Youth Organizing Summit 2021

We're excited to announce the 2021 Youth Organizing Summit (YOS) hosted by Ald. Martin's 47th Ward office and the 47th Ward Youth Council.
YOS will take place in-person from 10 a.m. to 3 p.m. Tuesday, August 10, in Chase Park, 4701 N Ashland. Applications are due by Sunday, July 11 at 11:59 p.m.
This event is an opportunity for high school students to network and get involved with local organizations while also increasing their organizing skills and learning more about issues that are facing our city. Throughout the day, students will be able to take part in workshops led by local community organizers, meet elected officials from around the city, watch a panel discussion consisting of elected officials, organizers and activists and attend a networking fair to get connected with local organizations.

Fourth of July Fireworks Safety
As we celebrate the Fourth of July holiday this weekend, please remember to be a good neighbor and do not set off illegal fireworks.
Last summer, a home in the 47th Ward was destroyed after catching fire due to the use of illegal fireworks by a neighbor. Every summer, Chicagoans lose eyes and hands to fireworks. These are dangerous explosives, and possession can carry fines up to $500. Leave it to the professionals.
As this video from our staffer Andi highlights, fireworks can be incredibly disruptive for many people and animals, including children with autism, veterans managing PTSD, and our pets. For your own safety and the safety and consideration of others, please refrain from using fireworks and celebrate the holiday safely.
Holiday Refuse Schedule Changes
There will be no refuse collection on Monday, July 5 due to the Independence Day holiday. All city-collected refuse will be service Tuesday through Friday. Residents should ensure all black refuse carts and blue recycling carts are accessible throughout the week of collection, not solely on their regular day of collection.

Rental Payment Program
The Illinois Rental Payment Program is an emergency rental assistance program designed to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic.
The landlord-led application period for the Illinois Rental Payment Program is now closed. If your landlord has not started an application, you may still apply. An additional application period for tenants applying directly for rental assistance will open at 9 a.m. on Monday, June 28. Tenants have until 11:59 p.m. on Sunday, July 18 to complete their portion of the application. Learn more.

Driver's License Reinstatement
Effective this week, the State of Illinois will no longer suspend a license for any ticket debt, fines, or fees. This change includes suspension and holds due to: parking tickets, vehicle compliance tickets, red-light camera tickets, automatic speed camera tickets, traffic tickets, and abandoned vehicle fees.
These changes are due to the SAFE-T Act, which passed in January. The Act also reinstates driving privileges for those who have already had their driver’s license suspended/revoked for failing to pay red-light camera tickets, speed camera tickets, traffic tickets, and abandoned vehicle fees.
Your license might still have a suspension or a hold if there were multiple reasons for suspension/hold on your record. Call the Secretary of State's automated phone number to determine if your license is valid: 217-782-6212, select option 2, then option 1. Have your Social Security Number and Driver's License Number handy. The law does not eliminate any outstanding ticket debt. You must still pay off your tickets, but your license will no longer be suspended due to the debt. Learn more here.

Residential Street Resurfacing
Our office is pleased to announce that work has begun to resurface the following streets in the ward:
- Hamilton Ave. between Eastwood Ave. and Leland Ave.
- Cullom Ave. between Leavitt St. and Lincoln Ave.
- Pensacola between Western Ave. and Campbell Ave.
- Campbell Ave. between Irving Park Rd. and Belle Plaine Ave.
- Waveland Ave. between Campbell Ave. and Artesian Ave.
Work will be completed by approximately July 16, 2021, depending on weather and equipment availability.

Construction Updates
Clark Street Arterial Resurfacing
CDOT's start date for their resurfacing Clark Street from Lawrence north to Ashland has been pushed back to the week of July 12. The work will begin with concrete replacement of sidewalk, curbs and ADA ramps before new asphalt is poured and striped (asphalt will be omitted for the portion between Foster and Bryn Mawr, which was recently resurfaced).

Revere Park Construction
Alderman Martin is pleased to say that the northeastern baseball diamond at Revere Park is now back open to the public. This occurred following the alderman's request to the Park District after ongoing renovation work on the fieldhouse hit some delays. The Park District is not currently able to provide us with an estimated completion date on the project.
Byron Water Main Replacement
Crews working on the Byron water main replacement plan to start transferring individual buildings' services to the new water main on Friday, July 2 for roughly two weeks. They will post notices on buildings roughly 24 hours before scheduled shutoffs. About 30-60 minutes before shutting off the water for a building, they will notify residents in person. Make sure to keep an eye on your door for that notice – and listen for the knock/doorbell on the day of! This stage will be followed by concrete restoration of the curb and trench.
Peoples Gas - Phase 5: Western, Wilson
Peoples Gas is beginning the fifth and final phase of its ongoing Lincoln Square Modernization Project, which will consist of replacing the gas main on Western and on Wilson. On Western, the work will take place in the middle of the street between Ainslie and Montrose, including six large pits being dug in the northbound lane. Signage and barricades will be installed to handle traffic.
On Wilson, the work will take place in the north sidewalk from Western to Hamilton, as well as in the south sidewalk between Leavitt and Hamilton. Signage and barricades will be installed in the street to accommodate pedestrian and vehicular traffic flow. The work has started on Wilson between Hamilton and Leavitt.
Glenwood Sewer Project
The Department of Water Management's contractor delayed the concrete restoration of the 1400 block of Carmen, as well as their closure of Winona & Glenwood, in order to limit the impact on residents' parking during the Fourth of July weekend. Work will start up again after the long weekend.
Crews will begin concrete restoration of the 1400 block of Carmen on Tuesday, July 6, aiming to complete it by the end of the week. On Tuesday 7/6, they will also move to Winona for the second phase of this sewer replacement project. Starting next week, the intersection of Glenwood & Winona will be closed to traffic as crews set up the earth retention system. Similar to what just happened on Carmen, this intersection will remain closed for 5-6 weeks, which will be followed by 2-3 weeks of crews working their way east on Winona to replace roughly 400ft of sewer main. The blocks of Winona on either side of Glenwood will be accessible to local traffic only from Clark and Broadway, respectively.

Welcoming seniors to the new Ravenswood Senior Living
The new senior housing at the old Ravenswood Hospital is nearly ready for occupancy, after over five years of planning and development.
We are excited to have this additional inventory of nearly 200 supportive and independent living apartments in our ward. Many of the new residents are long-term 47th Ward residents, while others come from neighboring communities. We invite you to join us in welcoming these residents to our ward by helping them with items they may need. We are accepting donations of the following which we will distribute based on need. Items should be new or gently used.
- Bath towels and mats
- Kitchen towels and mats
- Cleaning supplies
- Wastepaper and garbage pails and liners
- Bed sheet sets (queen size)
- Blankets
No furniture or large items, please. Common Pantry has generously offered to help residents who need furniture through the Chicago Furniture Bank. Another way you can help is to make a contribution to the Pantry's housing fund (www.commonpantry.org) to offset these costs. Thank you for your support!

History and Memories: Summertime Joy
Join the Northside Neighborhood History Collection in this event especially for older adults, happening at 10 a.m. Thursday, July 15. First, there will be a short presentation of images from the NNHC’s archives, with a focus on summertime joy in Chicago. Then, we’ll have a demonstration of how to search digital collections at the Chicago Public Library and the Library of Congress’ Chicago Ethnic Arts Project. New Zoning Proposals

2042-46 W. Irving Park (proposal pictured)
The applicant is seeking a zoning change from B1-1 to B2-3 to exist an existing vacant residence with a new four-story residential building. This building would include 22 rental units, including 3 studios (renting at $1,440), 15x1-bedrooms ($1,900), 3x2-bedrooms ($2,800), and one 3-bedroom ($3,425). Four of those units would be affordable (18%). The applicant is not proposing any commercial space. The building would include 13 parking spaces through a Transit-Oriented Development designation. It would also feature Electric Vehicle charging stations, bird-friendly design, among other sustainable features.
3350 N. Ashland
The applicant is seeking a zoning change from B3-2 to B2-3 to replace a vacant single-story commercial building into a fully-residential 8-unit condo building featuring six 3-bedroom/2bath condos and two duplexed 4-bedroom/3-bath condos. The former would sell at $600-670,000 and the latter at $800,000. Each unit would have access to one parking space.
2431 W. Irving Park
The applicant is seeking a zoning change from M1-1 to B3-5 to rehab a vacant industrial building (used as warehouse and office space). The building would contain 6 condos (3 bed/2 bath) selling for $600-650,000. The building would also contain 2,500sf of ground-floor retail, which should be office/retail. The condos would have balconies in the front and one (underground) parking spot each.
2314 W. Leland
The applicant is seeking a zoning change from B1-1 to C1-1 to allow Augusta Food & Wine, located at 2312 W. Leland, to expand into the next storefront to the west. The zoning would allow them to get a liquor license to serve alcohol on site. They plan to turn the space into a wine bar where food is also served. They have already received the support of the Heart of Lincoln Square Neighbors and the Lincoln Square Ravenswood Chamber of Commerce.

Western Ave. Corridor Study
Upcoming Community Meetings
The city is hosting two virtual meetings to share the progress of the Western Avenue Corridor Study. The meetings’ objectives are to confirm the corridor planning principles, evaluate potential improvement strategies, and discuss a community-driven, long-term vision for the corridor.

Join Ald. Matt Martin of the 47th Ward and Ald. Daniel La Spata of the 1st Ward for a conversation about some of the upcoming climate solutions that are being worked on in City Council. The discussion will include the decarbonization of buildings, electric vehicle infrastructure, and a green bank for Chicago.
Alds. La Spata and Martin will be on hand along with climate and clean energy experts from the Illinois Environmental Council to field your questions, listen to your ideas, and share with you the very latest on climate solutions at the city level.

A Conversation on
Gender Based Violence
Join Ald. Martin for the first of many discussions on how to best use American Rescue Plan Act (ARPA) funds.
At 6:30 p.m. Wednesday, July 28, Ald. Martin will moderate a virtual discussion with experts and service providers about domestic violence, gender-based violence, and sex crimes, and how ARPA funds can help address these issues.
During the pandemic, domestic violence service providers saw an 16% increase in calls and 2,530% increase in texts to the city's domestic violence hotline. Domestic violence services receive a very small amount of city funding, and there is no funding for victims and survivors of sex crimes. This comes at the same time when that the Mayor has highlighted domestic violence as a priority for the city to address in her 2020 Violence Prevention Plan - spotlighting the close connection between to gun violence and domestic violence.
In 2021, Chicago has an unprecedented opportunity to expand services and help Chicagoans recover. Over the next year, the federal government will provide Chicago with $2 billion through ARPA , and the City Council is currently deciding how to utilize those funds to make the greatest difference for the 47th Ward residents and all Chicagoans.

NNA First Wednesday Food Drive
The Northcenter Neighborhood Association (NNA) continues its amazing work to support Common Pantry. They've collected thousands of pounds of food for the pantry this year, and their monthly food drive continues next Wednesday, July 7.

Disability & Immigration Taskforce Survey
The Disability & Immigration Taskforce of Illinois (DITI) is conducting this Data Survey in order to evaluate the needs of immigrants with disabilities in Illinois. Please complete the survey by July 26, 2021. Survey respondents must live in Illinois at this time.
DITI will use the survey results to create a document about self-reported issues facing immigrants with disabilities in Illinois. This will help all of us identify ways to increase opportunities and support for immigrants with disabilities in our state. We hope you will help support us by encouraging Illinois immigrants with disabilities to fill out the survey.
