Hello neighbors,
Earlier today, the Public Safety Committee on which I serve met to take up a number of issues. We confirmed an appointment to the city's Police Board, which is charged with reviewing disciplinary cases in which the CPD Superintendent or Civilian Office of Police Accountability has recommended that an officer receive a lengthy suspension or be terminated. We also spoke with the city's Deputy Inspector General for Public Safety regarding their recently released 2020 Public Safety Annual Report. Unfortunately, the Committee again failed to take up an ordinance to establish a civilian oversight board for CPD and our other public safety entities. There's a possibility, however, that we will vote on the ordinance early next week, so stay tuned.
On Wednesday, the Housing Committee on which I serve met and voted to approve a revised Keep Chicago Renting Ordinance, which establishes various notification and relocation-assistance requirements for renters in properties that have been foreclosed upon. We also modified the landlord-notification requirement in an eviction protection ordinance that City Council passed last year, with an eye toward the various eviction moratoria that will be lifted over the coming months.
Throughout the week, I attended several aldermanic briefings. Notably, several colleagues and I met with Cook County Assessor Kaegi to discuss his office's triennial reassessment of properties located in Lakeview Township and all other Chicago-based properties, which will occur later this year. I also met with leadership from the city's Department of Family & Support Services to discuss a loss in funding that certain child care providers may endure in the coming months, and with the city's Inspector General to review the hiring process for ward superintendents. In addition, I met with several aldermanic colleagues regarding a program that the city has funded but has yet to stand up, pursuant to which paramedics and crisis workers will respond to certain 911 calls for service regarding individuals experiencing a mental health crisis.
Earlier today, I met with the acting commissioner for our city's Department of Streets & Sanitation, and brought up a number of complaints that residents raise most frequently relating to street sweeping, tree trimming, and garbage collection. I also attended a town hall hosted by the Illinois Environmental Council alongside 1st Ward Ald. Daniel La Spata and a panel of environmental experts to discuss actions Chicago can take to accelerate work around vehicle electrification and building decarbonization. In addition, I attended a meeting of the steering committee that is tasked with conducting a corridor study of Western Ave from Addison up to Howard. Two additional community meetings regarding this ongoing study will be occurring next week: on Tuesday 7/20 at 6pm for the portion of Western north of Bryn Mawr, and on Thursday 7/22 at 6pm for the portion of Western Ave south of Bryn Mawr.
With our community and city continuing to make progress in combating the ongoing COVID-19 pandemic, I've had the pleasure of attending a number of community events over the past week -- most notably, block parties across the ward, and music events at the Welles Park Gazebo and the Northcenter Town Square. Youth Organizing Summit 2021

We've extended the deadline to apply for our summer Youth Organizing Summit! Applications are due by Sunday, July 25 at 11:59 p.m.
YOS will take place in-person from 10 a.m. to 3 p.m. Tuesday, August 10, in Chase Park, 4701 N Ashland.
This event is an opportunity for high school students to network and get involved with local organizations while also increasing their organizing skills and learning more about issues that are facing our city.
Throughout the day, students will be able to take part in workshops led by local community organizers, meet elected officials from around the city, watch a panel discussion consisting of elected officials, organizers and activists and attend a networking fair to get connected with local organizations.

47th Ward Bike Drive
We want to extend a huge thanks to everyone who participated in our bike drive! We collected more than 100 bikes.
Earlier this month, we were able to match more than 30 bikes to young students in the 47th Ward. The additional bikes were donated to The Recyclery in Rogers Park and Working Bikes in Little Village, two nonprofit bike shops.
Levy Center Village Meeting
The NE Levy Center Village is a collaborative volunteer network that aims to increase the accessibility of resources for older adults in our community. Join their next meeting for a conversation with Congressman Mike Quigley. Community updates will also be shared by partner organizations.

The landlord-led application period for the Illinois Rental Payment Program is now closed. If your landlord has not started an application, you may still apply. An additional application period for tenants applying directly for rental assistance is open until 11:59 p.m. on Sunday, July 18 to complete their portion of the application. Learn more.

Residential Street Resurfacing
Our office is pleased to announce that work has begun to resurface the following streets in the ward:
- Hamilton Ave. between Eastwood Ave. and Leland Ave.
- Cullom Ave. between Leavitt St. and Lincoln Ave.
- Pensacola between Western Ave. and Campbell Ave.
- Campbell Ave. between Irving Park Rd. and Belle Plaine Ave.
- Waveland Ave. between Campbell Ave. and Artesian Ave.
Crews will be resurfacing the streets Monday or Tuesday next week, depending on weather and equipment availability, and should be finished with the final repavement by the end of the week.

Construction Updates
Clark St. Arterial Resurfacing
The Arterial Resurfacing project on Clark St. between Lawrence and Ashland is underway. The first phase of the project consists of several weeks of concrete improvements along this corridor, with the contractor removing and replacing non-compliant ADA ramps on the corners, as well as certain curbs to address standing water issues.
This week, the city's contractor began cutting concrete where it will be replaced. Next week, they will continue cutting concrete before pouring new ramps and curbs. They will be starting on the east side of Clark working south from Ashland. Each location will require 2-3 days to remove concrete and pour the new concrete.
Lincoln Square Peoples Gas Work
Peoples Gas successfully installed the gas main under the sidewalk on Wilson between Hamilton and Lincoln, which will allow them to move to the service installation portion of the work. They are informing us that minimal work should be taking place along this stretch next week, as crews work on Eastwood and on the 4700 block of Lincoln.
Our office has received several complaints about work beginning before 8 a.m. The Noise Ordinance does not allow work to make any noise (drilling, pneumatics) before 8 a.m., though set-up can start at 7 a.m. (which includes beeping trucks). We are in constant communication with Peoples Gas on the matter; their contractor is on notice that any subsequent violation will lead to work being shut down. Please keep us informed of any violations.
Leland/Ravenswood Viaduct Closure
Metra's crews have successfully installed the station platform on the bridge over Leland Ave. Next week, they plan to proceed with a few days of daytime closures of Leland under the bridge for fence installation. Once that is completed, Leland will be reopened until crews return to finally restore the asphalt on the street. The storm sewer work that was planned, which will close northbound Ravenswood south of Leland to non-local traffic, is currently held up for permitting reasons. Crews do not yet know when this work will take place.
Byron/Janssen Water Main Replacement
The water main replacement work has moved to the 3800 and 3900 blocks of Janssen, where parking restrictions are already posted. Crews have cut into the concrete and expect to start the main installation, which includes the removal of the eastern curb, next week. Concrete restoration (of curbs, gutters, and street) on Byron should take place within the next two weeks. Keep an eye out for No Parking signs!
Carmen & Winona Sewer Replacement
The intersection of Glenwood & Winona is currently partially closed to traffic; full closure was delayed by additional work by Peoples Gas to retire their gas main. With that done, Sewer crews will be able to install the earth retention system in the middle of the intersection. Similar to what just happened on Carmen, this intersection will remain closed for 3-4 weeks, which will be followed by 2-3 weeks of crews working their way east on Winona to replace roughly 400ft of sewer main. The blocks of Winona on either side of Glenwood will be accessible to local traffic only from Clark and Broadway, respectively.
Peoples Gas is still working to set up appointments with residents to transfer remaining buildings' meters on both Carmen and Winona. Since final restoration of sidewalks is still more than a month out, our office has requested that Peoples Gas clean up and restore the gravel backfill to bring it back to a level and walkable condition until restoration.

Western Ave. Corridor Study
Upcoming Community Meetings
The city is hosting two virtual meetings to share the progress of the Western Avenue Corridor Study. The meetings’ objectives are to confirm the corridor planning principles, evaluate potential improvement strategies, and discuss a community-driven, long-term vision for the corridor.

Community Meeting:
3601 N Ravenswood/1744 W Addison
Join the 47th Ward office to learn about a proposed rezoning and development at 3601 N Ravenswood/1744 W Addison. The meeting will be held virtually at 6 p.m. Monday, July 19.
The applicant is seeking a zoning change from C1-2/RS-3 to a B3-3 Transit-Oriented Development to demolish three occupied commercial units and two occupied residential units to build a 5-story, 75 foot-tall mixed-use building containing 52 rental units, including eight studios (renting at around $1,700), 32 1-bed/1-bath units ($2,200), and 14 2-bed/2-bath units ($3,200). The building would also include 7,000 square feet of commercial space. The developer is proposing to include 10 on-site affordable units. The building would remove three existing curb cuts and include nine parking spaces and 54 bike parking spaces.

Recent Zoning Decisions
2314 W. Leland (Augusta Food & Wine expansion) - approved
Ald. Martin is pleased to approve the rezoning of the property from B1-1 to C1-1 to allow Augusta Wine & Food next door to expand into this space.
The zoning will allow them to obtain a liquor license to serve alcohol on site. They plan to turn the space into a wine bar where food is also served. They have already received the support of the Heart of Lincoln Square Neighbors (HOLS) and the Lincoln Square Ravenswood Chamber of Commerce (LSRCC).
1753 W. Cornelia - approved
Ald. Martin approved the developer’s application to temporarily rezone the property from RS-3 to RT-4 in order to separate an existing 5-bedroom duplex rental into two 3-bedroom/2-bath units. The downstairs unit and the outside of the building will not be affected. The developer has committed to seeking a zoning change back to the original zoning when the work is completed.
1850 W. Larchmont - approved
Ald. Martin approved the owner’s application to up-zone the property in order to expand their unit by replacing the existing gable roof with a mansard roof to improve their ability to use the third floor, as well as expanding their front porch. The owner will also be creating a studio apartment to preserve a rental unit on the property. They have committed to seeking a zoning change back to the original zoning when the work is completed. This proposal has the support of the Northcenter Neighbors Association (NNA).
1931 W. Addison - denied
Ald. Martin denied the developer’s application to rezone the property from RT-3.5 to RT-4, which would have allowed them to demolish an existing 3-unit rental building to construct a 3-unit condo building. The Roscoe Neighbors Association opposed the proposal, arguing that preserving the RT-3.5 zoning would encourage the construction and preservation of two-flats, in accordance with the majority of the buildings on this stretch of Addison.

A Conversation on
Gender Based Violence
Join Ald. Martin for the first of many discussions on how to best use American Rescue Plan Act (ARPA) funds.
At 6:30 p.m. Wednesday, July 28, Ald. Martin will moderate a virtual discussion with experts and service providers about domestic violence, gender-based violence, and sex crimes, and how ARPA funds can help address these issues.
During the pandemic, domestic violence service providers saw an 16% increase in calls and 2,530% increase in texts to the city's domestic violence hotline. Domestic violence services receive a very small amount of city funding, and there is no funding for victims and survivors of sex crimes. This comes at the same time when that the Mayor has highlighted domestic violence as a priority for the city to address in her 2020 Violence Prevention Plan - spotlighting the close connection between to gun violence and domestic violence.
In 2021, Chicago has an unprecedented opportunity to expand services and help Chicagoans recover. Over the next year, the federal government will provide Chicago with $2 billion through ARPA , and the City Council is currently deciding how to utilize those funds to make the greatest difference for the 47th Ward residents and all Chicagoans.

NNA Recycling Pop-Up
Join the Northcenter Neighborhood Association (NNA) for its next Recycling Pop-Up on Saturday, July 17, 9 a.m.-12 p.m. at the Northcenter Town Square (Damen/Belle Plaine).
NNA collects common household items that aren't accepted in the city's blue recycling carts, and then recycle or donate those items through various programs.

City Releases Waste Strategy Report
The City of Chicago released the 2021 City of Chicago Waste Strategy, a comprehensive waste and materials management plan that overhauls the City’s waste system with the goal of decreasing waste disposal and associated negative environmental impacts; reducing costs and increasing efficiency; maximizing economic investment and workforce development opportunities; and addressing social and environmental justice inequities. More than 63 resulting strategic recommendations to address waste management were identified and 12 have been prioritized by the City to be addressed in 2021 and 2022. The 47th Ward Green Council will review this report and share input and questions with Ald. Martin as the city discuss next steps.

CPS Budget and Capital Town Halls
Chicago Public Schools (CPS) released its proposed $9.3 billion budget for FY22. The district’s budget proposal includes over $225 million in additional funding for school budgets, prioritizes more than $672 million in equitable facility investments throughout the city, and dedicates more than $1 billion in federal funding in FY22 to provide support for students and schools through the Moving Forward Together initiative, as well additional support for schools as they prepare to offer in-person learning five days a week in the fall.
Prior to the development of the district’s FY22 budget proposal, the district held a series of school funding and capital investment meetings to gather feedback from community members, and the district will hold additional meetings prior to consideration by the Board of Education. All budget hearings will be conducted virtually this year. The district will be holding three capital hearings and two budget hearings at the following dates and times:
Budget Hearings
- Tuesday, July 20, 6-8 p.m.
- Wednesday, July 21, 4-6 p.m.
Capital Hearings
- Wednesday, July 21, 12-2 p.m.
- Thursday, July 22, 2:30-4:30 p.m.

LSC Community Representative Positions Open
Audubon Elementary School
Audubon's Local School Council will have one Community Representative opening on its Local School Council (LSC) beginning in September and is looking for a community member who has an interest in the school and community improvement to serve in this role for the 2021-2022 school year.
The LSC will host a Candidate Forum during its August LSC meeting to give the community an opportunity to hear from prospective members. Audubon's LSC President Karen Fine ([email protected]) is happy to speak with anyone interested who has questions about this commitment.
Edison Regional Gifted Center
The Edison Regional Gifted Center Local School Council is seeking a community member to serve on the LSC until the end of this LSC's term in June of 2022. Interested parties should contact Dr. Karen Valentine, Edison's principal ([email protected]), or John Martini, LSC Chairperson ([email protected]), to obtain more information as well as to submit candidacy forms.
A community member is eligible to serve as a community representative if they:
- Are 18 years of age or older
- Reside in the attendance area or voting district of that school
- Are not the parent or legal guardian of a child currently enrolled at that school; and
- Are not an employee of the Chicago Board of Education

CPS Student Vaccinations
Students ages 12 and up are eligible to receive the Pfizer vaccine, which is a two-dose vaccine that requires shots to be administered three weeks apart. Students 18 and older are also eligible for the single-dose Johnson & Johnson vaccine. To ensure our school communities have convenient access to these vaccines, Chicago Public Schools (CPS) is expanding its vaccination program.
In partnership with the Chicago Department of Public Health and other approved healthcare providers, CPS is converting three school-based staff vaccination sites to specifically support students and families. The following vaccination sites are available:
- Tuesdays: 9 a.m. to 1 p.m at Chicago Vocational Career Academy, located at 2100 E. 87th St. in Chicago’s Avalon Park neighborhood.
- Wednesdays: 9 a.m. to 1 p.m at Theodore Roosevelt High School, located at 3436 W. Wilson Ave. in Chicago’s Albany Park neighborhood.
- Thursdays: 9 a.m. to 1 p.m at Michele Clark High School, located at 5101 W. Harrison St. in Chicago’s Austin neighborhood.

Fridays on the Green
Join the Black Ensemble Theater for Fridays on the Green, an intercultural music festival. The events are Friday nights (July 23, July 30, Aug. 6, Aug. 13) from 6:30 p.m. to 8 p.m. at Clark and Sunnyside.
There will be live performances from Uptown musical gems, food, and tours of the theater. This event is sponsored by the Chicago Department of Cultural Affairs and Special Events.

Welcoming seniors to the new Ravenswood Senior Living
The new senior housing at the old Ravenswood Hospital is nearly ready for occupancy, after over five years of planning and development.
We are excited to have this additional inventory of nearly 200 supportive and independent living apartments in our ward. Many of the new residents are long-term 47th Ward residents, while others come from neighboring communities. We invite you to join us in welcoming these residents to our ward by helping them with items they may need. We are accepting donations of the following which we will distribute based on need. Items should be new or gently used.

- Kitchen towels and mats
- Cleaning supplies
- Wastepaper and garbage pails and liners
- Bed sheet sets (queen size)
- Blankets
No furniture or large items, please. Common Pantry has generously offered to help residents who need furniture through the Chicago Furniture Bank. The Manor Garden walk is Sunday, July 28 from 1 p.m. to 4 p.m. It’s our 65th anniversary!
Our garden walk is uniquely “by neighbors and for neighbors”, featuring a wide variety of gardens throughout historic Ravenswood Manor. It’s always a treat to see the personal green spaces and exclusive gardens created by our neighbors who generously open their yards during this annual event.

Lemonade Stand Challenge
Following the success of the 2019 Lemonade Stand Challenge, in which YOUR kids raised over $3000 for Common Pantry, we are back and better than ever. From Memorial Day to Labor Day, kids get to host lemonade stands to raise money for the Pantry.

Volunteer at Retro on Roscoe
Retro on Roscoe, is a little more than a month away (August 13-15) and the Roscoe Village Neighbors will be relying heavily on our neighbors to volunteer at the fest.
Retro is RVN’s only fundraiser and its proceeds enable RVN to make financial contributions to Roscoe Village schools, parks, and community organizations.
Each year, we rely on a small army of hard-working volunteers to staff the festival, welcoming visitors and making sure the event goes off without a hitch. Disability & Immigration Taskforce Survey
The Disability & Immigration Taskforce of Illinois (DITI) is conducting this Data Survey in order to evaluate the needs of immigrants with disabilities in Illinois. Please complete the survey by July 26, 2021. Survey respondents must live in Illinois at this time.
DITI will use the survey results to create a document about self-reported issues facing immigrants with disabilities in Illinois. This will help all of us identify ways to increase opportunities and support for immigrants with disabilities in our state. We hope you will help support us by encouraging Illinois immigrants with disabilities to fill out the survey.
