Marina City was unanimously approved at yesterday's meeting of the Commission on Chicago Landmarks!

With strong record of preservation and appreciation for the city's historic fabric since his tenure in 2007, Alderman Reilly immediately understood the importance of these iconic towers within the Chicago landscape. Citing their presence in every Chicago souvenir snowglobe, the prominence of their architect and contribution to the history of Chicago architecture, the case was easily made for landmarking.
Alderman Reilly also saw tremendous opportunity for the homeowners of Marina City with landmark designation. In the Chicago Zoning Code is a density bonus entitled, "Adopt-A-Landmark". This zoning density bonus allows developers of nearby parcels to "adopt" a landmark structure by entering into an agreement with that landmark building owner to assist with capital projects, typically for exterior elements/systems, that contribute toward the overall preservation and lifespan of the building. These capital projects must be "shovel ready" and pass eligibility criteria set forth by the Landmarks Division within the city Department of Planning and Development. Based upon a 2014 amendment to this bonus, Alderman Reilly widened the eligibility radius to include Marina City and several other landmarks. These beloved historic structures are now within the radius of several new development proposals where they could benefit from developer contributions for major preservation efforts.
The Commission's recommendation will be introduced to City Council in December, and be referred to the Committee on Zoning, Landmarks and Building Standards. At the Committee meeting where designation is considered, property owners or any member of the public may make an oral statement and/or present a written statement for the Committee's consideration. Upcoming Committee meeting agendas are posted on the City Clerk's website. After Committee, the landmarking will require a full council vote.

About Marina City:
Marina City, located at 300 North State, was constructed between 1960 and 1967, and is considered an icon of Chicago architecture and urban planning. The Marina City complex consists of five interconnected but distinct components: two identical 60-story cylindrical residential towers, a saddle-shaped theater, and a 10-story commercial building, all of which are set on a four-story base with a marina fronting onto the Chicago River. With the exception of the theater, all of the structures in the complex are cast-in-place reinforced concrete construction.
This "city within a city," was the most ambitious and forward-thinking post-war urban renewal project in Chicago. It was the first development to layer residential, commercial, and entertainment uses into a dense high-rise complex in the center city.
Goldberg's comprehensive vision for Marina City introduced new ideas about form and structure and novel solutions for living and working in an urban environment. Marina City's success as a dense high-rise residential development anticipated the later transformation of downtown Chicago from a nine-to-five business district to a thriving and bustling residential and commercial community. The development's use of the Chicago River as an amenity was also years ahead of its time.
Marina City was the first planned development project in Chicago, and the first and largest federally-insured downtown housing project in the country. The scale and scope of the project was unparalleled at the time of construction. When they were completed in 1963, the residential towers were the tallest reinforced concrete structures in the world. Marina City was also Bertrand Goldberg's career-defining commission, catapulting him onto the world stage and solidifying his reputation as one of the most innovative architects of the twentieth century.
Stylistically, Marina City-in particular the designs of the residential towers and theater building-is an impressive and captivating example of the Expressionist Style within the Modern Movement in architecture. It marks the first built example of Bertrand Goldberg's use of the cylindrical form, which would become a hallmark of many of his subsequent designs.
Goldberg's design for the residential towers, which featured the repeated use of curving, petal-like shapes around a central cylindrical core, was unlike any design ever built in Chicago. The complex's location along the Chicago River only serves to heighten the visual impact of the towers, with their distinctive shape and rhythmic pattern of curved concrete balconies. Nearly 50 years after its completion, the buildings remain among the most distinctive structures in the City.

CDOT Traffic Advisory: Overnight Closures of Lake Shore Drive Between Randolph Street and Michigan Avenue for Four Nights Next Week |
The Chicago Department of Transportation (CDOT) announced that Lake Shore Drive will be fully closed to traffic during overnight hours next week. The closure is occurring so that the resurfacing of the Oak Street S-curve can be completed safely for both motorists and work crews.
Northbound Lake Shore Drive will be closed Monday, November 9 and Tuesday, November 10 between the hours of 8:15pm and 5:45am each night.
- Traffic will be detoured off Lake Shore Drive at Randolph, westbound to Michigan Ave., and then northbound onto Lake Shore Drive via the entrance ramp at Oak Street.
- Ramps from Randolph Street, Wacker Drive and Grand Avenue to northbound Lake Shore Drive will be closed. Local access only will be maintained to the Grand Avenue ramp and Navy Pier. Southbound Lake Shore Drive will remain open.
Southbound Lake Shore Drive will be closed Wednesday, November 11 and Thursday, November 12 between the hours of 8:15pm and 5:45am each night.
- Traffic will be detoured off at Michigan Avenue. The detour route is south on Michigan to Randolph and east on Randolph back to southbound Lake Shore Drive.
- Chicago Avenue access to and from Lake Shore Drive will be maintained. The exit ramp at Chestnut will be closed. Northbound Lake Shore Drive will remain open on these nights.
Motorists are advised to avoid Lake Shore Drive unless absolutely necessary on the nights full closures are in effect, and to use I-90/94, the Dan Ryan and Kennedy Expressways, as alternate routes.
During the day, this segment of Lake Shore Drive handles a daily average of 140,000 motorists in both directions; however the traffic volume is reduced during the overnight hours to between 12,000 and 13,500 vehicles in each direction.
Additionally, in the coming weeks, motorists can expect periodic single lane closures between North and Grand Avenues between 9:30am and 3:30pm to allow for restriping, curb, shoulder and other repairs that cannot be done at night.
The timing of these full road and lane closures is dependent on weather and other factors. Advisories will be issued if the schedule changes.

Earlier this week, Alderman Reilly and the Neighbors of West Loop (NOWL) hosted a community meeting for the proposed development at 346-358 N. Union Street and 347-357 N. Halsted Street. The Alderman would like to thank everyone who participated in this open and transparent community review process.
Representatives of the Chicago Self Storage II, LLC development team presented their plans for the development of a 38-story, 373 dwelling unit residential building, with approximately 158 parking spaces will be provided. The site is currently undeveloped.

FAQ for City of Chicago Debt Relief Program |
The City of Chicago will offer a Debt Relief Program to individuals and businesses that owe eligible debt to the City. The Debt Relief Program will provide individuals and businesses the opportunity to resolve outstanding debt and avoid further costs and collection activity (e.g. driver's license suspension, vehicle immobilization, business license revocation, and wage garnishment).
When is the Debt Relief Program?
The program will be offered from November 15, 2015 through December 31, 2015.
Which debt is eligible for the Debt Relief Program?
Eligible debt includes unpaid parking and red light camera violations, fines imposed by the Department of Administrative Hearings (e.g. building code violations, drinking on the public way), and taxes (both non-filers and tax assessments) incurred prior to January 1, 2012. Please note that violations or tax obligations that are in a payment plan or pending legal activity with the City are not eligible.
What is the benefit of participation?
Penalties, interest and collection costs associated with the eligible debt will be waived during the Debt Relief Program, reducing the amount due to the original fine or tax amount. Please note that tow fees, storage fees, administrative fees, court costs, and other charges are not subject to the Debt Relief Program.
How do I participate in the Debt Relief Program?
For parking and red light tickets, just pay the amount due for any eligible ticket or fine to take advantage of the Debt Relief discount on such ticket or fine.
For tax, you must complete a Tax Debt Relief application to register with the City. You will also need to file applicable tax returns.

City of Chicago Veterans Day Ceremony |
The City of Chicago's official ceremony in honor of Veterans Day will be held Wednesday, November 11, 11:00am at Soldier Field, Gate O, 1410 Museum Campus Drive.
Soldier Field was named as such at the request of the Gold Star Mothers to honor the men lost in World War I. The Doughboy statue, originally placed in Garfield Park, was restored and installed in Soldier Field as part of the stadium renovation. Doughboy is an informal term for a member of the United States Army of Marine Corps, especially members of the American Expeditionary Forces in World War I.
Veterans Day is set aside to thank and honor living veterans who have served honorably in the military in wartime and peacetime. Originally known as Armistice Day and so declared by President Woodrow Wilson, it was created to mark the signing of the Armistice which ended World War I. Following World War II, it was declared a day to honor all veterans and in 1954, renamed Veterans Day by Congress.
This event is FREE and open to the public. Free parking is also available at the Waldron Parking Deck, accessible via the exit at 18th Street from Lake Shore Drive.

Millennium Park Ice Rink Opens Next Friday, November 13!
|
The season opening for the McCormick Tribune Ice Rink in Millennium Park kicks off Friday, November 13 at 11:00am (weather permitting) with ice skaters from Ice Reach, a non-profit organization dedicated to promoting participation and involvement in all ice sports. The rink will open to the public at 11:35am, and remain open through Sunday, March 6, 2016 (weather permitting)
.
For more than a decade, the ice rink has become a Chicago winter tradition, drawing over 100,000 skaters annually. Free skating lessons are available one hour before the rink opens on Fridays through Sundays. Additionally, lessons and special programming (Noodle Hockey, speed skating and ice dance demos) will be offered during Chicago Public School's Winter Break, from December 21 - December 31, one hour before the rink opens, except December 25.
The McCormick Tribune Ice Rink is located in Millennium Park on Michigan Avenue between Washington and Madison Streets. Skating is FREE and open to the public, with skate rentals available for $12.

Street Closures and Construction Updates

Helicopter Lift at 830 N. Michigan, 9:00am, November 7th, 2015
Please be advised that a helicopter will be hoisting materials to the roof of 830 N. Michigan Avenue on the morning of Saturday, November 7th, 2015. Three (3) lifts will occur between the hours of 9:00am and 10:00am.
During this time period, a "full street closure" will be in effect for Michigan Avenue, between Chestnut and Chicago, and Pearson Street at the intersection with Rush Street. Traffic flow on Rush Street will be maintained.
City of Chicago police officers will be present to help direct vehicular and pedestrian traffic and maintain public safety in the impacted areas.
Overnight Street Closure of Jackson between Clinton and Canal for Union Station Transit Center Project
Beginning Monday, November 2 through Saturday, November 21, Jackson between Clinton and Canal will be closed during the overnight hours for utility work related to the Union Station Transit Center project.
The closure will occur overnight from 9pm-5am each night.
Eastbound Jackson Boulevard traffic will be detoured to Southbound Clinton Street, to Eastbound Van Buren Street, to Northbound Canal Street, and back to Eastbound Jackson Boulevard
Lane Closure for Union Station Transit Center Project
Date: Ongoing through end of 2015
Traffic Impacts:
- Two lanes of Jackson closed between Clinton and Canal - two east bound traffic lanes will remain open at all times
- One south bound Canal contraflow lane and one north bound Canal street traffic lane closed - two northbound traffic lanes maintained at all times
- Please pay attention to all curb usage signs. It is important to stay clear of bus stops and no parking areas.
Lane Closures for Lake Shore Drive Resurfacing Project
Overnight lane closures for the resurfacing of Lake Shore Drive between Grand Avenue and North Avenue continue through this week.
Drivers can expect the overnight closure of two traffic lanes in the northbound and southbound directions, from Grand Avenue to North Avenue (excluding the S-Curve) between the hours of 8:30pm - 6:00am.
During these overnight closures, CDOT recommends using alternative routes.
Remaining work on curbs, shoulders and striping will continue during off-peak daytime hours (between 9:30am and 3:30pm), and will require a single-lane closure for northbound and southbound traffic. The project will continue for approximately this week, weather permitting.

Fall 2015 Bridge Lift Schedule
The City of Chicago has begun lifting the movable bridges over the Chicago River to allow for recreational boat traffic to make the annual trip from Lake Michigan over the next three months to their winter storage.
During these "boat runs," the bridges are raised sequentially, typically one at a time. Each bridge lift takes an average of 8-12 minutes. A total of 27 bridges will be lifted in succession from the Ashland Avenue Bridge on the South Branch to Lake Shore Drive.
The remaining bridge lifts are scheduled for Saturday, November 7 at 9am and Saturday, November 14 at 9am.

Lane Closures for Navy Pier Flyover
Now through November 11, the southernmost lane of Illinois Street, near the intersection of Illinois and lower Lake Shore Drive will be closed for the installation of a shoring tower, reducing Illinois down to two lanes. There will be intermittent nighttime full closures for both vehicular and pedestrian traffic from 10:00pm to 6:00am
Traffic Impacts for 167 W. Erie Development
Now through project completion, there will be a single lane closure on Ontario between LaSalle and Wells beginning mid-block. There will also be sidewalk and single lane closures on Erie, between LaSalle and Wells, and Wells, between Erie and Ontario. Fencing and traffic barricades have been set up for safety.
Building demolition will begin on November 16 and will take approximately two weeks. Noise from demolition will not be excessive and no additional street closures will be required for this work.
People's Gas Repaving in the 42nd ward
Repaving work is wrapping up on Dearborn from Madison to Wacker this weekend.
Lake, from LaSalle to Wabash will be resurfaced during overnight hours, for the next two weeks.
Traffic Impact: please pay attention to posted signage and follow direction of road crew.
Chicago Department of Water Management Sewer Work at 320-330 W. Ontario
Date and Time: Now through November 13 from 8am-3pm
Crews are will be installing the liners, backfilling the excavation and placing a concrete base to grade.
Traffic Impact: Some delays as crews work to install liners, back fill excavation and place a concrete base prior to pavement. Please follow directions of road crews.
Chicago Department of Water Management Sewer Point Weekend Work at 320-330 W. Ontario

Department of Water Management Water Main Replacement on Randolph between Wells and Franklin

The Department of Water Management is currently replacing a water main that was installed back in 1911. The work is expected to be completely by November 26, 2015. Lanes reduced to 1.5-2 traffic lanes during the work.

Chicago Riverwalk Construction
Phase 3 of the Riverwalk is underway. Access to the Riverwalk between LaSalle and Lake Street will be closed to the public.
- Both leaves of the Wells Street Bridge will be raised and locked on Saturday, November 14 beginning at 2am and will reopen Monday, November 16 at 4am.
- During that weekend, the west bound curb lane of Lower Wacker Drive between La Salle Street and State Street will have daily temporary closures between 7:00 AM and 4:00 PM. Additionally, the west bound curb lane of Upper Wacker Drive between La Salle Street and State Street may have daily temporary closures between 9:30 AM and 3:30 PM.
- Installation of drilled shafts between Wells and Franklin will continue through early November.
- In the coming weeks, the contractors will be exacting and forming concrete foundations from LaSalle to Wells Street.
- Some demolition work will continue as well as installation of sewer lines and backfilling behind the new steel sheet pile wall.
This project is anticipated to be completed in late fall of 2016.
Public Way Closures:
- The west bound curb lane of Lower Wacker Drive between State Street and LaSalle Street will have daily temporary closures between 7:00 AM and 4:00 PM.
- The west bound curb lane of Upper Wacker Drive between State Street and LaSalle Street may have daily temporary closures between 9:30 AM and 3:30 PM until late fall 2016.

Traffic Impacts:
Streets under construction are reduced to two lanes during weekday business hours. Two lanes will remain open for traffic. Additional lane closures may be needed overnight and on weekends. Expect delays in areas where lanes are reduced. No detours are planned and all garages and alleys will remain accessible. Allow extra time when traveling through the construction zone and consider using alternate routes through the Loop.
Please pay attention to all curb usage signs. It is important to stay clear of bus stops and no parking areas as resurfacing operations continue on Washington, Madison, Clinton, and Canal. The work at the new Union Station Transit Center continues with lane closures on Jackson, Clinton, and Canal.
Street Closure for Washington / Wabash El Station
Date and Time: From March 9, 2015 for approximately 18 months
Location and Traffic Impact: Wabash between Washington and Madison Street will be closed to vehicular traffic to accommodate construction of the Washington/Wabash Elevated CTA Station. All business frontage and sidewalk will remain accessible. Valet and delivery drop-off zones remain open on Madison and Wabash.
