HB25-1333 Sets Up HR Division for General Assembly

The General Assembly will create a professional Human Resources division to administer employment complaints at the State House with HB25-1333. The director of the Office of Legal Services will appoint the director of Office of Human Resources. The HR office will be responsible for taking in complaints and will provide training on workplace expectations, sexual harassment, and other HR policies.

The division will serve as the formal repository for documentation of complaints while maintaining the privacy of individuals unless the result of an investigation reveals that a legislator is culpable of a breach. CORA requests regarding complaints will be directed to this division. If an elected official is found to have committed a violation of HR policies, then the HR director will provide an executive summary including the name of the elected official found to have committed a violation while maintaining the privacy of complainants.

One crucial procedure is not changed. When a legislator is involved in a complaint, the investigation will be conducted by legislator peers, a procedure used in numerous complaints against legislators that have occurred in recent years.
