Hello neighbors,
Earlier this week, I participated in the University of Illinois's Edgar Fellows Program. Founded by former Illinois Gov. Jim Edgar, the program brings together municipal, county, and state officials from across Illinois to discuss the most pressing issues facing our communities, and to share strategies for how to improve our work. This year's topics ranged from public safety and mental health to environmental protection and responding to the ongoing COVID-19 pandemic.
Yesterday, our ward's Green Council met to discuss the city's recently released waste strategy report, and to co-host a milkweed monitoring workshop alongside the Field Museum. My office also hosted a meeting at the Northcenter senior campus to gather input about the proposed development at 2256 W Irving Park (the old Chicago Joe's location), as well as a separate community meeting regarding a proposed development at 2042 W Irving Park. In addition, my office staffed a table at the 19th District's National Night Out event in Welles Park.
I'd like to take a moment to wish a fond farewell to four of our terrific summer interns: Morgan Madderom, Elena Eisenberg, Evan Fisher, Javier Silva, and Sarah Lerner. I'd also like to encourage 47th Ward youth to swing by my office to pick up a 47th Ward maze, which they can complete by September 30th and return to my office for a prize. In addition, I hope you'll consider joining me next Tuesday at 6:30 pm for the first in a series of budget town halls during which we'll dive into the American Rescue Plan Act.
I hope you all have a cool and relaxing weekend. With new COVID-19 cases on the rise, our city's Department of Public Health is recommending that residents wear masks indoors regardless of their vaccination status. Let's continue doing everything we can to keep one another healthy.

Citywide Budget Engagement Forums
The city is hosting 2022 Budget Engagement Forums to update the public on key initiatives and receive feedback and suggestions from residents on the City's budget recommendations.
The closest budget forum to the 47th Ward is at Truman College, 1145 W Wilson Ave., from 6 p.m. to 8 p.m. Aug. 12.
The meetings will begin with presentations from budget director Susie Park and other city leaders, provide an opportunity for residents to work in small group sessions, and end with time for public comment. Updated Masking Guidance
Following updated guidance from the Centers for Disease Control and Prevention and based on Chicago’s current local COVID-19 data, the Chicago Department of Public Health (CDPH) recommends that everyone over the age of 2, regardless of vaccination status, wear masks in public indoor settings. Masking remains optional in outdoor settings, where the risk of COVID-19 transmission is lower.
On July 27, the CDC issued updated guidance that everyone (including fully vaccinated individuals) in areas with “substantial and high transmission” wear a mask in public indoor settings to help prevent spread of the COVID-19 Delta variant. The CDC defined four levels of community transmission: low, moderate, substantial, and high. Based on Chicago’s population, more than 200 new COVID-19 case diagnoses per day moves the city into CDC’s “substantial” category of local transmission, while more than 400 new cases per day moves the city into CDC’s “high” transmission category. These are the same cutoffs Chicago has used to determine COVID-19 community risk for more than a year. Watch the latest update from CDPH Commissioner Dr. Arwady.
This week, Chicago surpassed 200 new COVID-19 cases per day and has therefore moved into the CDC’s “substantial” category of local transmission. Chicago data is updated every weekday at chi.gov/coviddash. CDPH recommends businesses, employers, and event organizers require universal masking in all public indoor settings. In outdoor settings, masks remain optional, and no changes are being made to the recommendations for social distancing.
Remember, the best protection against COVID-19 and the Delta variant continues to be vaccination, including getting both doses if you get a two-dose vaccine. Chicago residents should call 312-746-4835 or go to chi.gov/covidvax for help getting a vaccine.

Eviction Moratorium and Renter Rights
A very important update: The eviction moratorium has been extended through October 3 by the federal CDC. The moratorium protects all renters making less than $99,000 ($198,000 for married couples) for whom eviction would mean a risk of homelessness or shared housing.
What does this mean? If you are a qualifying tenant, you must provide your landlord a declaration form, available in multiple languages on the National Low Income Housing Coalition website. You cannot be evicted for nonpayment through Oct. 3, but your rent is not waived. If you have not yet applied for rental assistance, you can do so at illinoisrentalassistance.org.
Through a partnership with the Lawyers’ Committee for Better Housing, renters can receive free legal and mitigation assistance to prevent being evicted. The hotline, Rentervention, is free and confidential, and tenants can call 312-347-7600, visit rentervention.com or text “hi” to 866-7RENTER (866-773-6837) to start a conversation with Renny, Rentervention’s bot.
If you are a landlord and you have not yet applied for rental assistance, you can also begin the process at illinoisrentalassistance.org. If your tenant is engaging in criminal activity, threatening health or safety, or threatening the property, they are not covered by the moratorium. Tenants and landlords can find more resources and information at chicago.gov/eviction.

Training for Hotel Workers
Learn how the new Hotel Worker Right to Return to Work law can help you get your job back at the Comeback Callback training August 12. There are two sessions: one at 10 a.m. and another at 5 p.m.

New Bike Lane on Montrose Ave.
Crews have striped a new dashed bike lane on Montrose between Western and Damen! Our ward is coordinating with the 33rd Ward, which is striping Montrose from California to Kedzie. The portion between Western and California will be striped during the upcoming arterial resurfacing of that stretch, which will also include new curb extensions. CDOT will extend the Montrose dashed bike lane from Damen to Clark when designs are completed.
In addition, we're thrilled that new curb extensions are completed at Ashland and Belle Plaine. Our office partnered with Cook County Commissioner Bridget Gainer to implement this pedestrian safety project with the primary benefit of increasing visibility of Lake View High School students.
Property Tax Updates
Typically, the second installment property tax bills are due August 1. Due to the pandemic and delays in calculating tax bills, the second installment bills are delayed. According to the Cook County Treasurer, second installment property tax bills are anticipated to be sent in late August with a due date of October 1. Follow the County Treasurer website for updates.

We're excited to introduce the 47th Ward Maze, which includes a number of fun neighborhood destinations for kids to explore. Anyone who completes the maze before September 30 can stop by our office (4243 N Lincoln) and pick up a prize!

Hire Chicago Initiative
World Business Chicago and The Chicago Cook Workforce Partnership are joining the City of Chicago to present Hire Chicago, a one-of-a-kind five-week hybrid hiring event!
Throughout August, Hire Chicago will provide real opportunities for Chicagoans to pursue their passions through free virtual career exploration, learning, and hiring events in addition to in person support if needed and provide employers the opportunity to find the diverse talent pipeline they need to remain competitive.
Each week will focus on one of Chicago’s five high-demand, high-growth industries.

Peoples Gas in Lincoln Square
Peoples Gas continues its System Modernization Program on N. Lincoln between Lawrence and Wilson and has begun its final phase of work on Wilson between Hamilton and Western. Peoples Gas delayed their work crossing Lincoln Ave. by a week to ensure they had the time to adequately communicate with impacted businesses. Over the next week, they will focus on trenching across Lincoln Ave. north of the intersection at Wilson. Parking restrictions and traffic controls will be posted accordingly.
Partial Street Closure - 4732 N Lincoln
As the bulk of their work at the former Brauhaus location comes to a close, DCS Midwest will be restoring the street and sidewalk in front of the building. This will require the closure of the street in front of the building for two workdays. The contractor will ensure that the entire rest of the block can still be accessed from both Lawrence and Leland.
The restoration will block the street from 8 a.m. to 3 p.m. Monday, Aug. 9 and Tuesday, Aug. 10. Crews will restore the sidewalk in front of the building on Wednesday, Aug. 11 and Thursday, Aug. 12. The contractor will station flaggers at either end of the block to help drivers access Lincoln from either end. Crews on site will manage pedestrian traffic.

Clark Street Arterial Resurfacing
Having completed the replacement of ADA corners, CDOT crews are turning to the replacement of the asphalt on Clark, excluding the stretch between Foster and Bryn Mawr. By the end of Friday, they will have thoroughly ground (removed) the asphalt between Lawrence and Foster. Over the next week, crews will patch the street where repairs are necessary, while utility companies replace and adjust in-street equipment (e.g. manholes) – all to prep for the new layers of asphalt.
No Parking signs are posted through 9/16/21, however project staff will work with the chamber of commerce to cover these signs on days/weeks when they are not needed in order to restore parking throughout the project corridor.

Byron/Janssen Water Main Replacement
Crews have successfully installed the entirety of the new water main on Janssen between Grace and Irving Park. The next week will be taken up by tests of the new main. If all goes well, crews expect to begin transferring individual buildings' services from the old main to the new starting as early as next Thursday. This will involve a roughly 1-hour shut-off of the water to each building in turn; notice will be posted 24hrs in advance of service transfers.
In an effort to speed along the project, DWM will also begin working on the final block of the project: Greenview between Byron and Irving Park. They will post No Parking signs on the 3900 block of Greenview on Friday, going into effect next week. This will allow one crew to begin sawcutting the concrete on Greenview to prepare the installation of the final portion of the new main.
Carmen & Winona Sewer Replacement
As a reminder, crews determined that they will not need to close Glenwood to traffic for this project. Over the next two weeks, crews will be laying pipe moving east along Winona from Glenwood roughly 400 feet. They will be connecting with residents whose driveways will be impacted by that work. If you are one of those residents and would like to get in touch with the project lead proactively, please contact josh@aldermanmartin.com.
Crews expect another two weeks or so of work before they can start restoring streets with concrete toward the end of the month. They hope final asphalt restoration of both Winona and Carmen will take place by mid-September.

CPS Back to School Aug. 30
Chicago Public Schools returns in person five days a week starting Monday, August 30. To view information on school supplies, health and safety guidelines, lunch menus and more, go to cps.edu/b2s.

- Most CPS students will learn at school five days per week during the 2021-22 school year.

CPS serves free breakfast and lunch to every student all year long. Students enrolled in the district’s Virtual Academy can pick up meals at their nearest school or sign up for meal deliveries by calling 773-553-KIDS (5437).
- CPS students and accompanying adults can get a free ride on CTA buses and trains on the first day of school.

New Zoning Proposals
Go to aldermanmartin.com/development to read about the development proposals that the 47th Ward Zoning Advisory Council will be hearing this month and to provide feedback to the Alderman. Those proposals include:
4613 N. Damen
The applicant has recently purchased the building, which features three residential rental units and a commercial unit that is currently used as a residential unit. The building is zoned residential (RS-3) and the commercial unit has not housed commercial uses for over a year, meaning commercial uses are no longer grandfathered in. The owners are seeking a zoning change in order to once again have the right to use the commercial unit to house businesses, which would be their own two architecture and landscape architecture businesses. Beyond that, they plan to continue renting the residential units in the same way.
1838 W. Grace
The applicant is seeking a zoning change from RS-3 to RM-4.5 to replace an existing two-flat, which sits on a double lot, with a 6-unit condo building with 6 parking spaces. The units would all have 3-bedrooms and 2/2.5 bathrooms. They would sell between $550,000 and $800,000.

Conserving 30x30 with IEC
The 47th Ward Green Council is partnering with the Edgewater Environmental Council and the Illinois Environmental for a town hall on the international 30x30 initiative, a commitment to preserve 30% of the world’s natural spaces by 2030.
This year, President Biden committed the U.S. to conserve 30% land and water by 2030. But what does this mean for Illinois, where only a dismal 4% of our natural lands are legally protected? August Meeting: Taking Action on the City's Waste Strategy
Thanks to everyone who joined our community meeting this week to discuss the city's recently released Waste Strategy report! If you missed the event, you can watch a recording here.
Our Green Council is reviewing the report (read it here) to share input on policy priorities and local initiatives we can lead on to improve materials management in the city. In addition to hearing from the Delta Institute, which conducted an analysis of waste policies in peer cities and compiled 63 recommendations, we heard from ward residents who are already doing great work to reduce waste. We'll have lots more to share, but here are some of the ideas and resources shared during the meeting:
Food rescue: Matt R. spoke about efforts relating to food rescue, the concept of salvaging potential food waste from businesses and institutions to share with neighbors in need. Email ChiFoodSovereignty@gmail.com to get involved, or even talk with your favorite local restaurant or grocery store about their food rescue plans!
Composting: Amy D. from the University of Illinois Extension spoke about some of the report's recommendations relating to composting, such as setting up community-based compost drop-off sites, exploring options for curbside pickup such as a food scrap ride-along with yard waste, and hosting community events like pumpkin smashes to reduce seasonal waste. NNA Recycling Pop-up: Sherry S. and Sharon G. shared their work on the Northcenter Neighborhood Association's Recycling Pop-up event, which collects household items not otherwise accepted by the city's blue bin program or hazardous/electronics waste facility, such as cookware, crayons, sneakers and more! The next pop-up is from 9 a.m. to noon Saturday, Sept. 18 at the Northcenter Town Square. View a list of all items accepted and learn how you can volunteer on the NNA website.
Private recycling enforcement: Katherine T. is organizing a grassroots effort to document commercial and high-density residential buildings violating the city's recycling ordinance and work with Streets and Sanitation to get them into compliance. This comes in response to the city Inspector General report finding that Streets and Sanitation was not systematically enforcing the ordinance. Organizing for Plastics Alternatives: Finally, we heard from OPA, which is part of a citywide coalition working to eliminate plastic waste. To learn more and get involved, go to the OPA website.

Our mission is to build a direct pipeline and expansive network of leaders with disabilities who are deeply committed to the civic life of the Chicago region and to advancing their careers – consistent with the spirit of the Americans with Disabilities Act (ADA).
We are currently working to grow our network of positive disrupters through applications to our Institute, a one-of-a- kind yearlong leadership development workshop, and our Network of almost 170 leaders with disabilities. Apply as an Institute Fellow or Member at disabilitylead.org. The early bird deadline to apply to be an Institute Fellow is September 24 and the final deadline is October 8. Member applications are open year-round.

Bike the Drive
Grab your bike and reconnect with friends and family on a car-free Jean Baptiste Point DuSable Lake Shore Drive on September 5. Whether you’re new to biking, a seasoned veteran, or biking with kids, Fifth Third Bike the Drive is an event to remember (and this year is the 20th Annual!)
With sweeping views of the lake and skyline, you’ll enjoy fresh air and the wind on your face! Ride as little or as much of the 30-mile course as you’d like and then enjoy a post-ride festival in Grant Park. No bike? Rentals are available. Chicago Ultimate Frisbee Tournament Fundraiser
The Chicago Ultimate Frisbee Tournament is September 18-19 at the Ned Brown Meadow Athletic Fields in Elk Grove Township. Go to bit.ly/ChiTourney21 to register. The event can accommodate up to 200 players, who will be assigned to 10-13 player teams based on their self-assessed skill level. This event will raise funds for the nonprofit sustainable landscaping initiative Midwest Grows Green (MGG).

Established in 2015, MGG provides technical assistance on best practices in community-scale sustainability through reductions in pesticide- and synthetic fertilizer use in parks, recreational fields and school campuses.
