGN Political Report with Paul Lisnek this Sunday at 9 a.m. to discuss the state of the city budget. Domestic Violence and ICE


Recently, our office received the following message from The Network, a membership based organization dedicated to improving the lives of those impacted by gender-based violence through education, public policy and advocacy, and connecting community members with direct service providers. This message concerns Domestic Violence cases, the presence of ICE, and options:


As you are well aware, U.S. Immigration Customs and Enforcement (ICE) officials have begun an extended operation in Cook County which has included maintaining a presence at many courthouses, including the Centralized Domestic Violence Courthouse (555 W. Harrison) and many suburban branches of the Domestic Violence Division including Rolling Meadows, Maywood, and Markham.


The Network has made our opposition to this loud and clear. Now, we've pivoted to actions that will help keep our community safe. We wanted to share our approach with you, as survivor constituents may contact your office for support and guidance during these trying times.


First, know that we are closely monitoring ICE's presence at all courthouses that process civil or criminal domestic violence cases in collaboration with our member organizations who provide legal advocacy and legal aid services across the county. A communication plan is in place to share information widely using a community listserv and advocates are prepared to provide rapid response to ICE's presence by contacting the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) and distributing Know Your Rights materials in the vicinity.

Survivors must maintain access to justice, even when physical access to the courthouse is unsafe. To that end, we've taken additional steps to reduce the risk of harm until further notice.


We have increased staffing on the Illinois Domestic Violence Hotline and are working closely with county stakeholders to provide both live updates about ICE's presence at courthouses day-to-day and to assist with remote order of protection (OP) filings. If you are contacted by a survivor with questions about pursuing an OP at this time, please direct them to 1-877-863-6338. Once emergency orders of protection are filed, future status hearings may default to virtual hearings.


For Cook County constituents who have concern about upcoming court dates, we have additional guidance.


Status hearings and order of protection filings can be accessed remotely. Division and district courtroom Zoom credentials can be found here. We encourage individuals dealing with other kinds of court proceedings to contact the Clerk's Office at 312-603-5030 if they are unsure whether their court case is eligible for remote hearing options.


As ICE presence continues, we know many people will silently turn away from accessing justice through our court system. We are pressing the importance of expanded virtual options on the Office of the Chief Judge and the Circuit Court to preserve access court proceedings at this time.


If you are experiencing domestic violence, we hope that you will seek help and if you know someone who needs help, please forward this email to them.

Salt & Light Coalition


This week, I had the honor to meet with staff members of the Salt & Light Coalition who are doing incredible work at their new offices in the ward.


Salt and Light Coalition is a six-month, trauma-informed workforce development program for female-identified survivors of human trafficking. The program is divided into two parts. The first is Life Skills, which includes volunteer-led opportunities such as yoga, art-based classes, educational sessions, and nutrition classes. The second portion focuses on workforce development, including job training and additional volunteer opportunities.


The work that they are doing is impactful and truly makes a difference in the world. They are always looking for volunteers, specifically for life skills, job training, and back office. Volunteers do have to go through a process to work with the Coalition.


They also could use donations that will help uplift the women they are workign with:


  • New or gently used professional clothing
  • New or gently used toys for children
  • New books about business, empowerment, and cookbooks

2025 Street Cleaning Calendar

Next week, street sweeping will occur in sections 4, 5, and 6 (West Lakeview and Hamlin Park). Click on the map above to see your section's schedule.


Please be on the lookout for signs and make sure to move your vehicle on your scheduled day (south and east sides of the street are normally done on the first day, north and west on the second; please watch for signs). Sweepers will do more than one pass on the block in their initial cleaning but will not come back to clean sections outside of their officially scheduled day.


Please take the time to help clear the curb in front of your property to keep the sewers flowing well. Any landscaping debris should be bagged and put in the alley by your trash cans. Please do not sweep landscaping debris into the street. Piles of leaves and heavy garbage also clog the sweepers and will cause significant delays. Other large objects like branches and metal will also damage the sweepers, so please remove them from curbs.

Kennedy Update

The Illinois Department of Transportation announced that as part of the ongoing rehabilitation of the Kennedy Expressway (Interstate 90/94) from the Edens Expressway (I-94) junction to Ohio Street, the outbound ramp to Diversey Avenue (originally scheduled to open Sept. 13) is scheduled to reopen and the Belmont/Kedzie Avenue exit ramp from the expressway to close by 5 a.m. Tuesday, Sept. 16.


Additionally, the Fullerton Avenue ramp to the outbound Kennedy is scheduled to reopen and the California Avenue entrance ramp to close by 5 a.m. Thursday, Sept. 18.


The closures are necessary to safely complete repairs and pavement patching. The Belmont/Kedzie Avenue ramp is anticipated to reopen in approximately two weeks, and California Avenue in four weeks.


All scheduled work is subject to change due to multiple factors, including inclement weather. In that event, schedules will be updated and shared with the public.

Cortland Street Bridge Closure Updated Flyer

METRA UP North Construction Update


The Segment 1 construction package is ready and contractors will be bidding on the work soon. We are expecting the contractor to break ground Q1/Q2 2026 depending on permitting.


Utility relocations for Segment 1 are expected to begin September/October 2025 and include overhead power line relocation and overhead communication line relocation.


Temporary easement agreements are in progress. All offers have been presented to property owners and we are in active negotiations with several parties.


The schedule for Segment 2 and 3 construction will be updated on the website in the next several months.


METRA-UP is rebuilding the UP-N Line bridges that are 120 years old. Along with the adjacent retaining walls, these bridges have surpassed their functional lifespan and can no longer be economically repaired and maintained. This project will modernize the existing infrastructure, reduce maintenance needs along the UP-N Line, create efficiencies and reduce operating costs, and improve the customer experience with increased reliability and passenger comfort.
